3.01 - ENCLOSURE SPECIFICATIONS 3.01.1 DIMENSIONS The maximum dimensions of the submersible transformers should be as shown below. The thermo-plastic material shall: be non-hygroscopic (does not absorb moisture from the air). provide moisture immunity to depth of 6 feet of water per IEEE Standard 386. o All terminals that extend from the core-coil to external positions shall be sealed to meet this requirement. be corrosion free in the presence of road salts, salt water immersion, petroleum products. require no future maintenance to maintain its corrosion resistance or water penetration. 3.01.3 UNIT FRAME The encapsulated unit shall be mounted within a corrosion resistant frame that will include: 4 point lifting provisions positioned for balanced lifting o Each lifting position shall be rated for the weight of the unit. o The provisions shall accept: 3/4 shackles 12 kips rated. 1-1/2 (3.8 cm) lifting straps Minimum of two stainless steel parking stands per Section 3.03.2. Bonding provisions that will allow for the frame to be grounded to the encapsulated unit. The frame shall allow for the unit to be mounted: Floor installations (Horizontal) 3.01.4 CROWNING The unit and frame shall be designed to avoid the pooling of water.
3.01.5 NAMEPLATE INFORMATION The nameplate shall meet the intent of IEEE C57.12.00. 3.03 - APPARATUS SPECIFICATIONS 3.03.1 ARRAINGMENT OF BUSHINGS The physical arrangement of the high side and low side terminations shall be as shown below. 3.03.2 PARKING STANDS Minimum of two stainless steel parking stands (Detail A, Figure 2A, IEEE C57.12.38): Each will allow for the application of an IEEE 386 15kV Loadbreak Portable Feedthru connector (aka: feed-thru parking bushing, see Eaton/Cooper Power http://www.cooperindustries.com/content/dam/public/powersystems/resources/lib rary/500_loadbreakconnectors/ca650072en.pdf ) for parking and grounding of 15kV cable. The location of the parking stands shall allow for minimal movement of the 200A IEEE 386 Load-break elbows. 3.03.3 GROUNDING ATTACHMENTS Two tin-plated copper grounding pads extending on either side of the transformer. Each pad shall have 2 holes per NEMA Std. 3.03.4 PRIMARY, HIGH-VOLTAGE, TERMINATIONS The following is required for the primary terminations. 3.03.4A BUSHING WELL The bushing well shall: be per Figure 3 of IEEE 386, o able to accept a 15 kv, 200A load-break bushing insert, such as Cooper Power Systems Catalog No. LBI215, or equivalent include a replaceable copper 3/8 inch - 16 UNC stud be shipped with suitable dust covers covers that will withstand transportation from the factory, to Tacoma Power, to the job site as approved.
3.03.5 SECONDARY AND NEUTRAL LOW-VOLTAGE TERMINATIONS Each secondary terminal shall extend 6 feet (1.8 m) of cable meeting IEEE Std C57.12.23 Section 6.2 for low-voltage cable leads. (Requirement for minimum of 90 o C 600V application). 3.03.5A SECONDARY CABLE Each secondary cable extensions shall be made up of two segments of cable: Segment Fixed Cable (Winding Extension) Extension Cable (Service Cable) Secondary Connection Requirement The secondary cable shall be composed of fixed flexible cable lead extending 3 ft. (0.9 m) beyond the enclosure of the transformer. The cable shall meet IEEE Std 1580 and UL Std 1309 for 2kV(HD) 110 o C or functional equivalent flexible copper cable and shall be secured to limit physical stress to internal connections to the windings. 3.04.3 NOISE LIMITS The noise, under normal operation of the transformer, shall be within the limits of NEMA Standard TR-1 per Table 0-3. The transformers shall be tested per IEEE C57.12.90, Section 13. KVA Rating Sound Level (db) 0-50 48 51-100 51 101-167 55 3.04.4 IMPEDANCE All transformers shall be designed to limit the primary fault current on a bolted secondary fault to the IEEE C57.12.00 maximum. 3.04.5 CORE CONSTRUCTION All cores shall be made of high-grade silicon steel. Amorphous core transformers are not acceptable for this specification. o Laminations shall be free of burrs, properly annealed, and furnished with a heat resistant insulating coating. All transformer core sections shall be grounded to the grounding tabs with supplemental bonding to the frame. o Core steel banding straps shall not be used for grounding the core The core-coil assembly shall be constructed so as to be secured against shifting due to transport, movement & installation, and secondary faults. o All welds on core braces and interior structures shall be smooth, free from splatter, and clean. 3.04.6 WINDING COIL CONSTRUCTION Primary Winding Secondary Winding Primary coils will use insulated copper wire. Secondary coils will use insulated aluminum or copper conductor. The insulation shall be suitable for 200 o C and be compatible with encapsulation molding process. 3.04.7 CORE-COIL INSULATION All solid insulating materials shall be non-hygroscopic. The windings shall be totally vacuum molded in epoxy resin using an automatic pressure gelation (APG) process which shall result in a solid insulated part with no interior voids containing air or gases of any sort.
