Status Network Recon Manual Please review and get familiar with your Status Network Reconnaissance Manual http://publicfiles.dep.state.fl.us/dear/watershed monitoring/documents/wms-reconmanual.pdf Read the manual before you fly!!!!!! Owner s Permission? 10/6/2017 Sampling Training Workshop 2
Recon Topics to Cover 1. Your role in Reconnaissance? 2. Resource Periods and Sampling Order 3. Process Steps 4. Exclusions 5. Public interaction 10/6/2017 Sampling Training Workshop 3
Why Recon? To Plan Ahead 10/6/2017 Sampling Training Workshop 4
RECON improves current and future sampling events Sites selected for next cycle GWIS and Documentation Recon (office/field) Sampled or Excluded 10/6/2017 Sampling Training Workshop 5
Why Recon? Office and Field Recon ensures trip planning is completed to save time and resources. Recon evaluates a site based on a balance between ability to sample and safety. Recon verifies the correct resource is sampled 10/6/2017 Sampling Training Workshop 6
RECON Thought Process Review random site in Map Direct Gazetteer /Local Knowledge Owner Contacted (phone, email, letter sent?) Does the site represent the Correct Resource? Is the site accessible for sampling? Permission Given? 10/6/2017 Sampling Training Workshop 7
Office and Field Recon When in the office Sites are reviewed to determine if they are valid and the correct resource and if they are accessible for sampling When in the field Sites are inspected using your senses, physical instruments, and local knowledge of the area (if in doubt, call your Project Manager). 10/6/2017 Sampling Training Workshop 8
Recon Team You may be part of a recon team for a specific resource 1) Communicate the responsibilities to each team member 2) Track completion of assigned tasks 3) Work Efficiently Sampling Training Workshop 9

Typical Process Steps OFFICE RECON Get list of sites - Review in GWIS/Map Direct Review sites for correct resource Review sites for access (ownership and sampling) utilize previously sampled sites. Create Resource Tracking spreadsheet in Excel Keep notes on access, ownership and sampleability Enter information in GWIS and Tracking spreadsheet (Exclusions or Can be Sampled) 10/6/2017 Sampling Training Workshop 15
OFFICE RECON Evaluate the ability to sample the selected sites. Map Direct DEP Cadastral layers / Property Appraiser Google Maps, Open Street Data maps, or other sources for directions, nearest roads, etc. Florida Fish and Wildlife Commission (FWC) boat ramp layer Sampling Training Workshop

Selection Order - Recon Selection order is important! All primary sites (# 1-15 for SW, # 1-20 for GW) must be evaluated before proceeding to alternate sites. All alternate sites (starting with #16 for SW, #21 for GW) must be evaluated in order. 10/6/2017 Sampling Training Workshop 25
Selection Order Example 2018 (Cycle 12) Canals Resource, Zone 4 Goal = 15 samples Evaluate all primary sites (1-15) first If a primary site is excluded, evaluate an alternate site (in numerical order) until a sampleable site is found. 10/6/2017 Sampling Training Workshop 26
Recon Example Sites 1-10 are sampleable, sites 11-12 are excluded, sites 13-15 are sampleable. Collect 13 of the 15 samples from primary sites. Need two additional sites. Evaluate sites 16 and 17 (first alternate sites). Site 16 is sampleable & sampled, site 17 is excluded. Evaluate site 18 (next alternate site). Site 18 is sampled. All 15 samples collected. 10/6/2017 Sampling Training Workshop 27

All Maps Lie A map is like any other human produced media product, it may contain inaccuracies and bias. Therefore a map user must use good judgement in interpreting the map data and look to other sources of information to clarify what is presented on a map.

Documenting Recon Information Update in GWIS Recon Tracking 1) Ability to Sample Yes/No 2) Exclusion Category/Criteria if excluded list Office Recon or Field Recon and detailed comments on the reason why a resource is excluded. 3) Useful comments on access for future sampling. 10/6/2017 Sampling Training Workshop 40
Enter Recon Information in GWIS Submit Recon Documentation to Project Manager two weeks before the primary sampling period begins. Remember to add required comments for exclusions to provide feed back to Project Manager/GIS Analyst. 10/6/2017 Sampling Training Workshop 41
Exclusions and Comments used for the next cycle WRONG RESOURCE typically the list frame feature does not represent the correct resource or field evidence finds the feature is different from the one selected. DRY likely be included in next cycle UNABLE TO ACCESS -- will be included in next cycle OTHERWISE UNSAMPLEABLE depends on exclusion criteria NO PERMISSION FROM OWNER - will be included in next cycle, unless this is a large landowner known to prohibit sampling on property 10/6/2017 Sampling Training Workshop 42

Public Courtesy Public Interactions Bring copies of the Status and Trends brochures out with you on field visits. If you are meeting a contact out in the field, be prepared to ask questions such as keys to any access gates, any hazards/concerns and expected time to be on/off the property. Be courteous, and get to the point with any questions both you and your contact. Be sure and thank the contact for allowing access to property. Sampling Training Workshop 10/6/2017 60
