CONNECTICUT LOTTERY CORPORATION OFFICIAL GAME RULES Connecticut Lucky-4-Life" Please take notice that the Connecticut Lottery Corporation (CLC) duly adopted, with the advice and consent of the Board of Directors, the following game rules governing the operation of its Connecticut Lucky-4-Life" program, which rules were herein adopted on February 24, 2009. The following game rules apply unless otherwise inconsistent with the Rules of Operation of the Connecticut Lottery Corporation, the official procedures established by Connecticut State Statutes or with the administrative regulations of the Division of Special Revenue. I. GENERAL. The Connecticut Lucky-4-Life" game (also referred to as Game #10 in the Central Gaming System) described herein shall commence on March 29, 2009 and shall continue until the President publicly announces a termination date. The first drawing for the Connecticut Lucky-4-Life game shall be held on Thursday, April 2, 2009. II. GAME DESCRIPTION. Connecticut Lucky-4-Life game is a matrix-style game in which players select four (4) numbers from one (1) to thirty-nine (39) inclusive PLUS one (1) additional number from one (1) to thirty-nine (39) inclusive. The additional number may be the same as one of the first four numbers selected by the player. Tickets must be purchased from a terminal operated by a licensed retailer. Tickets may also be purchased through a lottery subscription system. III. DEFINITIONS. A. Board or CLC Board -- shall mean the thirteen-member (13) Board of Directors governing the Connecticut Lottery Corporation. B. Lottery, The Lottery or CLC -- shall mean the Connecticut Lottery Corporation as established by Connecticut Public Act 96-212. C. President -- shall mean Chief Executive Officer (CEO) of the Connecticut Lottery Corporation who is responsible for directing and supervising the operations and management of the Corporation. D. Executive Director -- shall mean the Executive Director of the Division of Special Revenue or any other person to whom this authority may be lawfully delegated.
E. Division -- shall mean the Division of Special Revenue of the State of Connecticut, Department of Revenue Services, established by Connecticut Public Act 79-404, or the Division s duly authorized representative as the context may require. F. Drawing -- shall mean the formal process of selecting winning numbers that conclusively determines the number of winners for each prize level of the game. G. Selection Slip or Play Slip -- shall mean a card used in making a player s bet, having up to five (5) game boards or plays, each board or play containing two sets of thirty-nine (39) numbers. A selection slip shall allow wagering for current or advance Connecticut Lucky-4-Life drawings. H. Play or Bet or Wager shall mean the five (5) numbers (the first four (4) from a field of thirty-nine (39) numbers and the last one (1) from a separate and distinct field of thirty-nine (39) numbers) that appear on a ticket as a single-lettered selection and are to be wagered by a player in the game. I. Terminal shall mean a device authorized to function in an on-line, interactive mode with the Vendor s computer system for the purpose of issuing lottery tickets and entering, receiving and processing lottery transactions. J. Manual Entry shall mean the process used by the Retailer in making a player s bet on the terminal. K. Lottery Sales Retailer -- shall mean a person, partnership, corporation, association or entity licensed by the Division of Special Revenue and authorized by the CLC to sell and redeem lottery tickets. L. Game Board or Game Play shall mean the area of the selection slip containing two sets of thirty-nine (39) numbers, each set from one (1) to thirtynine (39) inclusive. Players will select four (4) numbers in one set and one (1) additional number in the second set. Each game board or game play shall be identified in the heading as A, B, C, D or E. The lettered heading will correspond to the number selections for each wager and will be printed on the ticket. M. Unclaimed Prize Funds -- shall mean the value of prizes that remain unclaimed after the prize validation period expires, as determined by the CLC.
