Mission Statement The Amateur Radio Emergency Service (ARES ) is a program of the ARRL, The National Association for Amateur Radio, which is comprised of organized, trained, qualified, and credentialed Amateur Radio operators who augment and support vital communications on behalf of the public through partner agencies and organizations during emergencies and disasters. The mission of the Amateur Radio Emergency Service is to be an effective partner in emergency and disaster response, providing public service partners at all levels with radio communications expertise, capability and capacity, supplied by volunteer radio communicators.

Trained How do we manage training? Who is qualified and when? Does everyone need it? Do leadership position require more training?
Trained Three new levels of participation Level One All Entering the program with no training Progress through ARRL EMCOMM Training IS 100, 200, 700, 800 Level Two upon completion of above Standard level for ARES Participants Level Three Complete IS 300 & 400 Qualifies for Leadership Positions EC, DEC, SEC and Assistants
Level One Qualified Able to fulfill most duties Target Goal = Level Two in one year Level Two Normal Participant level Access to most sites and EOCs Level Three Full access as granted by AHJ Qualified for ARES Leadership
Credentialed
Credentialed ARRL will provide basic ARES ID Serve to recognize registration with ARES nationally Indicates level of complete training Confers no site access AHJ granted ID Site access ID provided by Authority Having Jurisdiction AHJ owns this ID/Pass Required by terms of AHJ for site/scene access

Expertise Skills - Derived from training Classroom On-line Net operations Traffic Handling Drills Exercises Public Service Activities
Capability
Capability Determined by an individual s skill levels Message handling Ability to operate as NCS Ability to follow direction Ability to lead Knowledge of local scene and environment Familiarity with local EM Leadership Team

Capacity The determined ability of ARES to complete a mission Sufficient Trained / Qualified Operators Sufficient Infrastructure Sufficient Mobile Units Adequate Back-up when Infrastructure Fails Pre-planned Contingencies A situation-dependent deployment plan Reserve operators Reserve equipment