3.05 TESTING & REPORTING All factory tests shall be made in accordance with ANSI/IEEE C57.12.00, C57.12.23 and C57.12.91 with the following exceptions: Partial discharge test 3.05.1 FACTORY TESTS Each transformer shall have the following tests performed at the factory prior to shipment: A. Ratio Tests B. Polarity C. No-load losses be the average-voltage voltmeter method at i. 100% of rated voltage (7200V or 120/240V) and ii. 105% of rated voltage (7560V or 126/252V) D. Exciting current by the average-voltage and rms ammeter method to be performed at: i. 100% of rated voltage (7200V or 120/240V) and ii. 105% of rated voltage (7560V or 126/252V) If required, corrections to a sine-wave basis shall be made by the crest-ammeter method. E. Load losses F. Impedance voltage G. Applied potential tests H. Induced potential tests I. Insulation resistance tests J. Line impulse test consisting of 2 full waves performed on the primary terminals. i. If a design impulse test is order for the 1 st transformer of the order, this transformer may be excluded from the test. 3.05.2 PARTIAL DISCHARGE TEST A. Phase to ground pre-stress voltage of 1.8 Ur (1.8 x 7200V = 12,960V) shall be induced for 30 seconds, Followed immediately afterward without interruption by a: B. Phase to ground voltage of 1.3 Ur (1.3 x 7200V = 9360V) for 3 minutes during which partial discharge is measured i. The maximum measured partial discharge during this test shall not exceed 10 pc. 3.05.3 CERTIFIED TEST REPORTS Upon completion of testing a copy of certified test reports shall be furnished to Tacoma Power for review prior to shipment.
3.05.4 DATA REPORTS Prior to shipment the following steps will be followed concerning the delivery of data required. Step 1 2 3 4 Action Upon issuance of a Purchase Order the Tacoma Power contract manager will email the appropriate representative of the Supplier and/or manufacturer a Microsoft Excel spreadsheet that includes the number of transformers and their pre-assigned Tacoma SAP Equipment numbers. The manufacturer will join individual transformer serial numbers with the Tacoma SAP Equipment numbers. The manufacturer will test assembled units and apply the Tacoma SAP Equipment numbers onto the units as required by Section 3.06.2 of the Technical Provisions. The complete spreadsheet is then sent back to the contract manager prior to shipment of the units. 3.06 EQUIPMENT NUMBERS, STENCILING AND LABELS 3.06.1 VOLTAGE DESIGNATIONS In addition to the KVA being stenciled on the units, Tacoma Power wishes for the voltage designations to be stenciled as well. 3.06.1A SIZE AND COLOR OF KVA & VOLTAGE DESIGNATIONS The stencils shall be the color of standard white as used with other identifying markings applied by the supplier. KVA Size Terminal Marking Designation Stencil Size Reference Section 25 50 75 1 100 167 7200 3.06.2B 240/120 7200 3/4 480/240 13800 240/120 3.06.2 CITY OF TACOMA TRACKING NUMBERS (SAP #) Tacoma Power is requiring that the vendor have unique tracking numbers (SAP Equipment Number) supplied by Tacoma Power s data management section stenciled on the units as shown below. 3.06.2A SIZE AND COLOR OF NUMBERS The seven digit SAP numbers shall be 1 stencils in the color of standard white as used with other identifying markings applied by the supplier. 3.06.2B LOCATION OF NUMBERS ON UNITS Shall be visible from above. 3.06.3 SAFETY LABELS Current ANSI Z535 approved DANGER labels, free of wrinkles and air bubbles, shall be visible from above.
