Agenda for the 18 th Northern Region constituents meeting regarding Connectivity/LTA Applications in 1.0 Minutes of 17 th Meeting of Northern Region constituents regarding Connectivity / Long Term Access applications The Minutes of 17 th Meeting of Northern Region constituents regarding Connectivity and Long Term Access applications held on 26/11/2018 at POWERGRID office, Gurgaon were issued vide letter no. C/CTU/N/07/17 th Con & LTA minutes dated 19/12/2018. No comments/observations have been received, accordingly the minutes may be confirmed. 2.0 Proposal for grant of LTA to the applications received from RE Energy Sources 2 no. of LTA application, as given below, have been received during Nov 18, details of which are as below: TABLE 1 Sl. Connectivity/ Injection Point Bhadla, Rajasthan, Drawl Point LTA / Start & End Date sought by the applicant WR (Target) Entity- MSEDCL 200 MW (Start : 27/08/19 End : 27/08/44) Proposal/Remarks Stage-II application (1200001443-200 MW) has been granted Connectivity at 765/400/220kV Bhadla Substation. The connectivity transmission system Mahoba Solar Power Plant Switchyard Bhadla 220kV S/c line (with minimum capacity of 300 MW at nominal voltage) along with terminal bays (GIS) at Bhadla & generation switchyard is under the scope of applicant. The same is being considered for present LTA. LTA has been applied on Target Region basis (WR), however, applicant has also mentioned entity for drawal of power as MSEDCL. 1

In view of the above, it is proposed to process the application on target region (WR) basis. 2. 1200001793 (29/11/18)/ (03/12/18 & 05/12/2018) Mahoba Solar (UP) Pvt. Ltd. Bhadla, Rajasthan, (Target) 50 MW (Start : 25/07/20 End : 25/07/45) Stage-II application (1200001654-50 MW) has been granted Connectivity at 765/400/220kV Bhadla Substation through the Connectivity transmission system mentioned at Sl. No. 1 above. The same is being considered for present LTA. LTA has been applied on Target Region basis (), however, applicant has also mentioned entity for drawal of power as BSES Yamuna power Limited (BYPL). For transfer of 50 MW to, augmentation of transmission system is required as mentioned at Annexure-I. Simulation studies indicate that loading on transmission system is in order with system mentioned in Exhibit-I. In view of the above, it is proposed to process the application on target region () basis. 2

The LTA grantees are required to the sign the Long Term Access Agreement within 30 days from the date of intimation of Grant of LTA and shall furnish the applicable Construction phase Bank Guarantee (CBG), no extension shall be granted on any ground and in case of failure to sign the Agreement and / or to furnish the CBG, Grant of LTA shall be revoked without any prior notice. The transmission charges shall be applicable from the date of commissioning of ISTS, irrespective of the status of commissioning of generation project. The wind/solar generation project developers shall provide adequate reactive compensation so that under all dispatch scenarios Power Factor of 0.98 shall be maintained and should also comply with the provisions of LVRT (Low Voltage Ride Through) in accordance with Connectivity Standards of CEA and CERC order in Petition No. 420/MP/2014. In addition, progress of the generation project may be intimated on quarterly basis. Members may deliberate. 3.0 Proposal for change in Stage-II connectivity intimations granted for 200 MW and 50 MW of Mahoba Solar (UP) Pvt. Ltd. for proposed solar power plant in Bhadla, Rajasthan Mahoba Solar (UP) Pvt. Ltd has been granted Stage-II connectivity for 200 MW and 50 MW vide intimation no. C/CTU/Con St- II//1200001443 dated 02/08/2018 and intimation no. C/CTU/Con St-II//1200001654 dated 28/09/2018 with the following connectivity transmission system: Mahoba Solar Power Plant Switchyard Bhadla 220kV S/c line (with minimum capacity of 300 MW at nominal voltage) along with terminal bays (GIS) at Bhadla & generation switchyard under the scope of applicant. Mahoba Solar (UP) Pvt. Ltd vide letter dated 29/11/2018 has stated that the generation switchyard as mentioned in the connectivity intimation is Nuri Ki Bhurj, Jodhpur, Rajasthan. Further, the applicant has stated that post energy assessment studies and based on availability of suitable land, the location of generation switchyard has been finalized at village Rawra, Jodhpur, Rajasthan. In view of this, the applicant has requested to change the connectivity transmission system in both the Stage-II intimations as given below in order to obtain CEA approval u/s 68 of Electricity Act, 2003: 3

Mahoba Solar Power Plant Switchyard at Rawra Bhadla 220kV S/c line (with minimum capacity of 300 MW at nominal voltage) along with terminal bays (GIS) at Bhadla & generation switchyard under the scope of applicant. It may be observed that the changed location of the proposed generation project is in the same district, i.e. Jodhpur (Rajasthan). Accordingly, it is proposed that revision to the Connectivity Intimations for 200 MW & 50 MW may be issued through above Connectivity system. Members may deliberate. xxx. 4
