Tracking and Tracing Technologies for EU Regulated Services Context The EC is currently preparing a few regulations that takes fully into account GNSS technologies, These regulations will secure a considerable market, Such R&D activities might impact on the drafting of the regulation itself. Objective Support the R&D activities towards the development of services under constraints, Support the Commission and Member States in setting up new or updated regulations, Facilitate the introduction of the regulations as well as the market penetration of Galileo, Address the case of regulation-free applications demonstrating a public interest. Tracking and Tracing Technologies for EU Regulated Services Content Review, survey and follow-up of regulations as well as of similar projects/initiatives, Identification of regulated services and personal-mobility services, Implementation of the Pilot-Services. Analyse of the User requirements (incl. authorities) and interface with the Service Providers Business analysis for the user community and for the service provider Development & integration Expected Results A pre-operational system, to initiate standardization processes and deployment of compliant services, An architecture that provides at low cost a service compliant with the regulation, An evaluation of the social and commercial benefits of Galileo, Recommendations for a smooth entry-into-force of the regulation. Galileo Applications in the Emergency Management Context Management of the emergencies has a supranational dimension Satellite technology is appropriate in the context of wide-area disaster, when local infrastructure might be missing Synergy with other space-based technologies (satellite communication, GMES) Galileo might serve as a tool also for disaster prevention (alarm broadcast) Objectives Consolidate the potential of Galileo in support to emergency management and promote its use in the user community Analyse the needs of the user community and optimise the synergy with complementary technology (satellite and groundbased) Investigate the role of Galileo and EGNOS in the implementation of a disaster alerting mission Test technical aspects and raise awareness through demonstrations Galileo R&D Activities AEROSPACE Committee 30 November 2005 6
Galileo Applications in the Emergency Management Content Characterise and categorise the involved parties (e.g. police, fire brigades, civil protection, ambulances) in the different countries, and consolidate their needs Survey the current technology and identify vulnerabilities Study the organisational and technical aspects of alert broadcast via GNSS Design and define common technical and service provision aspects Develop infrastructure and perform demonstration for emergency management applications Expected results Consolidation of the emergency management community views and market potential Recommendation for the implementation of alert broadcast via GNSS Increased awareness in the emergency management community for the use of Galileo and EGNOS Galileo R&D Activities AEROSPACE Committee 30 November 2005 7
