Introduction Cops & Robbers is game where players are given the choice to take on the role of a police officer or a criminal. A world of scenarios is created from the interactions between players as they all strive to make money, but in different ways. Genre Multiplayer online role-playing Setting All players live and work in the city of Los Angeles. Every player starts out with a small apartment in the ghetto and can make their personal quality of living better, by earning money, and buying things such as a car, home, property, amenities, etc. How they make their money is entirely up to them. The sandbox type city map is comprised of various locations, but is divided into 3 main areas: The Ghetto, Suburbia, and Belvedere Hills. The only controlled players are the police officers and criminals, the remaining population is computer controlled. Game System The goal of Cops & Robbers is user-defined and offers a wide range of possible activities. All players have basic human requirements which must be catered to. Hygiene, Bladder, Appetite, and Social. Negligence of these basic requirements can cause your overall health to slowly diminish. If it reaches zero, you are dead, and must re-start the game from new. Catering to Human Requirements - Hygiene take a bath/shower Bladder use the toilet Appetite eat something Social interact with another character (criminals can take drugs instead) Note: Some places which cater to human requirements may do so better than others, de pending on which character you are playing as (ie. a police officer s hunger will be fulfilled faster at a doughnut shop, a criminals social will be fulfilled by using drugs) Overall Health John Doe (Police Officer) Hygiene Appetite Bladder Social

Playing as a Police Officer As a police officer, your job is to locate and stop any criminal activity. Go to work by entering any police station and clocking in. You will receive your cruiser and the available gadgets for a police officer in your rank. What do you do now? Cruise around in your vehicle and look for unusual behavior in other players. If you see anything that may be crime related, you can investigate by coming within speaking range of a person, and clicking on them. Your radio is a huge asset in controlling crime. Use it to call other officers or find current criminal activities.you may shoot, arrest, do practically anything you please, but not without consequence. Good cop points are awarded to police officers who handle situations properly. Shooting an old blind lady for j-walking is an example of something you shouldn t do and will award you negative good cop points. This idea relies on the common-sense of the player. Collecting good cop points gets your promotions, which means more money and better tools/gadgets while you are on the job. List of possible scenarios which can earn you positive points- -Catching a car speeding, hitting the sirens, pulling him over and issuing a ticket. -Witnessing a drug deal and confiscating the evidence -Questioning a witness and entering information into the criminal database -Stopping criminal activity in progress of any kind -Resolving a hostage situation without spending money, or hurting anyone other than the criminals involved There are also secret bonus achievements which can earn you many more points- -Getting shot during a standoff that ends successfully; must survive. -Catching a corrupt officer taking a bribe -Resolve a potentially violent situation without involving violence -Catch one of the 10 most wanted List of possible scenarios which can earn you negative points- -Over questioning innocent by-standers as if they were a suspect -Scaring the public with unnecessary action (ie. Shooting your gun off in a crowded mall for no reason) -Arresting somebody mistakenly -Using more force than necessary for the situation (ie. a vehicle runs a red light, you turn on your sirens, they stop, and you shoot out their tires to make sure) -And many more! Use your common-sense! While playing as a police officer, you do not necessarily need to rely on the good cop points. You can still make money by taking bribes from criminals you have apprehended, or by being corrupt and selling confiscated drugs. Although these actions may earn you negative good cop points, they may earn you more money than your next promotion anyways.

Chief Bullet Proof Vest, MP5, Optional Limo rides to work, use of helicopter while at work Promotions come with an increase in salary as well.

Playing as a Criminal As a criminal, your money-making opportunities are plentiful. You can do anything from rob a bank, to steal a car, to sell drugs, to sell guns. Just keep in mind that the higher the pay-off, the higher the risk of getting caught, or even being killed. With the money you earn, you can expand your criminal business and even form a gang. Once you have acquired a house, you have the option to start a gang. Duties of a gang-leader include but are not limited to: define the rules of your gang, appoint administrative capabilities, set meetings and control finances. Only other criminals may join your gang. Use gangs to pull-off higher pay-out crimes or take over the dealing empire. The promotions for criminals are user-defined and will surface from player-player interactions. As a general rule of thumb, the richer you are, the more power you have, hence the higher your theoretical rank. Once you are in a gang, or you have started a gang, the area your gang covers turns into money. For every block of town that is labeled as your territory, your gang receives a salary. Make areas your territory by drawing a perimeter of graffiti on walls, billboards, etc. and owning all the illegal trade in that area (gun/drug/stolen car market/etc). Your gang-leader will receive the salary, and it is up to him to divide up among member at his discretion. As a general rule of thumb, a gang-leader should always have better guns and armor then its fellow gang members. Otherwise, they can simply kill you and take over, but hopefully you only let your trusted friends into the gang anyways. Using Your Money As A Criminal -Buy better housing -Bribe cops -Buy drugs (drugs help your social as criminals have a higher need for social) -Buy guns, armor, etc -Buy better cars As a criminal, you may also be arrested. Being arrested causes you to sit out 3 minutes for every year of your sentence, but also costs you money in proportion to your sentence. A life in prison sentence means game-over for you.

Apartment vs House vs Mansion Moving up the ranks in housing means your basic living gets easier. Better toilets + better showers + better kitchens = faster recovery of those basic human needs Starting out in the apartment, you do not have a car parking space. The only vehicle you can own, if you choose to purchase it, is a bicycle. You cannot have anybody live at your apartment. Having a house allows you to own a car. You can let people live in rooms at your house (how many depends on the size of the house). And you now have access to a computer and police data/ criminal blogs (depending on your character). A mansion is the premium housing arrangement. Once you own a mansion, you can own multiple properties. You can add features such as security cameras or watch dogs as well as own 3 vehicles. You can now also throw parties and invite anybody you have met while exploring the maps and look to either promote your business intentions and/or just have a good time and take care of your social requirement. The Ghetto, Suburbia, and Belvedere Hills Each area has its own characteristics. The Ghetto will naturally be the most populated area because of the ranking system, and monetary requirements. In this area, food will be cheaper. Also, computer controlled players will relay crime activity to law enforcement 40% of the time. Suburbia will see an increase in cost of living, and computer controlled players will report criminal activities 75% of the time. Belvedere Hills will see an enormous increase in the cost of living. Computer controlled players will report crime 95% of the time. Also, any low-range cost vehicle will alarm computer controlled players, and be reported as suspicious activity. See next page for map

Gameplay Cops & Robbers uses a first-person shooter template, with added elements of control. Clicking on objects can start an available action. For example: Clicking on a person when in range starts a conversation. You may choose from the possible phrases listed or type in your own. Also, an inventory carries all your items which may be used after being selected from a pop-up-menu. Within every action there is a mini-game which determines your success or efficiency in that action. For example: stealing a car requires you to play a mini-game in which you pick the lock. Specific Controls Movement Arrows Rotation Moving the mouse Items press I to bring up the menu Interactions/Action Click with the mouse Updates The game relies heavily on regular updates which will expand the size of the map, as well as add different computer characters, items, housing, vehicles, and stores; eventually updating to accompany developing technology. Audio The music used in the game will only come from things that create music in the real world. Cars will have the ability to play music from real streaming radio stations. All other sounds in the game will be recorded in the real world and used as sound effects in the game.