N. Game Ticket or Ticket -- shall mean a Connecticut Lucky-4-Life ticket produced by an on-line terminal which meets the specifications defined in the game rules. A ticket may contain up to five separate plays. Connecticut Lucky-4-Life tickets may not be canceled. O. Advance Action -- shall mean the type of wagering in which bets may be placed for multiple consecutive drawings. Advance Action is an option available on the selection slip for two (2), four (4), eight (8), ten (10), twenty (20) or twenty-six (26) consecutive drawings, or by manual entry on the terminal for between and including two (2) and twenty-six (26) consecutive drawings. Advance Action wagers contain only single boards or plays and will always start with the current drawing. P Winning Numbers -- shall mean five (5) numbers (the first four from a field of thirty-nine (39) numbers and the last one (1) from a separate and distinct field of thirty-nine (39) numbers) that are randomly selected at each drawing and used to determine the winning play(s) contained on a Connecticut Lucky-4-Life ticket. Q Winning Prize Pool -- shall mean that amount allocated from Connecticut Lucky-4-Life gross sales and/or from the unclaimed lottery prize fund for the purpose of paying prizes. R Quick Pick shall mean the option whereby the computer randomly selects the player s numbers which appear on a game ticket. Quick Pick wagers are allowed for current or advance Connecticut Lucky-4-Life drawings. S. Customer Select shall mean the option whereby the player selects his own numbers which appear on a game ticket. Customer Select wagers are allowed for current or advance Connecticut Lucky-4-Life drawings. T. Set Prize shall mean a pre-determined prize payout which is paid in a single lump sum cash payout. U. Split Prize shall mean a pre-determined prize payout that is divided equally among the number of winning tickets of the prize level. Split prizes shall only apply to the Top Prize and the Second Prize winners of the Connecticut Lucky-4-Life game, as explained in Section VIII of these game rules.
V. Annuitized Payout -- shall mean a method of prize payout in which winners are paid in equal payments over a period of time. It is differentiated from a lump sum cash payout in which the winner receives the prize paid in one single lump sum payment. W. Liability Limit shall mean a pre-established threshold, as determined in advance by the President. The prize liability is determined by multiplying the total number of winning tickets by the set payout amount(s). If this prize liability exceeds the maximum liability as determined by the President and defined in Section VIII Paragraph A1, the set prize amount shall be split among the number of winning tickets of that prize level. X. Top Prize shall mean the first prize awarded in the Connecticut Lucky-4- Life game and won by matching four (4) numbers from a field of thirty-nine (39) numbers drawn in any order plus one (1) number from a separate and distinct field of thirty-nine (39) numbers. Y. Subscription shall mean a method of purchasing lottery tickets in which the player registers his number selections with the Lottery and is issued automatic prize payments. Z. Vendor shall mean the entity that operates the on-line gaming system on behalf of the CLC. The on-line vendor under contract provides the wagering system and terminals used in producing Connecticut Lucky-4-Life and other on-line games. IV. PRICE OF TICKET. The price of a Connecticut Lucky-4-Life ticket shall be $2.00 per play, each play containing five numbers (the first four from a field of thirty-nine (39) numbers and the last number also from a separate and distinct field of thirty-nine (39) numbers). The price of a Connecticut Lucky-4-Life Advance Action ticket shall be $2.00 per play for each consecutive draw, except that the cost of a twenty-six (26) draw ticket will be $50.00 because it will include a $2.00 discount. The cost of a twenty-five (25) draw ticket will also be $50.00 and will include 26-consecutive drawings. V. DRAWINGS. A. A drawing shall be conducted twice weekly to determine the winning Connecticut Lucky-4-Life number combinations. B. The days and times of the Connecticut Lucky-4-Life drawings shall be determined by the President.
C. The place of the Connecticut Lucky-4-Life drawings shall be determined by the President. D. The Connecticut Lucky-4-Life drawings shall be open to the public and representatives of the news media subject to space limitations and contractual obligations of the Connecticut Lottery Corporation and with prior approval of the Division of Special Revenue. E. The format, equipment and methods used in conducting all Connecticut Lucky-4-Life drawings authorized by these game rules shall be as specified by the President and subject to review and approval by the Division of Special Revenue. F. The Division of Special Revenue Security Unit shall have sole responsibility for the ultimate decision for any and all drawing problems or circumstances that may arise. VI. GAME LOGO. The Connecticut Lucky-4-Life game shall be exclusively identified on the terminal screen, game tickets, reports, marketing and advertising materials as follows. A. Illustrative Diagram. VII. TICKET DESIGN. 2. The game logo may appear in black and white as determined by the CLC. A. Connecticut Lucky-4-Life tickets shall consist of five (5) number selections per play. The first 4 numbers from 1 to 39 inclusive PLUS one additional number from 1 to 39 inclusive. The additional number may be the same as one of the first four numbers selected by the player. B. Connecticut Lucky-4-Life tickets shall be generated via selection slip or manual entry. 1. Using a selection slip (Quick Pick or Customer Select option), players may choose up to five plays per ticket. 2. Using manual entry (Quick Pick or Customer Select option), players may choose only one board or play per ticket. C. Connecticut Lucky-4-Life tickets, generated either by selection slip or manual entry, shall have a Quick Pick or Customer Select option. Players choosing Quick Pick shall have the computer pick their number selections. Players choosing Customer Select shall pick their own number selections. D. Connecticut Lucky-4-Life tickets, generated either by selection slip or manual entry, shall have an Advance Action feature. Players may purchase up to and including twenty-six (26) consecutive drawings. E. All Connecticut Lucky-4-Life tickets shall include a selling date and time stamp. Advance Action tickets shall include the beginning and ending draw dates. VIII. GAME PRIZE PAYOUTS AND PRIZE LEVELS. The Connecticut Lucky-4-Life game is a set and split prize payout game with winning tickets determined by matching four (4) numbers from a field of thirtynine (39) numbers in any order plus one (1) number from a separate and distinct field of thirty-nine (39) numbers. The following paragraphs and charts define the prize payouts, prize formats, prize pool percentages and chances of winning per prize level.
