1 Second Revision - Page K-1-1 Canceling First Revision - Page K Applicability TO THE PUBLIC TELEPHONE NETWORK This tariff applies to the Basic Interconnection Services provided by the Company, to private enterprises or other telecommunications public services entities described below, hereinafter, the Carriers General Rules The Company will provide the services herein described in conformity with the terms, conditions and charges specified in this tariff. The offering of said services is subject to the availability of adequate facilities in the Company's digital central offices These interconnection services shall be provided by the Company only to Carriers legally authorized to offer Public Radio Telephone (Mobile or Cellular) and public one way Radio Signaling telecommunications services to the general public in Puerto Rico, under tariff approved by the appropriate local regulatory authority. These services will also be made available for Private Radio Telephone and Private One Way Radio Signaling Systems operated by Private Carriers under the terms and conditions set forth in Part 90 of the FCC Rules Upon reasonable request on the part of the Carrier, the Company will establish the facilities and provide the interconnection services described in this tariff, subject to the technical and operational limitations that this may imply and the availability of facilities with respect to the needs of the Company in its provisions of telephone services to the general public The Company will implement a Single Number Access Plan providing a seven-digit telephone number in digital central offices for each of the Carrier's customers for the Public Radio Telephone (Mobile or Cellular) and Radio Signaling services The Company shall also provide, under the terms and conditions of this tariff, the following facilities: Access Lines for local and WATS Services in Digital Central Offices to originate calls to the public telephone network from the Radio Telephones (Mobile or Cellular) of the Carrier's customers. (B) Trunks with entry capacity that contain one (1) through twenty four (24) trunks, transmit from four (4) and a maximum of seven (7) digits of the telephone number to the Carrier's switching office and establish the connection for calls originating in the public telephone. Connecting circuits between the Company's Digital Central Office Trunks and the Carrier's switching office.

(D) (E) (F) (G) (H) NXX Code - A three digit Central Office Code used under the North American Numbering Plan and having 10,000 associated telephone numbers. Trunks with outgoing capacity for direct dial calls from the Radio Telephone (Mobile or Cellular) to the Public Telephone Network in Puerto Rico. Type 2 Connecting Circuits - Interconnection arrangement which permits the CARRIER connect to the facilities with COMPANY's system through tandem offices or specially-designated COMPANY end offices. A Type 2A arrangement connects a COMPANY tandem office with CARRIER's facilities to permit the inter-exchange of traffic to and from end offices subtending the tandem, or to and from inter-exchange and other carriers. A Type 2B arrangement provides a direct trunk connection between one particular COMPANY end office and CARRIER's facilities The facilities provided by the Company, under this tariff, shall be used by the authorized Carriers exclusively for the traffic originating and/or terminating in their switching office for the Radio Telephone (Mobile or Cellular) and Radio Signaling Public Services The facilities provided by the Company under this tariff shall not be used by the Carriers or their customers to commit illegal acts, nor in representation of other persons with fraudulent or malicious intent, or that in any way perturb, abuse, menace or harass others Payment conditions shall be as follows: The charges established in this tariff shall commence from the date on which the Company notifies the Carrier that the facilities have been completed and that they are available for use. Said charges shall continue to the date on which said services are cancelled or otherwise disconnected in conformity with the tariff dispositions.
3 Second Revision - Page K-1-3 Canceling First Revision - Page K General Rules (Cont.) SECTION 25 - BASIC INTERONNECTION SERVICES Payment conditions shall be as follows: (Cont.) (B) (D) The Carrier is solely responsible for the payment of the charge for all the services provided by the Company including but not limited to, calls originating or completed as a result of the use of access lines, charges levied against the Company by other companies, charges incurred by authorized users, long distance calls, use of the public telephone network, information services and other charges incurred and attributed to the monthly bill to five (5) days after the Company receives notification to disconnect the facilities or discontinue the services provided. The billing cycle for the charges shall be monthly. The payment for said bills shall be payable in U.S. Dollars within fifteen (15) days of the date same is sent. If said bill is not received by the Carrier within five (5) days after the usual remittance date, it shall notify the Company by the most rapid written means available. General Disposition No. VIII of Puerto Rico Telephone Company Tariff Regulations shall apply to any amount not fully paid when due. Any amount for which payment has been required, shall be considered paid upon receipt, subject to collection, at the place the Company designates from time to time. Additionally, and without limiting any other remedy that may be available to the Company, if total payment is not made by the Carrier upon the due date, and payment of the difference is not made within ten (10) days from notification by the Company, the Company will have the right, but not the obligation to temporarily disconnect the services related to the account for which the amount is owed and shall levy a reconnection charge for the restoration of said services. None of that contained in this section, shall be construed as in any manner limiting the Company's rights under this tariff to declare the Carrier in default for non compliance of any of the dispositions contained in this tariff including, but not limited, to payments past due. The recurring charges pertaining to services activated during a fraction of a month shall be based on a proportion of the recurring charges corresponding to the number of days said service has been active. For these purposes, each month shall be considered as having thirty (30) days The minimum service period for the interconnection facilities and the services included in this tariff shall be thirty six (36) months The Company may require from the Carrier those deposits and/ or sureties it deems convenient to safeguard its interests.

