1 Non-Technical Summary of Environmental Statement Speedway World Cup Introduction This document is the Non-Technical Summary (NTS) of the Environmental Statement (ES) prepared for the proposed Speedway World Cup (SWC) development ( the Proposed Development ) at Belle Vue Sports Village. The ES summarises the findings of the Environmental Impact Assessment (EIA) process undertaken to identify potential significant environmental impacts that the Proposed Development will have and the measures proposed to avoid or reduce the negative impacts. Assessment Methodology The ES has been prepared in accordance with relevant regulations and guidance relating to the carrying out of Environmental Impact Assessment. The Site and Surroundings The Site The Assessment Site incorporates the new National Speedway Stadium, located on the south side of Kirkmanshulme Lane within the Gorton area of Manchester. It is within the urban area of Manchester and lies approximately 4km to the south east of the city centre. The extent of the application site is shown below. The site is easily accessible by pedestrians and cyclists from surrounding residential areas and existing leisure uses. It is well located in relation to public transport with frequent bus services providing services a number of destinations in Greater Manchester. Belle Vue railway station is located approximately 450m to the east. The site is broadly rectangular in shape and comprises a newly completed, purpose built speedway stadium, sports and leisure facilities and associated facilities.

2 Surrounding Area The surrounding area contains a mix of residential, sports, leisure and community uses. The rear boundaries of residential properties along Stanley Grove and Penketh Avenue form the southern boundary of the application site. Further residential development is located beyond the immediately surrounding leisure development to the north and west. Belle Vue Greyhound Stadium and associated facilities are located immediately to the east of the Assessment Site. It was established as a greyhound racing track in 1926 and is also used for speedway and stock car racing. The stadium is owned by the Greyhound Racing Association and is currently home to Belle Vue Aces speedway team and the British Stock Car Association. The Proposed Development Full planning permission for the development associated with hosting the SWC. Permission is sought on a temporary basis and will comprise the following elements: A temporary grandstand, adjacent to the eastern curve of the speedway track to increase the total capacity of the stadium up to a total of 10,000 spectators; Rising to the height of 7.45m, the grandstand will be 95.4m long and 18.3m wide. In total the grandstand will provide seating for up to 4,152no. spectators taking the overall capacity of the stadium to a maximum of 10,000 spectators (including some standing spectator space within the areas between the stand and the track). The temporary provision of 8no. catering, 1no. bar and 12no. sanitary units and marquees positioned around the periphery of the stadium site; Due to the additional number of spectators visiting the site during the SWC, there is a requirement to provide additional facilities on a temporary basis over the course of the event. The additional amenity units proposed as part of this planning application consist of relatively small portable structures and a number of small maruquees for first aid points, programme sales etc. A plan of the Proposed Development in relation to its surroundings is shown below. 2

3 The SWC will take place on 29th and 30th July On both days speedway racing will take place at intervals between 1900 and Prior to the start of racing, the stadium will open at 1400 and will enable spectators to enter the stadium. The stadium will remain open to general admission spectators until 2300; hospitality areas will remain open until Alternatives The SWC is a high profile event which seeks to build on the increased profile of speedway racing in Manchester following the completion of the BVSV and the opening of the NS for speedway events, including Belle Vue Aces Elite League race meetings. Hosting the SWC is fully aligned with the BVSV Vision, which aspired that it would host a number of national and international sporting events to add to the MCC s Major Events Programme for sporting events. It utilises a new purpose build speedway stadium which operates as the NS and provides a modern, high quality facility and enables Great Britain to host a SWC Final for the first time in 10 years. The SWC is therefore commensurate with the status and quality of the stadium and its facilities. Given the importance of the SWC to the city and to speedway racing a do nothing alternative was not considered since this would result in the SWC being held in a different country. A do nothing alternative has therefore been dismissed. Alternative sites were not considered as the Assessment Site represents an appropriate location for the SWC, capitalising on the existence of a purpose built stadium cluster of sports and recreation facilities already present and being well related to the city centre and surrounding residential areas served by good transport links. Development to enable BVSV to host the SWC is therefore appropriate in this location. Alternative layouts were considered, but the stadium layout constrains the ability to accommodate alternative configurations. The area adjacent to the eastern curve of the track is the only realistic location for it. Likewise, the temporary catering, bar and toilet accommodation must be located close to the existing and temporary stands as they are clustered to serve the spectators they will accommodate. The chosen layout therefore represents the most suitable configuration. Summary of Environmental Effects Economy, Population and Society The likely social and economic effects of the proposed development have been assessed. The assessment demonstrates that that the SWC and the associated temporary development provided within this application will result in various regeneration socio-economic benefits associated with the operation of the development. These benefits include a positive employment effect to the local area, reflecting the availability of new temporary employment opportunities in an area of comparatively high deprivation. The Proposed Development can also increase economic productivity in this area. 3