A. PRIZE PAYOUTS. There shall be 8 prize level pools for the Connecticut Lucky-4-Life game. 1. The top prize will be annuitized and based on a set prize liability that will be split equally if there are multiple winners. Under no circumstances, however, will the top prize fall below a minimum prize value of $250/week for life. The remaining seven prize levels are set prizes with the exception of the second prize that also may revert to a split payout in the event that there are more than ten (10) winning tickets of the prize. The top prize ($2,000 a week for life) is based on a set prize liability but, if there are two or more winners of the top prize, the prize amount will be divided equally among the number of winning tickets or plays winning the prize. `` The top prize will be paid as an annuity with no lump sum cash option applicable. Top prize winner(s) will be paid weekly. Prize payments will be net of all appropriate taxes. In the event that the top prize is split among multiple winners, the prize amount will be rounded to the nearest whole dollar. The winner(s) of the top prize and their beneficiaries will be paid their appropriate top prize share on a weekly basis for a minimum period of twenty (20) years or 1,043 weeks. The first top prize payment will be made when the prize is claimed at Lottery Headquarters; subsequent top prize payments will be made weekly thereafter. The minimum top prize value will be $250 per week for life. 2. The second prize will be paid as a $10,000 set prize unless and until there are more than ten winners of this prize level. In this case, the total prize liability of $100,000 ($10,000 per prize multiplied by ten winners) will be divided equally among the number of winners of this prize level. The minimum prize amount for the second prize will be $1,000 regardless of the number of winners. Prizes will be rounded to the nearest whole dollar and will be paid in one single lump sum payment.
3. Prize Level 3 through Prize Level 8 will be paid as set prizes. All winners shall be paid in one single lump sum payment B. PRIZE LEVELS. 1. Prize Level 1 - $2,000/ Week for life. Winners matching all four (4) of the winning numbers in the first matrix in any order and one (1) winning number in the second matrix will equally share the top prize of $2,000 a week for life. The top prize will be paid weekly. When it is won, the top prize pool will be set at $1,815,840 (equal to 28.30361% of Lucky-4-Life sales applicable to said drawing plus any amount carried-in and/or adjusted by unclaimed lottery prizes) and will fund the Lucky-4-Life annuity purchase. If there are no top prize winners in any drawing, the top prize pool amount will be carried forward to the next drawing. This carry-in process will continue until there is a top prize winner or until the top prize pool reaches a maximum value of $1,815,840. If there continues to be no top prize winner as the top prize pool approaches its maximum, for that drawing in which the full allocated (28.30361%) top prize pool plus amount carried-in will exceed the maximum amount of $1,815,840, a reduced allocation will be used to bring the prize pool to the maximum amount. No additions will be made from future pools until the top prize is won. If the top prize is won before the maximum pool value amount is reached, the top prize will be calculated as the current top prize pool plus the carry-in pool (if available) plus unclaimed lottery prize money (as necessary) to equal $1,815,840. The first level prize pool will be adjusted by the system if the number of winners in the top prize pools results in a payout prize that falls below $250/week for life. The pool adjustment will equal the amount needed to bring the calculated per ticket payout to $250/week for life. (Note: In this scenario, the total prize liability may exceed $1,815,840.)