In case of default on payment of any invoice or violation of any of the terms and conditions contained in this Tariff, the Company may temporarily suspend service or terminate the Contract with the Carrier, in accordance with General Disposition No. VIII of the Company's Tariff Regulations The Company will provide credit for service interruptions only when said interruptions are continuous and exceed twenty four (24) hours. The credit shall be in the form of an adjustment to the recurring charges and shall apply only to those interruptions duly notified by the Carrier. Credit shall be requested within fifteen (15) days from the date invoice is sent. For the purpose of computing the applicable credit, any interruption shall be measured from the time it is notified to the Company. This paragraph shall not apply to service interruptions caused by negligence or intentionally by the Carrier or its customers. Under no circumstance the credit will exceed the amount charged to the Carrier. The Company shall not be responsible for any act or omission not attributable to the Company's personnel or equipment including but not limited to interruptions, delays or failure to provide service due to acts of God, fire, war, civil disturbances, mutiny or other uprisings, action or inaction by Government Authorities, and other causes beyond the Company's control Should the Carrier cancel orders prior to commencement of services requested, the Company may require from the Carrier payment of all expenses incurred by the Company up to the date, written notification of the cancellation is received The Carrier will indemnify the Company and relieve it from claims for libel, defamation or violation to reserved rights of the material transmitted through the Company's facilities by the Carrier or its customers; for claims for infringement of patents resulting from the combination with, or the use related to the Company's facilities and/or against any other claim arising from any act or omission on the part of the Carrier or its customers in relation to the Company's facilities The Carrier and the Company will formalize a Contract with terms and conditions for service additional to those provided by this Tariff.
5 Second Revision - Page K-1-5 Canceling First Revision - Page K Tariffs and Charges Access Lines to the Public Telephone Network The charges established in the Puerto Rico Telephone Company Tariff Regulations for Business Main Lines and for Outward WATS services in the territory served by the Company shall be applied. To this effect, the Company authorizes the Carrier to resell these services exclusively to its users of Radio Telephone services (Mobile or Cellular) and only when for the provision of said service, the access lines and facilities provided by the Company are being used Groups of Telephone Numbers 1 The following tariffs shall apply for the groups of telephone numbers provided by the Company in Digital Central Offices under it's Single Number Access Plan for Mobile Radio, Cellular Radio and Radio Signaling. For each group of one hundred (100) numbers furnished by the Company to the Carrier. Monthly Rent NRC $ $ For processing each service order (B) (D) (E) The minimum service period for the groups of telephone numbers provided by the Company shall be thirty six (36) months. The additional groups of telephone numbers provided by the Company after the Carrier's original order, shall also be subject to a thirty six (36) month minimum service period. To these effects, for reductions in the groups of telephone numbers in service, the last group of numbers provided by the Company, shall be considered the first group to be taken out of service. For groups of numbers taken out of service prior to completion of the thirty six (36) month minimum service period, the charge to be billed to the carrier shall be computed as follows: (Number of Groups) X ($30.00) X (36 months-in Service) The prefixes from "380" to "391" and from "395" to "399" have been reserved exclusively for the groups of telephone numbers that will be furnished by the Company for the Single Number Access Plan for Puerto Rico. 1 Does not apply to the Interconnection Service Type 2A and 2B.

