CHRONOLOGY NSF award received by UTD April 2017 Agreements involving UTD, US Census and Dallas Fed in process Census staff to engage with researchers Fall 2017 Payments from Consortium Members due Jan 2018 Census administrator to be hired Jan 2018 Center opening planned for June 2018

What is a Federal Statistical Research Data Center (FSRDC)? A secure environment where qualified researchers conduct approved statistical research using non public data collected by Census and other partner agencies Established through an agreement between Census and a local research community to facilitate research, improve utility and quality of federal statistics, and address policy questions Provided for through relevant sections in U.S. Code Title 13 (Census), Title 15 (NCHS), Title 26 (IRS) and Title 44 (CIPSEA )

Data Through FSRDC Not publicly available at the micro level Can link together or to external data Have more detailed geographic identifiers Have little top or bottom coding Data stripped of personal information: Names, Address, DOB and SSNs and replaced with a Protected Identification Key (PIK)

Advantages of Access to Non public Data Exclusivity and expanded research questions Expanded funding opportunities The consortium funds a Census administrator who provides research assistance for FSRDC use
