DECISION No 676/2002/EC on regulatory framework for radio-spectrum policy in the European Community (Radio Spectrum Decision) (2) The management and use of the radio-frequency spectrum according to national legislation is based on the principles of rationality, efficiency, transparency and non-discrimination, and includes the following: 1. Planning of the allocation and assignment of radio-frequencies pursuant to relevant international agreements and recommendations and in line with the interests of citizens, the economy, and the security and defence policy of the country; 2. Assignment of radio-frequencies according to the Allocation and Assignment Plans; 3. Coordination of the use of radio-frequencies; 4. Radio-frequency spectrum monitoring, identification and elimination of harmful interferences. 6
