DOOR COUNTY LAW ENFORCEMENT COMMITTEE Door County Justice Center, Multi-Purpose Room March 20, 2017 Those in attendance: Jon Koch, Nancy Robillard, Roy Englebert, Linda Wait, Megan Lundahl and Laura Vlies-Wotachek, Don Sitte. Others present: Steve Delarwelle, Pat McCarty, Tammy Sternard, Peter Devlin, and Diane Franklin - Recording Secretary. 1. Call Meeting to Order. Koch called the meeting to order at 10:30 a.m. 2. Establish a Quorum. All seven members present. 3. Adopt Agenda. On a motion made by Robillard and seconded by Lundahl the agenda was adopted. 4. Approve Minutes: 02/20/17 Regular Committee Meeting. Englebert makes motion to approve the minutes, Wait seconds the motion. Motion carried unanimously. 5. Correspondence. 5.1. Letters of Commendation. Letters of commendation for Deputy Brad Shortreed, Deputy Brian Barganz, Deputy Doug Jacquet, Deputy Jim Werner, Deputy Jodi McCarty, and Sgt. Cary Jeanquart reviewed by committee. The Law Enforcement Committee would like to commend the Deputies and Sergeant for a job well done. 6. Public Comment. None. 7. New Business 7.1 Communication Division 7.1.1 CATS Update. The last meeting was February 22 nd and discussed at the meeting was whether or not to accept (2) Sturgeon Bay Fire Department Repeaters-topic was tabled until April meeting. 7.2. Jail Division 7.2.1 Daily Population Information Report FYI Page 2 of 37 Sternard was contacted by the State to rent adult institution beds as the Wisconsin State Prisons are overcrowded. In the very early stages of discussion. Sternard will update committee when more information becomes available. 7.2.2 Door County Jail Mental Health Statistics FYI 7.2.3 Operation Fresh Start Update. Sternard updates committee on status of Operation Fresh Start. First organizational meeting went very well, about 10 agencies were represented Identified with people that want to be on committee and what the end results will be. Need to start with what inmate population to focus on. 7.2.4. Completion of Probationary Period Quinn Button. Sternard states Button has successfully completed his Correctional Training Program and recommends that he be considered a full-time regular employee. Robillard makes motion to approve the completion of probationary period for Quinn Button, Sitte seconds the motion. Motion carried unanimously. To send onto Administrative Committee. 7.3 Patrol Division. Delarwelle states Deputy Jeff Reince was in field training for patrol and decided he wanted to return to the jail division. Deputy Heider was attending the Law Enforcement Recruit Academy and got hurt and can t return to the academy; once she is medically cleared she will be able to attend the next recruit academy and pick up where she left off. Letter of Retirement Investigative Sergeant Connie Schuster. Robillard makes motion to accept the letter of retirement submitted by Connie Schuster, Vlies-Wotachek seconds the motion. Motion carried unanimously. 9. Request to fill Investigative Sergeant Position and all subsequent positions. Englebert makes motion to approve the request to fill the Investigative Sergeant Position and all subsequent positions, Sitte seconds the motion. Motion carried unanimously. To send onto the Administrative Committee. 10. K-9 Update. Delarwelle states the Community Foundation has the website up and going so the Community Foundation can officially start accepting donations for the K-9. The web address is SafeDoorCounty.com. Delarwelle states he has been doing presentations for the local Rotary Clubs and Chief Deputy McCarty did an interview with Channel 11. Samantha Hernandez will be doing an article in the Door County Advocate and Roger Levendusky taped an interview that will be aired on the radio. Delarwelle states Vicky Wilson from Door County Coffee & Tea has agreed to be on the Advisory Board. Lundahl states she has been asked by constituents, why do we need a dog, is it going to be used as a scare tactic, with it being through the Community Foundation do donors who donate large sums of money get special consideration towards their concerns. Delarwelle states the dog will be trained to detect drugs and as a search dog; it will not be used as a scare tactic. Delarwelle states all funds donated go through the Community Foundation, not the County so unless someone drops money off at the Sheriff s Office to donate he will not know who donated what. 11.
