WHERE DOES VDG COME FROM? : POLITICAL CONTEXT

IDENTIFICATION OF KEY AREAS FOR EU ACTION Enhance the image of shipping and careers at sea Improve awareness of job opportunities Facilitate labour mobility in the maritime industries Promoting cooperation between European maritime training institutions for upgrading seafarers competences and adapting requirements to the prerequisites of today s shipping industry

IDENTIFICATION OF KEY AREAS FOR EU ACTION Introducing, for the education of officers, an Erasmus - type model for exchanges between the METs Promoting in partnership with industry the provision of places, where necessary backed by incentives, for cadets to be taken on board during their studies in EU training institutes

IDENTIFICATION OF KEY AREAS FOR EU ACTION Working in partnership with training institutions and the industry towards establishing maritime certificates of excellence (European maritime postgraduate courses) that may well go further than STCW requirements Creation of a network of centres of excellence for maritime training in Europe

Foster a structured dialogue among Regions, METs and representatives of private sector Setting up innovative Syllabi/Modules Enhancing mobility of students, seafarers and teachers Promote the harmonisation of programmes and semesters in EU METs : first step towards the Maritime Erasmus

Master Programme on Sustainable Shipping (Post-Graduate level)

GENERAL OBSERVATIONS Some students faced difficulties in participating in the Master Programme (e.g. overlapping with their own courses in their MET) Students look for innovative and competitive education and training programmes & courses and they where very eager to join the Vasco Da Gama community and participate in the Master Programme Mobility and transnational exchanges are a strategic tool to foster skills and knowledge in the maritime transport sector The MP enhanced exchanges and synergies among teachers from different METs and private experts

RECOMMENDATIONS Cooperation among METs and teachers in the maritime transport sector must still be improved to pave the way towards innovative skills and knowledge! Mobility of students and seafarers must be improved EU funds must play a greater role in ensuring mobility and delivering innovative knowledge in the maritime transport sectors Private sector must be involved in the reflection of new education and training programmes

MARITIME SIMULATORS Transnational exercise running a combined scenario connecting two simulators (bridge machine)

GENERAL OBSERVATIONS Combined simulation is a powerful and innovative complementary tool for training and education in maritime transport Workshops in Le Havre and/or Kalmar allowed instructors to meet each other and capitalise on best practices Cadets are very eager to participate in such exercises/exchanges in-depth skills training

GENERAL OBSERVATIONS Experimental exercises are very expensive EU METs still strongly differ in equipment (hardware and software barriers) Administrative barriers still hinder exchange of CADETS among METs Heterogeneous Skills (e.g. English knowledge)

RECOMMENDATIONS Need to enhance the structural dialogue, synergies and adhoc collaboration among METs, private sector and Regions to overcome challenges such as: the growing number of GIANT ships; the long road towards greener maritime transport; focusing on human factor to improve safety on board

RECOMMENDATIONS Make a study about structural barriers for mobility of cadets Harmonise programs among European METs Establish a standard for data exchange between bridge and engine-room simulators to bring price down (hardware & software) Encourage clustering of METs

VDG Summer School Kalmar 24 th - 29 th August 2015

RECOMMENDATIONS Need for stronger, more explicit and practical synergies between last technologies used in the industry and content of the courses Avoid useless duplication of instruments and outcomes (capitalise on meetings and events) Targeting critical masse by developing collaborative and complementary training systems (Community of Universities and/or Summer Schools)

RECOMMENDATIONS Need for more intensive courses for teachers! Participation of industry must be much more intensive: port related companies, ship-owners, logistic providers, shipyards, transport engineering firms and the alike should be active participants in the design and the set up of the courses Content should focus more on relationships on maritime spatial planning, environmental, safety and security issues All courses must be on English!!!!

CAPITALISATION ON THE CURRENT VDG PROJECT VDG MASTER PROGRAMME VDG SIMULATORS VDG SUMMER SCHOOLS ENLARGING THE VDG COMMUNITY!!!

WHAT FUTURE FOR THE VDG MASTER PROGRAMME? Capitalisation on VDG Master Programme is already on going (e.g. 2016 Kalmar courses) Need to carry out spin off in 2017 : looking for voluntary METs Improve technical reflection on thematic priorities safety and security management of human resources environment TOWARDS THE VDG POOL OF EXPERTS

WHAT FUTURE FOR THE VDG TRAINING ON SIMULATORS? Capitalisation on VDG combined scenario! Innovative exercises dealing with GIANT ships Simulation on Greening Maritime Transport (ecodriving; LNG solutions; etc.) Setting-up a Pan European biannual symposium on simulation pedagogy, innovation, legal aspects, etc. TOWARDS THE VDG POOL OF EXPERTS
