Page 2of 16 1 General 1.1 This technical equipment specification describes a VHF high band mobile relay, base station and control station. 1.2 The station shall be used by the State of California (State) in a public safety land mobile radio system. 1.3 The station shall operate on the following modes upon delivery (selectable by user programming): 1.3.1 Conventional analog FM on both wide and narrowband channels. 1.3.2 Conventional digital Project 25. 1.4 The station shall be configured by the supplier as indicated in the Station Frequency Programming list provided to the supplier with each purchase order. 2 Overall Station s The station shall meet or exceed the following performance standards: 2.1 Operating Frequency Band 138 to 174 MHz (sub-bands acceptable) 2.2 Channel Capacity per radio (minimum). 2.2.1 Mobile Relay 1 transmit and 1 receive 2.2.2 Base/Control Station 4 transmit and 4 receive 2.3 Channel Spacing 12.5 / 25 khz 2.4 Operating Temperature -30 to +60 C 2.5 Carrier Frequency Stability ±1.5 PPM 2.6 RF Input/Output Impedance 50 ohms 2.7 Frequency Generation Internal Synthesizer and/or embedded microprocessor technology.

The station shall meet or exceed the following performance standards: 2.8 The station shall be user configurable as either a base/control station or a mobile relay. 2.8.1 Sections of this specification discussing mobile relay operations, shall only be applicable when the station is configured as a mobile relay. 2.8.2 Sections of this specification discussing analog or P25 operations shall only be applicable when configured to operate in that mode. 2.9 When configured as a mobile relay, the station shall automatically and simultaneously retransmit, with tone squelch encoding, only those voice band transmissions received by the station receiver and decoded by the station decoder. 2.9.1 The retransmit function shall have sufficient dynamic range to preclude function dropout for received signal level fades of up to 3 db from SINAD sensitivity level. The station shall meet or exceed the following performance standards: 2.10 Controlled Squelch Each transmit and receive channel shall be independently programmable to operate with: Tone controlled squelch (CTCSS); and/or Digital controlled squelch (CDCSS). 2.10.1 Encoder/ Decoder The encoder and decoder shall operate independently of each other. 2.10.2 Signaling-Analog Mode Generates/ decodes all CTCSS tones and CDCSS codes listed in TIA/EIA-603 2.10.3 CTCSS Deviation 250 / 500 Hz (12.5/25 khz). 2.10.4 Controlled squelch disable The tone/digital controlled squelch programmed in any receive channel shall be capable of being disabled. Provide a switch on the front panel. Page 4of 16

The station shall meet or exceed the following performance standards: 2.10.5 AND squelch configuration The receive audio path shall be un-muted only when an on-frequency carrier is qualified by the receiver and the correct CTCSS tone/cdcss code is decoded. 2.10.6 External CTCSS The station shall accept an externally generated CTCSS tone. 2.10.6.1 CTCSS Connection The station s internal CTCSS encoder shall be capable of being disabled to allow connection of an external CTCSS encoder. Page 6of 16 3 Transmitter s The transmitter shall meet or exceed the following analog performance requirements: 3.1 Carrier Output Power Rating 100 W, minimum Continuous Duty Adjustable over the range of 60W-100W. 3.2 Modulation Limiting ±2.5 / ±5 khz (12.5 / 25 khz). 3.3 Audio Frequency Response +1,-3 db; 300-3000Hz; 6dB /octave; 3.4 Audio Distortion <3 % Complies with TIA/EIA- 603 C. 3.5 FM Hum and Noise Ratio 40 / 40 db (12.5 / 25 khz) 3.6 Conducted Spurious Emissions -70 dbc 3.7 Time-Out-Timer Limits the duration of each station transmission, whether initiated locally or remotely. 3.7.1 Transmission Duration 1 to 4 minutes minimum 3.7.2 Timer factory setting 4 minutes 3.7.3 Timer reset Within 100 milliseconds after interruption of the transmitter keying circuit.

