4 [Source 4391] Agenda Item 1.8: to consider possible regulatory actions to support Global Maritime Distress and Safety Systems (GMDSS) modernization and to support the introduction of additional satellite systems into the GMDSS, in accordance with Resolution 359 (Rev.WRC-15) INTRODUCTION WRC-15 adopted agenda item 1.8 for WRC-19, which considers possible regulatory actions to support Global Maritime Distress and Safety Systems (GMDSS) modernization and to support the introduction of additional satellite systems into the GMDSS in accordance with Resolution 359 (Rev.WRC-15). This document addresses the Resolves 2 of Resolution 359 (Rev.WRC-15) on the introduction of additional satellite systems into the GMDSS, proposing modifications to the Radio Regulations to support the introduction of additional satellite systems into the GMDSS. BACKGROUND To date, only one mobile satellite system has been recognized by the International Maritime Organization (IMO) for use in the GMDSS system of systems. Advances in communications technology, the maturity of commercial satellite operations have introduced competition into the satellite sector, and the deployment of non-geostationary satellite constellations have led the IMO to identify recognition of additional satellite systems to the GMDSS as an urgent work item. Consequently, the IMO is considering incorporation of additional satellite systems into the GMDSS. Recognizing the need for additional satellite resources capable of providing increased coverage and competition for provision of maritime services, the IMO has taken action to facilitate the introduction of an additional satellite system into the GMDSS. IMO s Maritime Safety Committee (MSC) has considered the application of the HIBLEO-2 mobilesatellite system for recognition and use in the GMDSS. Noting no objections in principle, the MSC referred the matter to IMO s Sub-Committee on Navigation, Communications and Search and Rescue (NCSR) for evaluation. 1 Recognizing general support of the application among administrations, the NCSR suggested to MSC options for undertaking a detailed technical and operational assessment of the HIBLEO-2 application 2. MSC subsequently directed that the International Mobile Satellite Organization (IMSO) should undertake the assessment of the HIBLEO-2 mobile satellite system and provide a report for consideration by the NCSR Sub Committee. 3 IMSO has completed its report to the NCSR which, in turn, determined that the HIBLEO-2 mobile satellite system could be incorporated into the GMDSS subject to compliance with a list of conditions. 5 of the introduction of the HIBLEO-2 mobile satellite system into the GMDSS can be made when the MSC-endorsed list of conditions identified below are satisfied. Integration of Iridium system with RCCs and MSI providers; ship earth station terminals made available for demonstration of ship-to-shore, shore-to-ship, and ship-to-ship GMDSS communications in compliance with the comprehensive list of outstanding items; Complete demonstration of compliance with all outstanding items of the comprehensive list The IMO has also concluded an equipment performance standard applicable to new mobile satellite GMDSS services (resolution MSC 434(98) on Performance standards for a ship earth station for use in the GMDSS) and has agreed an amendment to its Safety of Life at Sea (SOLAS) Convention enabling new providers of mobile satellite GMDSS services. 6 A final stage of evaluation is planned and IMSO s findings will be reported to NCSR accordingly. It is expected that NCSR will recommend approval (recognition) of the system in The IMO actions described above are intended to facilitate the timely introduction of an additional MSS system into the GMDSS. This proposal will modify the Radio Regulations to recognize the availability of the relevant frequency band for providing GMDSS by mobile satellite systems. It is important to note that identification of an additional GMDSS service provider would bring forward the following benefits to the maritime community: Covering the entire globe including the critical Arctic and Antarctic (Polar) regions, which makes up Sea Area A4, where there is currently no GMDSS mobile satellite services available; Is an always on system as individual satellites pass overhead approximately every five to eight minutes depending on location. The movement of the satellites across the horizon provide the user with better look angles (i.e. ability to see the satellite) in rough seas, especially in northernmost and southernmost latitudes; Will enable both voice and data GMDSS communications in a single, small form factor maritime mobile terminal, at a low cost (currently two mobile satellite system terminals may be required to meet operational and regulatory needs of the vessel (voice and data) at much greater cost; Provide an opportunity for a redundant communications platform for the maritime community in the event there is a catastrophic outage which disables part, or all, of other satellite-based GMDSS services; Will provide for more efficient and comprehensive distress and safety communications by providing the Rescue Coordination Center with immediate voice communications capability, vessel identification, and a means to contact the vessel in distress; 6 MSC 98-23, Report of the Maritime Safety Committee on its Ninety-Eighth Session, 28 June It is anticipated that by February 2018 the Navigation, Communications Search and Rescue (NCSR) will conduct a second stage evaluation of the HIBLEO-2 application to assess compliance with remaining IMO requirements. The NCRS will inform the Maritime Safety Committee (MSC) of results of its findings by May Upon successful completion of compliance with the identified requirements, MSC will issue a resolution recognizing the HIBLEO-2 system a GMDSS service provider. 