A Digital Readiness Blueprint A Smart Nation for all Singaporeans Digital technologies are becoming an integral part of our lives, delivering many benefits and opportunities. To truly be a Smart Nation, we must seize the opportunities in the digital age to improve people s lives. This means getting everyone digitally ready, especially those who are at risk of being on the wrong side of a digital divide. SCAN TO ACCESS Digital Readiness Blueprint Info Booklet 9 Copyright 2018

Singapore s digital readiness efforts cover various segments to ensure a digitally inclusive society. Strong focus on digital inclusion and collaborative efforts across sectors Expand and Enhance Digital Access Infuse Digital Literacy into National Consciousness Empower Community & Businesses to Drive Widespread Adoption of Technology Promote Digital Inclusion by Design Make access to basic digital enablers as widespread as possible (e.g. mobile device, connectivity, bank account, digital identity) Customise access package for those with specific needs Identify a set of Basic Digital Skills for everyday activities Strengthening focus on information and media literacy to build resilience to DOFs Ensure our youth have the essential values to thrive in the digital age Encourage private and people sectors to help more Singaporeans adopt technology (e.g. Participation Pledge) Support projects that create opportunities for digital community participation (e.g. Participation Fund) Provide one-on-one concierge-type services to assist on Singaporeans dayto-day digital queries Encourage and educate organisations with guidelines to design for digital inclusion Provide more services in vernacular languages to reach out to more Singaporeans

Key Principles 1. Digital by Design 2. Inclusion by Design 3. Public, Private, People Partnership 4. Cross-border Cooperation

Digital Readiness Council: inclusion efforts require a whole-of-nation approach To provide strategic direction for national DR initiatives and movement. To guide collective efforts across the public, private and people sectors to realise our vision of every Singaporean being ready to seize the benefits and opportunities afforded by technology in everyday life.

Some questions under discussion How might we make the process of going digital more desirable for those who are unwilling to do so? What are some of their biggest barriers, and how might we overcome them? What can we do to incentivise organisations to adopt digital inclusion guidelines? Should we develop standards for compliance across relevant industries? How can we incentivise and build up values among the community segments, including youth, leading to ethical and responsible behaviours in cyber space? How can countries catch up with those who are more developed and advanced in tech and e-commerce adoption among citizens and businesses? Challenge: Multi-faceted nature of digital adoption literacy, multi-lingual environment, balance between security fears and benefits, ethical considerations, etc