2. Prize Level 2 - $10,000. Winners matching four (4) of the winning numbers in the first matrix in any order and zero (0) numbers in the second matrix will win a set prize of $10,000. If there are more than ten (10) winners of this prize level, the winners will equally share the total prize liability of $100,000. The second prize pool is equal to 5.92308% of Lucky-4-Life sales applicable to said drawing and/or adjusted by unclaimed lottery prizes. The second level prize pool will be adjusted by the system if the number of winners in the prize pool results in a payout prize that falls below $1000. The pool adjustment will equal the amount needed to bring the calculated per ticket payout to $1,000. (Note: In this scenario, the total prize liability may exceed $100,000). If there are no winners in the second-level prize pool, the money in the second prize pool will not be carried forward and will not be added to future prize level pools. 3. Prize Level 3 - $500. Winners matching three (3) of the winning numbers in the first matrix in any order and one (1) number in the second matrix will win a set prize of $500. The third prize pool is equal to 1.09109% of Lucky-4-Life sales applicable to said drawing and shall be funded by Lucky-4-Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC. 4. Prize Level 4 - $50. Winners matching three (3) of the winning numbers in the first matrix in any order and zero (0) numbers in the second matrix will win a set prize of $50. The fourth prize pool is equal to 4.14616% of Lucky-4-Life sales applicable to said drawing and shall be funded by Lucky-4-Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC. 5. Prize Level 5 - $70. Winners matching two (2) of the winning numbers in the first matrix in any order and one (1) number in the second matrix will win a set prize of $70. The fifth prize pool is equal to 3.89521% of Lucky-4-Life sales applicable to said drawing and shall be funded by Lucky-4-Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC.
6. Prize Level 6 - $4. Winners matching two (2) of the winning numbers in the first matrix in any order and zero (0) numbers in the second matrix will win a set prize of $4. The sixth prize pool is equal to 8.45816% of Lucky-4-Life sales applicable to said drawing and shall be funded by Lucky-4-Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC. 7. Prize Level 7 - $10. Winners matching one (1) of the winning numbers in the first matrix and one (1) number in the second matrix will win a set prize of $10. The seventh prize pool is equal to 4.08069% of Lucky-4- Life sales applicable to said drawing and shall be funded by Lucky-4- Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC. 8. Prize Level 8 - $5. Winners matching zero (0) of the winning numbers in the first matrix and one (1) number in the second matrix will win a set prize of $5. The eighth prize pool is equal to 4.08069% of Lucky-4-Life sales applicable to said drawing and shall be funded by Lucky-4-Life sales proceeds and/or unclaimed lottery prizes, as determined by the CLC C. ENTITLEMENT TO PRIZES BY WINNERS. The holder of a winning Connecticut Lucky-4-Life ticket shall be entitled only to the prize won by matching the winning numbers in the highest matching prize category. D. PAYMENT OF PRIZES. All winning Connecticut Lucky-4-Life tickets, including the top prize, shall be paid in accordance with the game rules. Prizes are subject to federal, state and local tax reporting and withholding requirements as appropriate. E. NO POOL ROLLOVERS. There shall be no pool rollovers for any Connecticut Lucky-4-Life prize levels with the exception of the top prize or first level prize. F. ROUNDING. Prize payments for the first and second level prizes will be rounded to the nearest whole dollar.

Split prizes will be lower than the published prize amounts. H. CANCELLATIONS AND VALIDATIONS. 1. Connecticut Lucky-4-Life tickets may not be canceled. 2. Except as herein provided, winning Connecticut Lucky-4-Life tickets may be claimed or validated at any terminal but cashing is restricted based on the amount of the win. Winning Connecticut Lucky-4-Life tickets are valid for one year from the drawing date. IX. DISPUTES. In the event a dispute between the Lottery and the ticket bearer occurs as to whether the ticket is a winning ticket, and if the ticket prize is not paid, the President may, solely at the President s option and discretion, reimburse the ticket bearer the purchase price of the ticket. This shall be the sole and exclusive remedy to the bearer of the ticket. X. EXECUTIVE AUTHORITY. On an emergency basis, the President reserves the right and has the authority to make any or all changes that are considered appropriate to and necessary for the game. The President will notify the Board of said changes at the next scheduled Board meeting.
XI. APPLICABILITY OF STATUTES, REGULATIONS AND INSTRUCTIONS. In purchasing a Connecticut Lucky-4-Life ticket, the purchaser agrees to comply with and abide by applicable statutes, policies, regulations, instructions and final decisions of the President and all rules established by the President for the conduct of the Connecticut Lucky-4-Life game.
