VILLAGE OF BELCARRA M I N U T E S REGULAR COUNCIL MEETING VILLAGE HALL MONDAY, FEBRUARY 7, 2000 AT 7:30 P.M. These are the minutes of the Regular Meeting of the Municipal Council for the Village of Belcarra, held Monday, February 7, 2000, at the Municipal Hall, 4084 Bedwell Bay Road, Belcarra, BC. Upon advice that there was a quorum present, Mayor Drew called the regular meeting to order at 7:45p.m. CONSIDERATION OF PREVIOUS MINUTES 2. It was; Moved by: Councillor Glover Seconded by: Councillor Carlsen THAT the minutes of the Regular meeting of Council held Monday, January 24, 2000 be ADOPTED. 3. BUSINESS FROM PREVIOUS MINUTES 4. DELEGATIONS 5. STAFF REPORTS Access Gates Dutchman s Creek and Tatlow Water System Service Roads 5.1 Council reviewed a report from Public Works dated February 3, 2000, relative to the purchase and installation of access gates for the service roads to the Dutchman s Creek and Tatlow Trail water systems. The report noted that the gates were a condition of the GVRD Licence to Occupy the areas and are required to control unauthorized vehicle access to the water systems.

Regular Council Meeting Page 2 February 7, 2000 It was; Moved by: Councillor Carlsen THAT Council authorize the purchase and installation of two chain link access gates for the entrance to the Dutchman Creek and Tatlow Trail Fire Protection Water Systems at an amount not to exceed One Thousand Three Hundred Dollars ($1,300). Cost Sharing Charges Fire Underwriters Survey 5.2 Council reviewed a report from Public Works dated February 3, 2000 relative to a reclassification insurance grading survey by the Fire Underwriters Survey of the fire protection water system. The report noted that the Insurance Advisory Organization (IAO) advised in a letter dated January 27, 2000 that they are not able to include the full cost of reviewing the water system s within their fire insurance grading budget for 2000 and quoted a cost of $864 plus GST to undertake the inspection. The letter further advised that the decision to charge Belcarra for the service is partially due to costs already allocated to the Sasamat Volunteer Fire Department (SVFD) to undertake a review of the Anmore water system. Public Works further advised that the next time Belcarra would be available for a no cost the reclassification is 2005. Council discussed the cost and agreed that the report should be sent to the SVFD Trustees for consideration of payment or a cost-sharing agreement with the Village of Anmore. Moved by: Councillor Carlsen THAT Council authorize a cost sharing contribution to Fire Underwriters Survey for an amount of Nine Hundred and Fifty Dollars ($950) for the purpose of applying for a reclassification of the Village s insurance grading status. AND THAT the report dated February 3, 2000 from Public Works be forwarded to the next meeting of the Sasamat Volunteer Fire Department Fire Trustees for consideration of payment. 6. COMMITTEE REPORTS Councillor Carlsen Five Year Capital Plan 6.1 Public Works and Infrastructure Committee (i) Councillor Carlsen reported that Public Works is continuing to work on a Five-Year Capital Plan.

Regular Council Meeting Page 3 February 7, 2000 Bedwell Bay Road Upgrade Councillor Ross Lower Mainland Treaty Advisory Committee (ii) Councillor Carlsen reported that Public Works is meeting with Beesley Engineering this week to review design work for the continuing upgrade of Bedwell Bay Road in preparation of an announcement of a Federal/Provincial Infrastructure Grants Program. 6.2 Planning & Special Projects (i) Mayor Drew reported that the election for the Executive for the Lower Mainland Treaty Advisory Committee was held at the last meeting. Mayor Don Bell, District of North Vancouver, was elected as Chair, Vice-Chair is Councillor James Coleridge of White Rock. Mayor Drew stated that the Executive Committee is much as it was before. Mayor Drew is the GVRD Representative, Councillor Louella Hollington of Coquitlam and Mayor Hal Weinberg of Anmore were elected as members at large to the Executive. Mayor Drew noted that Tom Isaac, Chief Negotiator has resigned his position with the Province. Councillor Drake Quarterly Statistical Report Fourth Quarter 1999 Councillor Glover 6.3 Protective Services Mayor Drew reviewed the RCMP, Fourth Quarter Statistical Report with members of Council. Mayor Drew noted that the crime numbers for 1999 are higher than 1998. 6.4 Environmental Affairs (i) Councillor Glover reported that the Environmental Committee meeting was held on Thursday January 20 th. The committee continued the discussion of the recycling and garbage facility. Councillor Glover advised that the Bulleting Board has been installed at the depot and the finishing touches are almost completed. The Environmental Committee is now deciding what to post on the board on an on-going basis. Councillor Glover further advised that the committee is organizing a public information meeting on Thursday, April 6th on the values of recycling and better management of the garbage facility. (ii) Councillor Glover reported that the Joint Stream Stewardship Committee had not scheduled a meeting in 2000 to further discuss the Draft Stream Stewardship Bylaw. Councillor Glover stated that a meeting should be scheduled in the near future.

