2 NZQF NQ Ref 1310 Version 5 Page 2 of 8 National Certificate in Wood Fibre Manufacturing (Wood Panels) with strands in Composite Panel Manufacturing, Overlay Bonding, and Laminated Veneer Lumber (LVL) and Plywood Manufacturing Level 4-5 Credits Purpose This qualification recognises the skills and knowledge required of advanced operators in the wood fibre (Wood Panels) manufacturing industries. The Core Elective section provides options to demonstrate skills in leading process improvement and to demonstrate understanding of the costs involved in production. This section also recognises skills required by employees in the wood fibre manufacturing industries at the advanced operator level to ensure they can perform their duties responsibly, safely, and efficiently; and proactively contribute to the improvement of product and process performance. It also shares standards in common with the National Certificate in Solid Wood Manufacturing (Advanced) with strands in Laminated Veneer Lumber (LVL) and Plywood Manufacturing, Sawmilling, Timber Drying, Timber Grading, and Timber Treatment [Ref: 1307] that recognise a common set of skills required by employees across the wood manufacturing industries at the advanced operator level. This qualification s strands recognise the competencies required to work in a range of advanced roles in wood fibre manufacturing (wood panels), including management of the technical aspects of: composite panel manufacturing, laminated veneer lumber (LVL) and plywood manufacturing, and of overlay bonding and product testing. Depending on the strand, the skills and knowledge covered may also include troubleshooting and production planning and control. This qualification allows the advanced operator to combine the technical competencies in one of the strands with the leadership, process improvement, and cost knowledge skills in the Core Elective section in order to be instrumental in driving the industry to greater costeffectiveness and production efficiency. This qualification follows on from the National Certificate in Wood Fibre Manufacturing (Wood Panels) (Level 3) with strands in Composite Panel Preparation, Composite Panel Forming and Pressing, Composite Panel Finishing, Overlay Bonding Operations, Laminated Veneer Lumber (LVL) and Plywood Operations, and Veneer Preparation [Ref: 1309]. This qualification can lead to the National Certificate in Competitive Manufacturing (Level 4) with an optional strand in Facilitation [Ref: 1216].
3 NZQF NQ Ref 1310 Version 5 Page 3 of 8 Replacement Information This qualification replaced the National Certificate in Pulp and Paper Manufacturing (Level 4) [Ref: 0239]; and part of the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254]. Special Notes It is recommended that, before commencing the Composite Panel Manufacturing Strand of this qualification, candidates hold the National Certificate in Wood Fibre Manufacturing (Wood Panels) (Level 3) with the strand in Composite Panel Forming and Pressing, and one other Composite Panel strand [Ref: 1309]. It is recommended that, before commencing the Laminated Veneer Lumber (LVL) and Plywood Manufacturing Strand of this qualification, candidates hold the National Certificate in Wood Fibre Manufacturing (Wood Panels) (Level 3) with the strand in Laminated Veneer Lumber (LVL) and Plywood Operations [Ref: 1309]. It is recommended that before commencing the Overlay Bonding Strand of this qualification, candidates hold the National Certificate in Wood Fibre Manufacturing (Wood Panels) (Level 3) with the strand in Overlay Bonding Operations [Ref: 1309]. It is also recommended that candidates hold a current first aid certificate or are credited with the following first aid standards Unit 26551, Provide first aid for life threatening conditions; Unit 26552, Demonstrate knowledge of common first aid conditions and how to respond to them. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications Authority (NZQA) website: Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard. The Laminated Veneer Lumber (LVL) and Plywood Manufacturing
7 NZQF NQ Ref 1310 Version 5 Page 7 of 8 Strand was removed from the National Certificate in Solid Wood Manufacturing (Advanced) with strands in Saw Doctoring, Sawmilling, Timber Drying, Timber Grading, and Timber Treatment [Ref: 1307] and added to this qualification. Changes to structure and content The Laminated Veneer Lumber (LVL) and Plywood Manufacturing Strand from qualification [Ref: 1307] was added to the qualification and the title was updated accordingly. Overall credit total for the qualification was changed from credits to credits. The level for the qualification was changed from Level 4 to Level 4 or 5. The Core Compulsory section was changed to a Core Elective section to provide flexibility for the individual needs of candidates. Expiring standard was replaced by standard A minor amendment to the rule for the Overlay Bonding Strand Elective was made. For detailed information see Review Summaries on the NZQA website. People working towards version 2 or 3 of this qualification may either complete the requirements for that version or transfer their results to version 4. The last date for entry to training programmes or courses for version 2 or 3 is September It is recommended that people working towards the pulp and paper strands in version 2 of this qualification transfer to the National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 4) with strands in Paper Making, and Mechanical Pulp Making [Ref: 1573]. People who are considering transition from version 2 or 3 to version 4 of this qualification, or to the National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 4) with strands in Paper Making, and Mechanical Pulp Making [Ref: 1573], or from the Laminated Veneer Lumber (LVL) and Plywood Manufacturing strand in version 2 of the National Certificate in Solid Wood Manufacturing (Advanced) with strands in Saw Doctoring, Sawmilling, Timber Drying, Timber Grading, and Timber Treatment [Ref: 1307], should contact their training provider or at the address below for further advice. This qualification contains a standard that replaces an earlier standard. For the purposes of this qualification, people who have gained credit for the expiring standard are exempt from the requirement to gain credit for the replacement standard see table below. Credit for Exempt from Previous versions of the qualification Version 3 was issued following review to include the removal of the Paper Making and Mechanical Pulp Making strands. Changes to structure and content included: the Paper Making and Mechanical Pulp Making strands were removed. The title was amended to include the descriptor Wood Panels. Standard 701 was moved to the Core Compulsory. Expiring standard was removed from the qualification. Version 2 was issued following review to include the Overlay Bonding Strand.

This qualification replaced the National Certificate in Pulp and Paper Manufacturing (Level 4) [Ref: 0239]; and part of the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254]. Certification This certificate will display the logos of NZQA, the and the organisation that has been granted consent to assess against standards that meet the requirements of the qualification (accredited). Classification This qualification is classified according to the classification system listed on the Directory of Assessment Standards (DAS) and the New Zealand Standard Classification of Education (NZSCED) system as specified below.