The transmitter shall meet or exceed the following analog performance requirements: 3.8 Drop-out Delay (Mobile Relay) Transmitter shall remain keyed for a preset delay upon removal of the received activating signal. 3.8.1 Delay Duration 0 to 5 seconds minimum 3.8.2 Delay factory setting 1 second Page 7of 16 4 Receiver s The receiver shall meet or exceed the following analog performance requirements: 4.1 Reference Sensitivity (EIA 12 db SINAD) 4.2 Adjacent Channel Rejection (EIA 603 C) -116 dbm 45 / 75 db (12.5 / 25 khz) 4.3 Spurious Response Rejection 70 db (12.5 / 25 khz) 4.4 Intermodulation Rejection 70 db (12.5 / 25 khz) 4.5 Audio Frequency Response +1,-3 db; 300-3000Hz; 6dB /octave; 4.6 Audio Distortion <5 % Complies with TIA/EIA- 603 C. 4.7 FM Hum and Noise 34 / 34 db (12.5 / 25 khz)

The receiver shall meet or exceed the following analog performance requirements: 4.8 Squelch Tail Elimination Eliminates the noise burst heard in the receiver at the conclusion of receiving a signal. Page 8of 16 5 Remote Control s The station shall be provided with the following facilities which allow it to be controlled remotely: 5.1 Remote Control Line Input/Output 600 ohm, balanced Selectable between 2W and 4W operation. 5.1.1 Line Connection Wired to readily accessible screw-type terminals. 5.1.2 Transmit sensitivity 0 to -15 dbm 5.1.2.1 Wideband factory setting (with the application of a 1000 Hz tone) The deviated signal shall have less than 3% distortion. 0 dbm produces 4.4 khz deviation without CTCSS. 6 dbm produces 2.5 khz deviation without CTCSS.

The station shall be provided with the following facilities which allow it to be controlled remotely: 5.1.2.2 Narrowband factory setting 0 dbm produces 2.2 khz deviation without CTCSS. 6 dbm produces 1.1 khz deviation without CTCSS. 5.1.3 Receive Audio Level 0 to -15 dbm 5.1.3.1 Wideband factory setting 5.1.3.2 Narrowband factory setting (when receiving a signal modulated with a 1000 Hz tone and less than 3% distortion). 5 khz deviation produces 0 dbm 2.5 khz deviation produces 6 dbm 2.5 khz deviation produces 0 dbm 1.25 khz deviation produces -6 dbm Page 9of 16

Page 10of 16 The station shall be provided with the following facilities which allow it to be controlled remotely: 5.2 E&M Signaling 5.2.1 E&M Connection Wired to readily accessible screw-type terminals. 5.2.2 E Lead. Causes the transmitter to turn on and transmit any audio on the transmitter line audio input. 5.2.2.1 The State shall supply an external E lead contact closure. 5.2.3 M Lead Activates only while the receiver is unmuted. 5.2.3.1 The station shall supply the M lead signaling. Provide an auxiliary relay employing one set of form "C" dry contacts capable of switching a 25 volt-ampere inductive load (one ampere or 50 volts maximum).

Page 13of 16 7 Physical s The station shall meet or exceed the following physical requirements: 7.1 Mounting requirement The station and all accessories shall be mounted in the vertical center of an equipment rack. 7.1.1 Rack requirements Open, self-supporting, floor-mounted 19-inch wide, 7 feet 6 inches high Conforms to ANSI/EIA Standard RS-310-D- 1992. 7.1.2 Acceptable Racks Chatsworth Products, Inc. part number 46053-505 or State approved equivalent. 7.2 RF Input/Output Connector Type N female, 50 ohm 7.2.1 Separate connectors for receiver and transmitter 7.2.2 Antenna Relay Station shall be provided with an antenna relay for use when the station is configured as a base/control station. The antenna relay shall be capable of being bypassed when the station is configured as a repeater.

The station shall meet or exceed the following physical requirements: 7.3 Microphone 7.3.1 Dynamic, heavy-duty, palm-type 7.3.2 Hang-up bracket 7.3.3 Push-to-talk switch 7.3.4 Self-retracting coil cord 4 feet long minimum when extended. 7.3.5 Station connection Fitted with a plug to mate with the microphone input. 7.4 Receiver monitor speaker 7.4.1 Audio output 0.5 W minimum 7.4.2 Volume control Located on front panel 7.4.3 On/off switch Located on front panel 7.5 Metering test points Test points necessary for normal servicing shall be provided on either of the following: a State-supplied multimeter, or an integral meter, or a personal computer using the station software. Page 15of 16 8 Electrical s The station shall meet or exceed the following electrical requirements: 8.1 Input Power Source +12 VDC nominal (To connect to a State +12 V battery bank). 8.2 Surge Protection Fuses or other current limiting devices shall be contained within the station. 9 Accessory Equipment Supply the following accessory equipment in the quantities specified on the equipment order: 9.1 Service aid kit Provide equipment required for routine service, level setting and programming. 9.1.1 Examples of items to include 9.2 Programming and alignment software 9.2.1 Computer operating system Tuning tools, special nonstandard trade tools, circuit card extenders and special adapters. For use with a personal computer to permit programming / reprogramming of the station. Compatible with Microsoft Windows 2000 and Windows XP Professional.
