3 editorial Capital Credits another co-op advantage by Scott Handy, President/CEO Every once in awhile you may notice several pages of names published in the Highline Notes, this being one of those issues. These names are people who did not cash the capital credit checks sent them by Cass County Electric Cooperative over the past year. They are for the most part former members, and were receiving electric service from CCEC in the mid-1980s. If you know anyone on the list, please let them know they have some money coming. If you have a current address or any other information that might help us find them, please let us know. Some of you are probably wondering what capital credits are and why we are trying to find these people to give them money. This is a good opportunity to share some information on why cooperative membership has several unique advantages. Capital credits represent the amount of annual revenues that are in excess of our annual expenses. We also call this amount margins, and they would be called profits in the investorowned utility world. Cooperatives operate on a not-for-profit basis, but we are required by our bankers and by prudent business practices to have an adequate level of margins at the end of the year. When the books are closed, these margins are allocated as capital credits to each member who did business with CCEC that year on a pro-rata basis, based on the amount of revenue each member contributed in that year. You get a notice each year on your bill of what the prior year s capital credit allocation was for you, and what your total amount of capital credits is. These funds are retained by the cooperative for a period of years and used primarily to help fund a portion of our capital expenditures in utility plant. The period of retention is currently about 25 years, and has recently been as high as 28 years. When the retention period is over the capital credits are paid out in cash on a first-in, first-out basis. This practice helps keep current rates lower and helps keep the long term debt of the cooperative lower. The board of directors makes the decision on how much capital to retire annually after the books are closed on the previous year. In 2012, nearly $1.6 million of capital credits were paid back to members receiving service in 1983, 1984 and At its January meeting, the CCEC board approved paying out another $1.05 million which will fully retire capital credits for 1986 and We anticipate being able to retire about a million dollars of capital credits per year for the next several years, which will further shorten the retention period. The decisions to retire capital credits, how much, and to whom require a real balancing act. Capital credits are the property of the members and represent their ownership of the company. While retained, these funds help build equity and a strong balance sheet, which is what helped us absorb over $5 million of a wholesale power rate increase in 2011, and continue to absorb about $2.5 million of that increase each year. Retiring capital credits at a faster pace would require higher electric rates, which we believe is not in anyone s best interest, and would also reduce equity, which we ve worked very hard to build up over the past 12 years. If you became a CCEC member after the mid 1980s, you might wonder what benefit your capital credits are to you. That s a fair question, and we recognize that ~25 years is a long time to wait to have these credits returned to you in the form of cash. That s why, when it became clear that margins were on track to exceed the budget for 2012, the board approved the firstever PPA Holiday. This is the equivalent of getting a capital credit check in the current year, with the added benefit that ALL current members received the discount, not just those who were members in the mid-1980s. We will be watching carefully for more opportunities to provide other current-year discounts to today s members while still recognizing our responsibility to retire previously allocated capital credits on a first-in, first-out basis. 4 Liz Fevig Hager is the program coordinator for the local chapter of Dress for Success putting their best foot forward Appropriate clothing for occasions such as job interviews and every day work most of us take it for granted. Reasons may vary as to why someone doesn t have proper clothing or cannot afford it, but they are all qualified to visit a couple of organizations in town that provide clothing to those in this situation. Women can be referred to either Dress for Success or Clothing & Connections. Clothing & Connections also serves men. Both organizations are dedicated to a common cause to help people gain self-sufficiency. Dress for Success is a worldwide organization with 120 affiliates. Dress for Success Red River Valley is a program with sites in Hawley and Fargo that help women who don t have the means to outfit themselves for an upcoming interview or a newly acquired job. These women come to Dress for Success from 40 different referral agencies. One day a woman might come from the YWCA shelter after leaving an abusive home situation and wanting to start a new life. The next day, it may be a widow who found that she needs to go back to work. About 70% of clients are single mothers with two or three children. The thing they all have in common is that these women are ready and wanting to move forward in life, to make a better life for themselves and their families, said Liz Fevig Hager, Dress for Success program coordinator. They come to us first for an interview dressing where they receive one to three complete outfits. After they get the job, they come back for an employment dressing where they receive up to a week s worth depending on inventory. What s great about this is that they don t have to spend their first paycheck on clothes. None of these women are looking to land a job just to buy more clothes. They need these jobs to pay rent, buy food, sometimes to help pay off medical bills, said Fevig Hager. The worldwide organization was started in 1997 by a woman named Nancy Loveland. She had gotten an unexpected inheritance from her grandfather of $5,000 and wanted to do something meaningful with it. He had been a clothing peddler in New York after he emigrated from Ireland. She wanted to do something with clothing and something for women and Dress for Success was born. The local Dress for Success chapter began in Hawley. A local woman saw an article on the program and did what she needed to do to secure an affiliate in the area. If she hadn t done it that year, it probably wouldn t have happened because there are now population guidelines, but they weren t in play yet. Dress for Success is successful in Paris, Boston, NYC, Amsterdam, Sydney, Dallas and other large cities. 4 Highline Notes March