4 Furthermore, the Proposed Development will attract a high number of visitors during the event, which will have an impact upon the local and wider economy and businesses through the generation of visitor expenditure and increased demand for overnight accommodation. The Proposed Development has the potential to increase economic productivity in the local impact area, although this will be temporary and short in duration and the significance of this effect is therefore considered to be negligible. Furthermore, the Proposed Development will attract a high number of visitors during the event, which will have an impact upon the local and wider economy and businesses through the generation of visitor expenditure and increased demand for overnight accommodation. The temporary and short term visitor related impacts expected to result from the Proposed Development are considered to have a minor beneficial effect at the local level. Noise and Vibration The potential noise and vibration impact of all activities associated with the proposed development have been assessed. The potential noise sources relating to the development would be: The two speedway racing events; Crowd noise; Cars arriving at and leaving the venue before, during and after speedway events; Construction noise (temporary stand). There are no potential vibration sources relating to the proposed event. The construction noise predictions indicate that, without mitigation, the highest noise levels at the nearest sensitive receptors are below the daytime significance threshold. Calculations suggest that even if all activities are carried out continuously over an entire 12 hour period, the significance threshold would not be exceeded. Therefore, although some construction activity would be audible at time, no significant noise impact is predicted due to the construction/removal of the temporary stands. On the basis that the vast majority of visitors will be encouraged to park at the Etihad Stadium and use shuttle buses to travel to and from the event, it is anticipated that overall traffic numbers will be no higher, and probably actually lower, than those currently experienced during a permitted event. Therefore, the road traffic noise impact magnitude would be 'Negligible'. As there is no reason to expect the speedway racing during the proposed event to generate different noise levels as those currently allowed, on the same days (i.e. Friday and Saturday evening), and over a similar time period, numerically, there would be no predicted increase or decrease in average speedway noise levels at the nearest noise sensitive locations, compared to the usual situation during a permitted race event. This would therefore result in 'no perceptible change', and hence neutral significance. Based on AEC's observations at speedway events, crowd noise is generally not significant additional crowd noise during the event could increase overall noise levels by 1-2dB at times which could be considered a minor significance. 4

5 Traffic and Access A comprehensive assessment of the potential traffic impacts associated with the proposed development has been undertaken. The anticipated scope of the construction phase of the proposed development is expected to be negligible both in terms of quantum and duration. The levels of construction traffic generated by these activities, as well as being short term, would not increase traffic flows by 5% on any adjacent links. In terms of operational traffic, the use of the Etihad Stadium car park for as a temporary park and ride facility will remove the majority of any increase in demand away from the study area. Also there will be less on-site parking available compared to normal speedway events and the Temporary Traffic Regulation Orders (TTROs) that are being implemented around the stadium will minimise development vehicle trips in the area. The effects in the study area are therefore considered negligible although potentially may represent minor beneficial when compared to current major events at the stadium. Analysis suggests that there are no existing highway safety issues on the surrounding road network. Furthermore there will be fewer vehicle trips to / from the immediate site during the SWC than during a typical capacity event at the stadium. The reduction in traffic around the site, along with the associated road closure and no parking areas that are being enforced, will therefore have a minor beneficial impact, particularly for vulnerable road users, for the duration of the World Cup event. Similarly, fear and intimidation for vulnerable road users will likely be reduced. The closure of this road will therefore result in an element of pedestrian and cyclist severance, but it is considered that there are sufficient alternative route options for these users and as such, the potential impact on pedestrians and cyclists is considered to be negligible The reduction in vehicle trips on the road network surrounding the site compared to a typical capacity event mean that it is reasonable to assume that there will be a negligible impact on driver delay on the roads surrounding the stadium throughout the World Cup event. The only potential adverse impact to driver delay will be experienced by residents affected by temporary road closures but the impact is expected to be minor adverse. Conclusions A full assessment of potential significant effects that may arise as part of development has been completed. This Environmental Statement confirms that where negative effects arise as a consequence of development, they can be satisfactorily mitigated, although some residual negative effects will remain and mitigation is not possible. However, when balancing the mitigation of negative effects against the positive effects of development, the overall conclusion is that the proposals have a positive impact.
