SCIDA MINUTES -2- NOVEMBER 16, 2017 The Regular Meeting of the Suffolk County Industrial Development Agency was held in the 3 rd. Floor Conference Room of the H. Lee Dennison Building, 100 Veterans Memorial Highway, Hauppauge, NY was called to order at 12:30 p.m. by Ms. Ward, Chair of the IDA. PUBLIC COMMENT Ms. Ward opened the public comment portion of the Suffolk County Industrial Development Agency Meeting. No comments were received for the Public Comment portion of the Suffolk County Industrial Development Agency. Upon a motion by Ms. Ward, seconded by Mr. Hendricks, it was: RESOLVED, to end the Public Comment portion of the meeting of the Suffolk County Industrial Development Agency. Professional Physical Therapy Management LLC (PPT Management LLC): Request for an inducement resolution for a lease transaction. Mr. Catapano presented Exhibit A. Professional Physical Therapy Management LLC (PPT Management LLC) is a leading provider of physical, hand therapy and rehabilitation services throughout the New York metropolitan area, New Jersey, Connecticut, Massachusetts and New Hampshire. The Company is interested in leasing approximately 64,666 square feet of office space at 320 S. Service Road in Melville for their corporate headquarters. The Company would like to consolidate their billing office located in Whitestone, Queens and the current headquarters in Uniondale, NY. Mr. Catapano stated between the Whitestone and Uniondale facilities there are about 130 corporate administrative jobs that are relocating to Suffolk County. The Company anticipates creating 60 net new jobs; and 191 jobs total over the first 2 years with average salaries of $62,000. Mr. Catapano introduced George Papadopoulos, Founding Partner/Chief Development Officer; Timothy Gleason, Director, Human Resources and Guy Germano, Esq., Counsel to PPT Management LLC to Board Members. The Company currently is the management company for a network of 150 physical therapy clinics in 5 states (NY, NJ, CT, MA, NH) New York has the largest number of employees there are 1,700 employees in total. Mr. Germano indicated the Company currently has 2 separate locations, Whitestone, Queens 6,000 square feet backoffice space and corporate headquarters located in Uniondale is 11,000 square feet with 3 and 4 people working in an office work station. This project will provide them the ability to consolidate into one location and provide room for future expansion for a much larger facility. The Company is estimating they will add 30 new employees the first year and 30 new the second year.
SCIDA MINUTES -3- NOVEMBER 16, 2017 Mr. Germano stated currently the average salary for the total operation is approximately $53,000 and the Company offers an extensive benefit package. Mr. Papadopoulos stated PPT Management LLC was formed by 3 physical therapists that have grown the Company and deliver great care. Mr. Papadopoulos indicated the Company is one of the 10 largest providers of physical therapy throughout New York, New Jersey, Connecticut, Massachusetts and New Hampshire. PPT Management LLC originated in 1999 in Bayside, Queens. Our goal is to become the primary provider of physical therapy in the Northeast coast. Mr. Papadopoulos stated we are fragmented with the corporate office in Uniondale and the billing office in Whitestone, Queens and said they cannot function this way we need everyone under one roof. Mr. Papadopoulos stated we are not just physical therapy we are a community company. Donations raised through or on behalf of PPT have totaled nearly $1 million over the last five years, including the fundraising efforts through the Company by the CEO, Adam Elberg on behalf of Cohen s Children Hospital. The Company gives one day to their employees when they volunteer time and they received a paid day for volunteering. PPT Management LLC offers students that are enrolled in school to become Physical, Occupational Therapist or Physical Therapy Assistants training for 6-10 weeks and approximately two thirds of the students have become full time employees with PPT. Mr. Papadopoulos indicated that 7 Hofstra Law students were interns with PPT for the summer and two of them stayed with the Company. We want the offices to be like a home; my first home was in Melville and it is close and dear to me. Mr. Hendricks stated we see a lot of presentations not many with such passion this was an excellent presentation. Mr. Gleason stated I wish you could see the passion on a daily basis as I do; they are all passionate they are communicating with us on a daily basis, this is what I love about this company. Mr. Catapano stated they are also working with New York State on possible Excelsior job tax credits. Upon a motion by Mr. Hendricks, seconded by Mr. Giordano, it was: RESOLVED, to approve an inducement resolution in the approximate amount of $3,691,600 for Professional Physical Therapy Management LLC (PPT Management LLC) facility. Minutes The Minutes from the October 27, 2017 IDA Board Meeting were accepted by Board Members.
SCIDA MINUTES -4- NOVEMBER 16, 2017 Request for Qualifications (RFQ) Accounting Services: Discussion and selection. Mr. Hendricks, Chair, of the Audit & Finance Committee indicated in keeping with the Long Island First Initiative, Request for Qualifications (RFQ s) were distributed to 12 local firms for accounting services. The Audit & Finance committee consists of me, Anthony Giordano, Theresa Ward and Peter Zarcone and I would like to thank them for their input. The Committee was given score sheets and ranked the five respondents; of the five we interviewed three. Mr. Hendricks stated he would like to thank staff members for their valuable input during the interview process. All references of the three firms were checked and we received tremendous feedback we were very impressed with all three. The committee is pleased to report the fee structure is less than what we budgeted for. The firm that was most prepared to hit the ground running was Albrecht, Viggiano and Zurick (AVZ) and the committee would like to recommend them to the Board for approval. Upon a motion by Mr. Zarcone, seconded by Mr. Giordano, it was: RESOLVED, to approve the appointment of Albrecht, Viggiano, Zureck & Company, P.C. for accounting services for the Suffolk County Industrial Development Agency. Request for Qualifications (RFQ) Marketing & Public Relations: Discussion and selection. Mr. Harvey, Chair, Marketing & Public Relations stated he would like to acknowledge that the Agency was in compliance with the Long Island First Policy in looking for vendors that can fulfill the needs for the Marketing & Public relations process. Nine Requests for Qualifications (RFQ s) were sent out and we received five responses and three of the nine responses were interviewed. Mr. Harvey indicated the Committee reviewed the five firms and used the same score sheets that were used by the Audit & Finance Committee. Mr. Harvey stated he would like to thank the staff and their due diligence, they asked some poignant questions. Three firms were interviewed; Austin & Williams, SMM Advertising and Zimmerman/Edelson Inc. All the firms brought something to the table they gave us tremendous insight on what they do and we were able to quiz them. Mr. Harvey indicated the Committee chose Zimmerman/ Edelson as the firm of choice as a Committee and we make that recommendation to Board Members. The pricing regarding there retainer fees was inline as to what we were expected to spend and Mr. Harvey made the recommendation for Zimmerman/Edelson Inc. to the Board for continuation of services.
SCIDA MINUTES -5- NOVEMBER 16, 2017 Upon a motion by Ms. Ward, seconded by Mr. Hendricks, it was: RESOLVED, to approve the continuation of the Marketing Firm of Zimmerman/Edelson, Inc. for Marketing and Public Relations services for the Suffolk County Industrial Development Agency. Mr. Catapano stated the next Regular Meeting is scheduled for December 14, 2017 at 10:30 a.m. Upon a motion by Mr. Casamento, seconded by Mr. Giordano, it was: RESOLVED, to adjourn the Regular Meeting of the Suffolk County Industrial Development Agency. The Meeting adjourned at 12:50 p.m. The next Meeting of the Suffolk County Industrial Development Agency is tentatively scheduled for December 14, 2017.