5 I like to call it turning people. I love when we get to turn people. I always say to the women, these things are donated from women in the community who believe in you and want to help. It s a joy for them to do that, so this is a good thing. Through the process of the dressing, it is amazing and fun to see the women turn around and be excited for the next step, said Fevig Hager of her experiences. Fevig Hager calls the interactions she and volunteers have with the women teachable moments. Not only do they dress them, but also advises them and give them a boost of confidence. Last year, the Fargo boutique helped 79 women. Clothing & Connections is a non-profit organization that provides donated professional clothing to individuals referred to them. All clothes are donated from the community, and professional volunteers from the community do makeovers. Clothing & Connections mission is to provide interview and career clothing, information, and referrals to clients in need as they pursue new opportunities for advancement in self-sufficiency. Clients are fitted with clothing specific to the job they are applying for. In addition, Clothing & Connections offers mini-seminars on topics such as preparing for the job interview, making a positive first impression, and dressing for success on a limited budget. Clothing & Connections is under the umbrella of Self- Sufficiency Center, which offers other programs as well. The other programs include Career Essentials, Progressive Office Experience and the Experience Works Program. These programs offer computer and office training skills to a variety of people. The Experience Works Program often sees people who have been retired but need to return to the workforce for various reasons. The Progressive Office Experience program allows clients to come in and do an individual training program. People think that anybody can go out and obtain employment if they work hard enough, but some people need extra help to sustain employment. And that s where we come in with the center. We work with every area the clothing, the soft skills training, the hard skills training where they learn computer skills, said Joy Kipp, program manager. Self-Sufficiency Center has been around since 2007, although Kipp has been working in this realm since the early 1990s. Everyone is different that comes through. It s never the same. They come just as if they were going to a regular worksite. It changes them. The main thing that the person receives from going through this is confidence building and feeling like they re productive. That s a big, big part of what they gain here, explained Kipp. The center has a computer lab that can accommodate up to 12 people at a time. In the lab, clients fulfill packets as part of a program. Working through assignments and pages, they check-in in the morning and out at the end of the day, as if they are at work. Imagine, Reach and Become are the words written on the computer lab s wall. The words are bold and powerful, and speak true of the goals the center has for each person that comes through. What I think the center does best is that we fill in a gap. We don t want to be an employment agency, we don t want to be a business agency. We just want to fill in the gaps and be here to help out other agencies to help make them stronger, said Kipp. Joy Kipp is program manager of Self-Sufficiency Center in Fargo How you can help: Clean out of your closet the things you don t love. It s those pants that never did quite fit right. Or that scarf that looked great but never was the right color. Anything that is appropriate for work: suits, separates, sweaters, shoes, boots, handbags, scarves, jewelry, winter coats, and gloves are always needed. The drop off sites for Dress for Success are Dressbarn, Jenny Craig, the Hawley boutique (421 5th St., Hawley). The Fargo boutique (502 1st Ave. N, Fargo) is available for drop off Mondays from 11 to 1. Clothing can be dropped off to Clothing & Connections at Pioneer Manor, th St N, Fargo. Both places are always looking for volunteers to sort clothes, dress clients, help with events, etc. Cass County Electric Cooperative will serve as a drop-off location for both organizations, now through the end of May. 6 Meet the District director candidates David J. Crockett Retired I want to be a CCEC director because of my long-term interest in the asset management, and preferred combination of debt and equity in financing utilities and how these factors and renewable sources of energy influence utility rates. I believe that my work and service experiences will enable me to be an effective representative of CCEC s customers, employees and other stakeholders. My work experiences include 25 years of collegiate teaching and owning a home building business, and 17 years at MSUM as Vice President of Administrative Affairs and Dean of the College of Business and Industry. Maynard Helgass President, Green Vision Group, Inc For my entire life I have enjoyed working in the field of agriculture in rural communities and recognize their value to our state. Rural electric cooperatives have been the building blocks for this development, and will play an even greater role as a new paradigm emerges with the advent of growth in the agriculture and energy sectors. I want to be a part of this great opportunity not only for CCEC, our counties, cities and the state, but also for the development of commerce on our farms and in our rural communities. Gary Keller Vice President Correspondent