(F) "NXX" Code 1 Telephone numbers under the Single Access Number Plan shall be provided by the Company in groups of one hundred (100) consecutive numbers. A three digit central office code used under the North American Numbering Plan and having 10,000 associated telephone numbers. The following charge applies for the opening of each "NXX" Code, or for the addition of it, in other Central Offices. NRC Per Order $ 10, Trunks with Entry Capacity For Entry Trunk provided by the Company to transmit from four (4) and a maximum of seven (7) digits for the numbers furnished to the Carrier's switching office and to establish the connection for calls originating in the Public Telephone Network, the following tariffs shall apply: Monthly Rent NRC For each Trunk provided by the Company to the Carrier $ $ (B) The minimum service period for the Trunk provided by the Company shall be thirty six (36) months. The additional Trunks with Entry and/or Outgoing Capacity provided by the Company after the Carrier's original order, shall also be subject to a thirty six (36) month service period. To these effects, for reductions in the number of Trunks in service, the last Trunk provided by the Company shall be considered as the first Trunk to be disconnected. 1 Applies to the Interconnection Service Type 2A and 2B, available only for Public Service Enterprises, duly authorized to provide Ratio Telephone Services (Mobile or Cellular) in Puerto Rico.

(D) (E) (F) (G) (H) (I) For Trunks with Entry and/or Outgoing Capacity disconnected, prior to the expiration of the thirty six (36) month minimum service period, the charge to be billed to the Carrier shall be computed as follows: (Number of Trunks) X ($87.95) X (36 months in Service) The Carrier shall use the number of Trunks required to insure that no more than 1% of the total number of calls during the busy hour on an average day will receive a busy signal. The Carriers will provide intercept announcement by means of voice or distinguishable tones for calls directed to Central Office numbers not assigned by the Carrier. The Carrier will provide supervisory or announcement signals by means of voice or tones in conformity with the established practices of the telecommunications industry. The Company will provide the connecting circuits required between the Company's digital central office out-pulsing trunk ports and the Carrier's switching office, in accordance with the charges, terms and conditions established for voice circuits in the National Exchange Carriers Association (NECA) Tariff for Access Services. At the option of the Carrier and provided that the necessary facilities are available, a Digital Interface providing Digital connectivity at Mbps will be furnished by the Company at Digital Central Offices for interconnection of up to twenty fourth (24) Trunks to a DS1 Channel terminating at the Carrier Switching Office. In addition to all other charges, including those applicable to DS1 Channels, the following tariff rates shall apply per Digital Interface: Monthly Rent NRC Trunk with Entry Capacity $ $

Trunks with Outgoing Capacity The following charges shall apply for the Trunks with Outgoing Capacity for calls directly dialed from Radio Telephone Units (Mobile or Cellular) to the Public Telephone Network: Monthly Rent NRC Trunk with Outgoing Capacity $ $ Connecting Circuits For the Connecting Circuits and Digital Interface for Interconnection of Trunks with Entry Capacity and Trunks with Outgoing Capacity, shall apply the established charges in paragraph (H) and (I) of section Charges to Telephone Numbers for Calls Under the Single Access Number Plan The following charges shall apply to all calls originating in the territory served by the Company to telephone numbers furnished to the Carriers for Radio Telephone (Mobile or Cellular) and Radio Signaling Services within the Single Number Access Plan: (1) Direct Dialing Does not apply to pay phones or outward WATS Initial Minute or Fraction $ 0.24 Additional Minute or Fraction 0.18 NOTE: All calls under the Single Access Number Plan Directly Dialed (DDD) from public telephones will be considered as local calls, with the actual charge of 0.10 per call. (2) Station to Station Operator Initial Minute or Fraction $ 1.15 Additional Minute or Fraction 0.18

Charges to Telephone Numbers for Calls Under the Single Access Number Plan (B) Time charged for calls begins when the connection is established between the telephone originating the call and the Single Access Number and terminates immediately upon disconnection of the call. Person to person, reversed charge, and third number calls shall not be accepted Network Access Charges The following charges shall apply for Direct Dialed traffic (DDD) in Puerto Rico: The following options will be available for calls from the Public Telephone Network to the telephone numbers assigned to the Carriers for Radio Telephone Service (Mobil or Cellular) and Radio Signaling Service. (1) For Direct Dialed Calls (DDD) from the Public Network in Puerto Rico, the terms, conditions and charges established in the applicable Access Service Tariff, of the Federal Communication Commission (FCC) of the National Exchange Carrier Association, (NECA) are adopted. (2) For calls to Telephone Numbers Under the Single Number Plan, a charge will be applied in accordance with the Section III. G. (Single Number Plan) above. This charge will be billed to the customer who originates a call from the Public Telephone Network to said numbers.
