Cowley County, KS Request for Proposal for Radio Communications Equipment and Services RFP 2014-009 ADDENDUM NO. 1 DATE: October 31, 2014 FROM: TO: Cowley County, KS All Respondents RE: RFP #2014-009 Request for Proposals Radio Communications Equipment and Services Cowley County Emergency Communications Cowley County, Kansas Questions and Answers Cowley County RFP #2014-009 The following questions were asked at the Pre-Bid meeting on October 20, 2014 Question: Could Cowley County please indicate whether their enterprise-wide LAN/ WAN network can support IP multicast, on both LAN and WAN segments? Response: The County Network can handle a multi cast broadcast, but at this time our plan is to keep the networks separate and isolate the radio network for security and ease of management. Question: Could Cowley County please identify the quantity of radio resources that will require the FleetSync signaling format? Response: Approximately 700 radios. Some of the older radios and non-kenwood radios are not capable. Note: Respondents are advised that MDC1200 encoding and decoding are also a console requirement to accommodate other vendor radios not capable of FleetSync. Both signaling formats may be used on a channel concurrently. Question: Please provide the Insurance limits required by the County. Cowley County, KS Request for Proposal for Radio Communications Equipment and Services RFP 2014-009 Commercial General Liability Commercial general liability insurance, including products and completed operations, bodily injury and property damage liability, contractual liability, independent contractors liability and personal and advertising injury liability against claims occurring on, in, or about the Facilities, or otherwise arising under the Agreement. The County is to be named an additional insured. $1,000,000 per occurrence $1,000,000 personal and advertising injury $2,000,000 general aggregate $2,000,000 products-completed operations aggregate Automobile Liability Commercial automobile liability insurance, including coverage for the operation of owned, leased, hired and non-owned vehicles. The County is to be named an additional insured. $1,000,000 per accident (BI and PD combined single limit) Statutory Minimum Limits - uninsured/underinsured motorist Workers Compensation Workers compensation and employer s liability insurance as shall be required by and be in conformance with the laws of the State of Kansas; Workers Compensation: Statutory Employer s Liability: $100,000 each accident-bodily injury by accident $500,000 policy limit-bodily injury by disease $100,000 each employee-bodily injury by disease Question: Is Cowley County to be named on the Certificate of Insurance as an Additional Insured? Response: Yes Question: Is two tone signaling used in Cowley County? Response: Warning sirens are tone alerted/activated using two tone. Station alerting is done with two tone in the two paid fire stations. There are some warning sirens which use DTMF for activation (less than 12). Cowley County does not use tone/voice paging for field personnel alerting at this time. All paging is alphanumeric. Question: Is the alphanumeric paging activation done through the console or radio system? Response: No. Alphanumeric pagers are selected by the CAD system and sent to a commercial paging carrier, American Messaging. Prepared for Cowley County, KS by Mission Critical Partners, Inc. Page 2

Cowley County, KS Request for Proposal for Radio Communications Equipment and Services RFP 2014-009 Question: Will the selected contractor be required to remove the current equipment from the current 911 centers in Winfield and Arkansas City and relocate and reinstall it in the new 911 center equipment room? Response: Yes, most existing control station equipment within the current 911 centers will be relocated and reused, except for a few older radios the county has identified to be at end of life. These radios will be replaced with others from the county s existing fleet, and will not affect the total radio count within the new 911 center. Question: What other equipment will be installed at the dispatcher positions other than the radio consoles? Response: CAD, State Terminal, Paging, Mapping, headsets (wired and wireless for phone integrations). At least 5 monitors at each workstation. Question: Low PIM antennas and connectors are required. Will PIM testing be required? Response: Yes Question: Are past path studies available? Response: Path studies are not available, however sufficient data needed to conduct path studies is available through publicly available FCC license data and the spreadsheet included with this addendum. Question: Is there a predetermined order in which contractors will have access to the work sites? Response: There is no order of system installation determined at this time, and none is planned. However, to make the center operational, all systems, including CAD, Radio, NG911, state, local and national database access must be installed and operational to ensure quality of service and continuity of operations. Until the centers are ready for cutover, essential radio communications capabilities must be maintained at the Winfield and Arkansas City PSAPs. Cowley County, KS Request for Proposal for Radio Communications Equipment and Services RFP 2014-009 The following questions were asked during the site tours held on October 20, 2014 Question: What cables have been put in place between the equipment room and the console workstations? Response: Eight CAT 6 cables have been installed and routed to all eight of the work stations from the equipment room, which are dedicated for phone and/or dispatch consoles. These cables will not be used for other premises wiring. A ninth set of eight cables is in place for a sixth future console position in the dispatch center. Question: What is the maximum amount of wattage for everything on the UPS? Response: Current utilization is calculated at less than 20%. The entire basement floor including the server room is on the UPS as well as IDL closets that are on the second floor. The Main on the UPS is 500 amps and knowing the max is 80%, max load would be 400 amps. If we are using 20% of that at this time we are approximately using 80 amps. Question: How are the amateur radios to be installed? Response: The antenna feedlines cables for the amateur radios will terminate in the rack. An antenna patch panel is to be provided where the cables terminate. The selected vendor will install the radios in the rack, and provide a single rack-mounted 50 amp power supply for all three radios. The amateur radios will have remote head capability. The amateur radio operators will install and wire the remote heads to the rack-mounted radio chassis. Question: Has the County developed an IP address schema for the radio and console network? Response: We have not created an IP range yet because we do not know how many devices need to be on the network; that information will come once we know what all will be connecting. The network infrastructure is not built, the only section of work currently completed is the installation of 8 cat 6 shielded cables at each currently known radio location. This cable has not been terminated on either side. Question: Will remote access to the network be permitted for console remote diagnostics, troubleshooting and repair? Response: Yes, but it will be a controlled and monitored connection which will comply with all KCJIS, and FBI CJIS policies. Prepared for Cowley County, KS by Mission Critical Partners, Inc. Page 4

Response: The equipment is not currently grounded. The successful respondent will be responsible for providing necessary grounding. Question: Are master power supplies to be provided for the control stations? Response: Yes. At least two power supplies will be needed per rack to provide redundancy. Question: Are sealed drawings of the tower available? Response: Yes. They are attached. Question: What grounding point will be used for antennas on the roof? Response: County to research, current best answer is building steel substructure Question: What are the makes and models of the 800MHz radios to be supplied by the County? Response: Two of the radios are Motorola XTL5000 Consolettes with built-in tone remote functionality. The remaining three are Motorola XTL2500 control stations. Question: What are the makes and models of the UHF control stations to be provided by the County? Response: The majority are Kenwood TK-8180H radios, some with encryption capability as previously identified. There are a few additional Motorola (model CM200 and M1225), and Kenwood brand radios also in use, all of which are currently interfaced with toneremote modules. These additional radios will need to be evaluated, and may or may not be transitioned to the new facility. The following questions have been received from prospective respondents. Question: Is it safe to assume that the system configuration being priced by bidders for the subject RFP must take into account the new logging recorder being purchased by the County? Also, is new logging recorder being purchased IP or Analog? Response: Yes, any proposed solution must be compatible with the County s logging recorder.