Banking, Bell State Bank & Trust; Vice President DocuShred, Inc. As a candidate for Director, I bring a broad range of experience and talent to the Board. I am a graduate from NDSU with a 37 year Commercial and Ag Banking career. During my banking career I also served 20 years with the North Dakota Air National Guard, owned and operated a cow calf operation for 15 years, and presently own a paper and electronic destruction/recycling company. As a Director I will work with and challenge management to continue to provide reliable service as cost effective as possible, while providing this service safely and efficiently. Merril Knodle Retired I am running for the CCEC Board of Directors from District 5-3 because I have an interest in electrical systems and their management. My background is in finance and management, with experience in the Air National Guard and small city government as a city commissioner. I participated in the management of the municipal electric system. My diverse background and 36 years working for a cooperative make me a good candidate for the District 5-3 position. I have worked with many members and agri-businesses in the communities serviced by CCEC and have the experience needed for this position. Glenn D. Mitzel Software Engineer Growing up on a rural cooperative and then interning in engineering with a similar cooperative during college, I ve experienced both sides of the, My power is out! call, which is normally the only interaction most Members have with their cooperative (outside of a monthly statement). Now living in an urban area of this cooperative I can see the infrastructure needs to support high-density areas and how that must balance with rural members needs. I believe my experiences with cooperatives and my engineering background will allow me to make good decisions for the Members as the board faces decisions regarding facilities investments, load management, and future rate structures. 6 Highline Notes March Please note: Candidate biography information has not been edited by CCEC. Roberta Fair Mohagen Retired As a retired Business Education teacher, I have the skills and background to be an effective leader and the time to devote to this position. I was well acquainted with the benefits of the cooperative process in my classes, and I ve spent much of my life in the governance of many different organizations (from small local groups to statewide education and philanthropic groups). For us North Dakotans, energy development and management are important parts of our economic fabric, and I m eager to be part of this dynamic organization. We face many challenges as we move into the future, and I m ready to put my skills to work for CCEC. Marc Rue Business Owner I grew up on a farm in Northern Minnesota. I learned through examples set by my parents and grandfather that serving your community is important. I observed active participation, open discussion and positive outcomes through people working together for common goals. I have tried to carry these lessons with me through my adult years and incorporated them into my life. I believe this foundation along with my business background has prepared me to be a strong candidate for CCEC director.

7 Current CCEC Directors Seeking Re-election Goodbye Winter. Hello Spring! Spring clean your way into an energy efficient home. Russell Berg, Horace, District 6 John Froelich, Valley City, District 1 March is the month when Daylight Savings Time begins (March 10) and the first day of spring occurs (March 20). Before you get too busy working outside, make time for some spring cleaning. Don t stop with putting snow boots into storage make some changes that will help your home be more comfortable and energy efficient! Schedule a tune-up of your HVAC system. Change the dust-filled furnace filter before the air conditioning is needed. Clean refrigerator coils. While dusting ceiling fan blades, make sure the blades are rotating for optimal cooling. EnergyStar.gov recommends, In the summer, use the ceiling fan in the counterclockwise direction. While standing directly under the ceiling fan you should feel a cool breeze. The airflow produced creates a wind-chill effect, making you feel cooler. In the winter, reverse the motor and operate the ceiling fan at low speed in the clockwise direction. This produces a gentle updraft, which forces warm air near the ceiling down into the occupied space. Remember to adjust your thermostat when using your ceiling fan additional energy and dollar savings could be realized with this simple step! While cleaning, make note of any AC adaptors and battery chargers plugged in but not in use. Make a habit of unplugging them when not in use. Change incandescent light bulbs to compact fluorescent bulbs. Close the fireplace damper (unless you have a fire going, of course!). Turn off the TV, computer and lights before heading outside to enjoy the spring weather and extra daylight. Check and clean the clothes dryer outside exhaust vent. Consider putting up (and using) a clothesline. Clean lawn debris from around your outside HVAC equipment. For more ideas visit March 2013 Highline Notes 7

8 Capital Credits By definition, Capital Credits are the monies available to the Cooperative in excess of operating costs and expenses. This capital is credited to an account in each member s name based on the Capital Credit factor as determined by the margins of the Cooperative. Each member-owner s Capital Credit allocation equals the account s share of the margins based on annual patronage. When you are no longer an active member of the Cooperative, it becomes your responsibility to keep the Cooperative informed of your current address so that refund checks will reach you. 15 food All recipes from Harriet Smedshammer, West Fargo Caramel Rolls Ingredients: 9 Rhodes cinnamon frozen rolls 1 C vanilla ice cream 1 stick butter 1 C brown sugar 1/2 C white sugar Preparation: Melt ice cream, butter and sugars in microwave to make the caramel sauce. Let cool. Spray 9x13 pan with cooking spray, place caramel sauce on bottom, place rolls on top. Cover with plastic wrap. Let sit overnight in refrigerator.
