Vce Presdent Ford has advsed the Unversty that he may have a schedulng conflct but he wll gve every consderaton to the proposal that he receve one of the 1974 awards. Another factor whch has resulted n student fee ncome exceedng estmates relates to the resdency classfcaton of students. At the tme the budget was developed, varous court opnons were beng rendered whch related to the domclary theory n the classfcaton of students. At that tme we took nto consderaton a factor for a shft from non-resdent status for a certan percentage of our student body. Although there has been some shft n the classfcatons, to date they have not materalzed to the extent of our proectons, resultng n a revenue overrun of approxmately $640,000. The above schedule reports an overrun n nterest ncome of approxmately $900,000. At the tme the 1973-74 budget was establshed, the nterest rates were at an all-tme hgh of nearly 10%. Relable sources ndcated at that tme that there would be a substantal downturn n short-term nterest rates durng the fall of 1973. Ths downturn was only slght, and the nterest rates have rsen agan to the 9% level. Ths could result n a composte nterest rate of between 8% and 9% for ths fscal year compared to approxmately 5-1/2% for the past fscal year. t should be noted that only $837,000 was receved from ths source for the entre 1972-73 fscal year. The addtonal ncome from overhead recovery on research grants s a result of the Unversty 1 s growth n ths area, n contradcton to what s happenng natonally. Ths most lkely s the result of the further development n our medcal area, as well as contnued strong support n the other hard scences.

Expendtures to date would ndcate that n order to adequately provde fuel for the balance of ths fscal year and to replensh the coal nventory at ts June 30, 1973 level, an addtonal allocaton of $1,150,000 s necessary for ths budget tem. \ Revenue and Expendture Estmates for 1973-74, cont. The allocaton for the computer memory system completes a pror year T s specal appropraton to upgrade our research computer operaton. The addtonal allocaton to the Lbrary wll supplement the book purchase budget for ths fscal year. Buda became a member of The Presdent's Club by donatng a Surrender of lfe nsurance polcy and annuty contract to Mchgan State Unversty wth the John W. Buda Unversty named as owner and rrevocable benefcary. Mr. Buda has now lapsed the lfe lfe nsurance porton of ths contract. Mchgan State Unversty s enttled to the cash value of polcy for cash ths polcy. lvalue approved t s therefore recommended that the Board of Trustees approve the surrender of the polcy and authorze Vce Presdent Wlknson to sgn the release n behalf of Mchgan! Provost Cantlon announced that Danforth Scholarshps had been awarded to two MSU students: Kathleen Peoples, daughter of the Presdent of Jackson State College, Jackson, Msssspp; and Keth Muntyan, son of the late Mlosh Muntyan, who was a professor of Educaton and Closed Crcut Televson at MSU.
