A first analysis focusing on mapping and exploring what it takes to create development in the future Mapping questions Who are key actors working with advanced manufacturing technology and photonics in the region? What do they do and what networks do they have? Future oriented questions How can the technology be used in developing society? What is the importance of EU focusing on these technologies? What is required in order to create development connected to the technology? Who are the crucial actors on what levels that need to act? Links between key actors There are examples of links between actors. One example is collaboration between the University and different municipalities that is structured by collaboration contracts : Based on goals on policy level (attractivity) that rules the selection of projects carried through by public servants and researchers. The projects are focusing on real problems and needs in the local community (waste, water). There is thus a dialogue on macro level making possible projects and concrete results on a micro level All categories of actors have links to actors on national and international level (businesses, researchers, public sector) but the coordination in between actors in the region could be further developed Clusters are important arenas for linking business, research and public sector There are examples of weak links between: Businesses there is a lack of dynamics and coordination between business in the region Business and municipalities the public sector could increase communication regarding the importance of businesses in the region Universities the links between Mid Sweden University and University of Gävle are described as weak Clusters active clusters in the region differ in strong or weak links to networks of businesses, the University and research centres 15
THE USE OF TECHNOLOGY AND IMPORTANCE OF KET 16
The use of the technology and the importance of EU focusing on KET How the technology can be used in developing society The technology can be used in many different fields; industry, smart cities, health care, life science, safety However, the technology is hard to understand which makes it difficult to mobilize key actors around activities that could benefit the use of the technology as a tool to solve societal challenges Also, the use of the technology in the future is impossible to predict. We cannot predict today what will be tomorrows innovation or successful businesses. Therefor we need to create innovative environments that allows for testing and knowledge development without us knowing beforehand what the result will be The importance of EU focusing on these technologies It makes a difference that EU focuses on KET it channels resources and interest towards the technology that is being focused on The potential in connecting KET and e. g Smart specialisation has not been realized and the connection could make it even more focused 17
POLICY INITIATIVES GOING FORWARD THOUGHTS AND IDEAS 18
Recommendations for policy (1/2) Structural level influencing systems and structures The links between EU, national, regional and local needs to be visualized show that the local level is an important player Make visible and give examples of the different roles that municipalities can take Make sure links between KET and Smart specialisation are strong and use the synergies in between them in order to make actors and funding move in the same direction (on local, regional and national level) Support and create incentives for Innovation Procurement - knowledge needs to be developed and shared to make possible that local businesses are not disfavoured Developing knowledge and making use of technology are based on long processes that required long-term engagement, however the financial support is short term Political leadership needs to take the lead and make decisions that enables development Structural level Institutional level Institutional level influencing attitudes and building knowledge Help communication and form an opinion connected to the importance of the technology in developing society - use KET as a force in this endeavour Make visible the important roles all categories of actors play, for instance the importance of businesses Supply of competence Important to create dynamics and attractivity Lack of competence is a challenge a critical mass of competence is needed in order to create dynamic and attractive regions Organizational level Individual level 19
Recommendations for policy (2/2) Organizational level collaboration, roles and links There are businesses that are willing to do more and drive development they need to be engaged, acknowledge and given a platform Develop, support and spread the model of collaboration contracts that enables public actors make use of scientific knowledge Use testbeds sprung out of concrete societal needs as a model to make use of technology and that enables key actors to connect in the ambition to develop new solutions It is important to have a critical mass of both small specialized businesses and larger corporations in order to create development Structural level Institutional level Individual level individuals The system needs individuals to create links and push for development important to find, attract and use the right people The short term financial structure and project-logic challenges the possibility to attract highly competent people Organizational level Individual level 20
