Tracking and Tracing Technologies for EU Regulated Services Context The EC is currently preparing a few regulations that takes fully into account GNSS technologies, These regulations will secure a considerable market, Such R&D activities might impact on the drafting of the regulation itself. Objective Support the R&D activities towards the development of services under constraints, Support the Commission and Member States in setting up new or updated regulations, Facilitate the introduction of the regulations as well as the market penetration of Galileo, Address the case of regulation-free applications demonstrating a public interest. Galileo R&D Activities AEROSPACE Committee 30 November 2005 4

Tracking and Tracing Technologies for EU Regulated Services Content Review, survey and follow-up of regulations as well as of similar projects/initiatives, Identification of regulated services and personal-mobility services, Implementation of the Pilot-Services. Analyse of the User requirements (incl. authorities) and interface with the Service Providers Business analysis for the user community and for the service provider Development & integration Expected Results A pre-operational system, to initiate standardization processes and deployment of compliant services, An architecture that provides at low cost a service compliant with the regulation, An evaluation of the social and commercial benefits of Galileo, Recommendations for a smooth entry-into-force of the regulation. Certification aspects, Procedures against infringements Galileo R&D Activities AEROSPACE Committee 30 November 2005 5

Galileo Applications in the Emergency Management Context Management of the emergencies has a supranational dimension Satellite technology is appropriate in the context of wide-area disaster, when local infrastructure might be missing Synergy with other space-based technologies (satellite communication, GMES) Galileo might serve as a tool also for disaster prevention (alarm broadcast) Objectives Consolidate the potential of Galileo in support to emergency management and promote its use in the user community Analyse the needs of the user community and optimise the synergy with complementary technology (satellite and groundbased) Investigate the role of Galileo and EGNOS in the implementation of a disaster alerting mission Test technical aspects and raise awareness through demonstrations Galileo R&D Activities AEROSPACE Committee 30 November 2005 6

Galileo Applications in the Emergency Management Content Characterise and categorise the involved parties (e.g. police, fire brigades, civil protection, ambulances) in the different countries, and consolidate their needs Survey the current technology and identify vulnerabilities Study the organisational and technical aspects of alert broadcast via GNSS Design and define common technical and service provision aspects Develop infrastructure and perform demonstration for emergency management applications Expected results Consolidation of the emergency management community views and market potential Recommendation for the implementation of alert broadcast via GNSS Increased awareness in the emergency management community for the use of Galileo and EGNOS Galileo R&D Activities AEROSPACE Committee 30 November 2005 7

Galileo Time and Synchronisation Applications Context Communication and energy industry, scientific community, information technology users demand accurate and convenient synchronisation means The commercial characteristics of Galileo add value and enable innovative uses A great market potential can be exploited along the value chain Objective Foster the introduction of Galileo and EGNOS for timing application in all concerned user communities: scientific, industrial, commercial, legal, leisure and mass market Consolidate technical and service provision aspects derived from the specific Galileo features (e.g. authenticated timing and cryptography) Test technical aspects and raise awareness through demonstrations Galileo R&D Activities AEROSPACE Committee 30 November 2005 8

Galileo Time and Synchronisation Applications Content Timing applications surveying, sizing, and consolidation of the service characteristics Market consolidation, Service provision schemes, Business cases, Standardisation, Legal issues and Certification System design and development activities System and prototype design, User terminal definition, specific technological needs Implementation of demonstrator and user awareness Expected results Consolidation of the time and synchronisation community views and market potential Definition of the technical and commercial issues to maximise the benefits of Galileo specific characteristics Increased awareness in the time and synchronisation community for the use of Galileo and EGNOS Galileo R&D Activities AEROSPACE Committee 30 November 2005 9

Public Regulated User Segment Context Approval of the 5 Galileo core services by the EU Transport Council (December 2004) Definition of a Policy of Access to PRS by the Commission Importance of the PRS for the Concession Time to initiate the development of the PRS User Segment technologies and applications Objectives Promote the use of the PRS in different User Communities Refine the PRS User expectations and requirements Initiate the development of PRS related technologies and applications Support the Commission and the Member States in defining the Policy of Access Galileo R&D Activities AEROSPACE Committee 30 November 2005 10

Public Regulated User Segment Content Review of past and current studies about PRS and security Identification of PRS User Communities (User Group) Analyse of the User requirements and interface with the Service Provider Draft a development plan for the PRS user segment technologies and applications Business analysis for the user community and for the service provider Expected results Updated and detailed database of potential PRS User Communities (inc requirements) Recommendation for the smooth introduction of the PRS in different User Communities Contribution to the definition of the Policy of Access to PRS Galileo R&D Activities AEROSPACE Committee 30 November 2005 11

Education, Research and Innovation in the field of GNSS Context Increase of the activities linked to GNSS in Europe, which require qualified persons Need to secure the Galileo benefit for Europe by Fostering education and research related to Galileo in Europe Enabling the development of innovative technologies, application and services Enabling the transfer of innovative item into real business and benefit for Europe Objective of the study Draft recommendation to improve the European situation in term of: Education Research Innovation and Transfer of Technologies in the Navigation area (including GNSS and Galileo) Start implementing initiative towards this objective Galileo R&D Activities AEROSPACE Committee 30 November 2005 12

Education, Research and Innovation in the field of GNSS Content Make the status of the current and planned initiatives for Education, Research, Innovation and Transfer of technologies at different level (European, National and Regional level) Compare the situation in the Navigation domain with other technologies and area in the world (other success stories) Recommend actions and initiatives to improve the current situation and foster European position in the navigation domain Start implementing some of these actions Expected results Clear view on the current and planned (mid-term) situation in Europe Recommendation to secure the Galileo Success Story for Europe Available Kit for Education Galileo R&D Activities AEROSPACE Committee 30 November 2005 13