Regular Council Meeting Page 4 February 7, 2000 (iii) Mayor Drew reported verbally to Council regarding comments received from the Ministry of Environment Lands and Parks on the GVRD s Liquid Waste Management Plan sections pertaining to the electoral areas. There are a number of proposed wording changes and comments. Mayor Drew will give the information to the Administrator for distribution to Council. Mayor Drew 6.5 Finance Committee 7. MAYOR S REPORT 2000 Property Assessments (i) Mayor Drew provided Council with a report of the 2000 Property Assessments. The overall total property assessments for Belcarra increased slightly by.45% compared to an overall average increase of 0.1% of School District #43. Mayor Drew stated that 0.83% of the total assessment was for new construction. 8. ADMINISTRATOR S REPORT Three Way Stop Sign Sunnyside Road/Bedwell Bay Road/1 st Avenue 8.1 Council reviewed a letter dated February 2, 2000 from the Village of Anmore regarding a request by TransLink to install a three way stop sign at the intersection of Sunnyside Road, Bedwell Bay Road and 1 st Avenue to accommodate bus turning at that location. The Village of Anmore advised that although the area is within Anmore s boundary it was recognized that a stop sign would have a bigger impact on Belcarra residents. Mayor Drew stated that a three-way stop sign at this intersection would not be a good idea, as the stop sign would be on a blind corner on a downhill area. Councillor Carlsen stated that the first correspondence is dated August 1998 and at that time they were talking about proceeding with a three way stop complete with stop bars and stop ahead signs on both the north and south legs of the intersections. Councillor Glover asked in terms of the cost of installing anything there, is that a Port Moody responsibility? The Administrator stated that she is not sure, part of the intersection is in Port Moody and Sunnyside Road is in Anmore. Councillor Glover stated that she is very concerned about the safety issue as well, not just driving downhill, but also driving up 1 st Avenue.

Regular Council Meeting Page 5 February 7, 2000 Larry Scott stated that the SVFD attend this site frequently for accidents and it is a dangerous site due in part to the road design. Vehicles travelling from Burrard Thermal and Belcarra maintain their speed around the corner, and as it is a blind corner it becomes very dangerous to a vehicle trying to turn from Sunnyside Road. The traffic from Anmore have to stop at the existing sign on Sunnyside Road, however, if you come to a complete stop and then proceed out to the main road, you are a target for the speeding vehicles driving round the blind corner, because there is just no way to stop. The buses turning are not able to accelerate and have a problem if a vehicle comes around that corner so fast and the bus is in the intersection. Larry Scott agreed that a stop sign is needed in order to control traffic, however, that should only happen in conjunction with redesigning the road asphalt consistent with the Ministry of Transport site lines. The road needs realignment slightly so that the cars coming around the corner actually see the stop sign as soon as they round the corner. The Sunnyside curve also would need to be straightened out so there is a diamond area in the middle. There are all kinds of ways to reconfigure the intersection and make it safer at the end of the day. The stop sign and realignment of the road should be considered seriously to improve the safety to all vehicles. Mayor Drew noted that the letter refers to Port Moody s traffic safety committee considering the request, however, it appears that they have not considered all the issues. It appears as a minimum there is a considerable design issues, site lines and safety concerns. Following discussion, it was agreed that the letter from Belcarra should encompass all of the issues previously discussed. The letter should clearly state that Belcarra is not in opposition of a stop sign, however, we are opposed to installation of a three-way stop sign until such time as the other road design considerations have been properly considered including the site lines coming down the hill on Bedwell Bay Road. Council agreed that the stop sign without realignment of the road would serves no benefit and would probably create a greater hazard.

Regular Council Meeting Page 6 February 7, 2000 Councillor Carlsen stated that Council should respond in a letter to Anmore with a copy to Port Moody and Translink, that while Belcarra recognizes the concerns that have been identified with the intersection, we have concerns that just installing additional stop signs may in fact make the situation worse and that varied items around road alignment and proper design of the intersection should be considered before proceeding with a stop sign. Mayor Drew agreed and that the letter should include road design such as alignment and site lines, consistent with the Ministry of Transportation guidelines. Moved by: Councillor Carlsen THAT Belcarra respond to the Village of Anmore, with copies to the City of Port Moody and Translink, that while Council recognizes the concerns that have been identified with the intersection, there are additional concerns that installation of additional stop signs would not improve safety and may in fact create a greater hazard; AND THAT a more comprehensive review of the intersection that includes road alignment, site lines and proper design of the intersection consistent with the Ministry of Transportation guidelines should be considered before proceeding with a stop sign. Purchase of Used Photocopier 8.2 The Administrator advised that the photocopier is old and it is difficult to get replacement parts. Ricoh Canada has a used photocopier for sale with a low number of copies for $3,100. Moved by: Councillor Carlsen THAT the Village purchase a Used Photocopier for the office for Three Thousand One hundred Dollars ($3,100) plus taxes. 9. BYLAWS