6 Will provide, for the first time, vessel owners with a choice of satellite-based GMDSS services, including choice of equipment with the state-of-the-art technology, new service offerings, and competitive pricing; and May be integrated with vessel digital bridge systems consolidating equipment and displays for the crew to monitor, while eliminating clutter on the bridge. 10 5.GMDSS The band MHz may also be used for the provision of distress, urgency, and safety communications of the Global Maritime Distress and Safety System (GMDSS). (See Table 15-2 of Appendix 15, No and No of Article 33). Reason: To identify the band MHz as being available for the provision of GMDSS by mobile-satellite service systems. MOD PP/1.8/4 [Source 4319] Support: Canada The use of the band MHz by the mobile-satellite service (Earth-to-space) and by the radiodetermination-satellite service (Earth-to-space) is subject to coordination under No. 9.11A. A mobile earth station operating in either of the services in this band shall not produce a peak e.i.r.p. density in excess of -15 db(w/4 khz) in the part of the band used by systems operating in accordance with the provisions of No (to which No applies), unless otherwise agreed by the affected administrations. In the part of the band where such systems are not operating, the mean e.i.r.p. density of a mobile earth station shall not exceed 3 db(w/4 khz). Except when used for distress and safety purposes in the band MHz by satellite networks in the maritime mobile-satellite service using the same channel in the Earth-to-space and space-to-earth directions, sstations of the mobilesatellite service shall not claim protection from stations in the aeronautical radionavigation service, stations operating in accordance with the provisions of No and stations in the fixed service operating in accordance with the provisions of No Administrations responsible for the coordination of mobile-satellite networks shall make all practicable efforts to ensure protection of stations operating in accordance with the provisions of No (WRC-19) Reason: To provide adequate protection for GMDSS operations in this band. (WRC-19) Reason: To include the necessary parts of the frequency band MHz as being available for transmitting maritime safety information via satellite. MOD PP/1.8/7 Support: Canada, United States of America Radiocommunications for safety purposes concerning ship reporting communications, communications relating to the navigation, movements and needs of ships and weather observation messages may be conducted on any appropriate communications frequency, including those used for public correspondence. In terrestrial systems, the bands khz (see Article 52), khz (see Article 52), khz (see Appendix 17), and MHz (see Appendix 18) are used for this function. In the maritime mobile-satellite service, frequencies in the bands MHz, MHz, and MHz are used for this function as well as for distress alerting purposes (see No. 32.2). This frequency may also be used for these purposes by survival craft stations. Use of the frequency MHz by emergency position-indicating radio beacons shall be in accordance with Recommendation ITU-R M Mobile stations of the maritime mobile service may communicate with stations of the aeronautical mobile service on the aeronautical emergency frequency MHz for the purposes of distress and urgency only, and on the aeronautical auxiliary frequency MHz for coordinated search and rescue operations, using class A3E emissions for both frequencies (see also Nos and 5.200). 18 Agenda Item 1.16 To consider issues related to wireless access systems, including radio local area networks (WAS/RLAN), in the frequency bands between MHz and MHz, and take the appropriate regulatory actions, including additional spectrum allocations to the mobile service, in accordance with Resolution 239 (WRC-15) BACKGROUND Since WRC-03, the demand for mobile broadband applications especially for WAS/RLANs has been growing rapidly. Resolution 239 (WRC-15) states that the results of ITU-R studies indicate that the minimum spectrum need for WAS/RLAN in the 5 GHz frequency range in the year 2018 is estimated at 880 MHz; this figure includes MHz already utilized by non-imt mobile broadband applications operating within the 5 GHz range resulting in MHz additional spectrum being required. In particular, Resolution 239 (WRC-15) looks at studying possible RLAN operations in the frequency bands from MHz. In the frequency band to MHz there are no primary mobile allocations. Earth explorationsatellite service (EESS) (active) allocations in the frequency bands MHz and MHz are essential for Earth-observation programs and the data these provide is vital for reliable and up-to-date information on how our planet and its climate are changing. In addition, the band MHz is also allocated to the aeronautical radionavigation service (ARNS) and the Radiolocation service on a primary basis. WRC-15 examined the possibility of additional global allocations to the mobile service in the frequency band MHz. The compatibility studies performed by ITU-R in preparation for WRC-15 indicated that when assuming the use of WAS/RLAN mitigation measures limited to the regulatory provisions of Resolution 229 (Rev.WRC-12), sharing between WAS/RLAN and the EESS (active) systems in the frequency band to MHz would not be feasible, as well as being insufficient to ensure protection of certain radar types in this frequency band. For these cases, sharing would only be feasible if additional WAS/RLAN mitigation measures are implemented. However, no agreement was reached on the applicability of any additional WAS/RLAN mitigation techniques. As such, WRC-15 concluded no change (NoC) for this frequency band and established a WRC-19 agenda item to continue the work. In the work performed under WRC-19 agenda item 1.16, further study of currently available mitigation measures indicate that there are no feasible mitigation techniques to facilitate sharing between RLAN and EESS (active) in the band MHz. Therefore, NOC is proposed to the Table of Frequency Allocations for this frequency band. Other consequential changes to Resolution 239 (WRC-15) may be required. PROPOSALS CCPII _i

WP 4A agreed to establish a new Issue E under WRC-19 agenda item 7 to address this proposal. The specific proposed modification to AP30B to align it with AP30/30A is to incorporate in AP30B a provision similar to that of of AP30/30A. PRELIMINARY PROPOSAL: NOC USA/7/E/1 Reasons: APPENDIX 30B (REV.WRC-15) Provisions and associated Plan for the fixed-satellite service in the frequency bands MHz, MHz, GHz, GHz and GHz With respect to provision ( ) of Appendices 30 and 30A for Regions 1 and 3: No assignment in the List shall have a period of operation exceeding 15 years, counted from the date of bringing into use, or 2 June 2000, whichever is later. Upon request by the responsible administration received by the Bureau at the latest three years before the expiry of this period, this period may be extended by up to 15 years, on condition that all the characteristics of the assignment remain unchanged. This provision is limited to satellite networks serving Regions 1 and 3 only and there is no such provision in RR AP30/30A for networks serving Region 2. Therefore, any changes to RR AP30B should not be applicable to Region 2. Moreover, there is no linkage between RR AP30/30A, which was created for the broadcasting-satellite service, and RR AP30B, which was created for the fixed-satellite service. Each of these appendices have its own set of conditions and procedures. Consequently, there is no need for harmonization amongst those plans. 23 Agenda Item 9.1, Issue 9.1.7: Resolution 958 (Rev.WRC-15): to consider and approve the Report of the Director of the Radiocommunication Bureau, in accordance with Article 7 of the Convention, on the activities of the Radiocommunication Sector since WRC-15 on the urgent studies required in preparation for WRC-19 on the unauthorized operation of earth station terminals (Res. ITU-R 64 (RA-15)). Background Information: The Radiocommunication Assembly (RA-15) approved Resolution ITU-R 64, titled Guidelines for the management of unauthorized operation of earth station terminals. The resolves of this resolution invited ITU-R study groups concerned: 1 to conduct studies to examine whether there is a need for possible additional measures in order to limit uplink transmissions of terminals to those terminals authorized in accordance with No. 18.1; 2 to study the possible methods that will assist administrations in managing the unauthorized operation of earth station terminals deployed within their territory, as a tool to guide their national spectrum-management program. Resolution 958 (WRC-15) identifies topics requiring urgent study for inclusion in the Report of the Director for WRC-19. In the Annex to this resolution, Section 2 raises the issue of unauthorized operation of uplink terminals. a) whether there is a need for possible additional measures in order to limit uplink transmissions of terminals to those authorized terminals in accordance with No. 18.1; and b) the possible methods that will assist administrations in managing the unauthorized operation of earth station terminals deployed within its territory, as a tool to guide their national spectrum management programme, in accordance with Resolution ITU-R 64 (RA-15). This issue concerns the operation of unlicensed uplink terminals in an administration s territory. For some administrations, the use of these terminals causes interference into legitimate satellite service users as well as terrestrial systems. These administrations may not have the resources or technical capabilities to identify and geo-locate the unauthorized uplink terminals. An objective of this issue is to determine whether there is any need for regulatory measures to inhibit the use of unauthorized uplink terminals. So far, studies have shown that this issue can be resolved within the administration by methods not requiring modification of the Radio Regulations. Some administrations may require better spectrum management training and internal spectrum monitoring to identify unauthorized uplink transmissions. The development of ITU-R reports or handbooks may assist administrations in the management of their satellite spectrum resources to prevent or limit the unauthorized use of uplink terminals and enable the administration to locate and terminate the unauthorized transmissions. Article 18 of the Radio Regulations already addresses the licensing of uplink transmissions of terminals. In particular RR No states that No transmitting station may be established or operated by a private person or by any enterprise without a licence issued in an appropriate form and in conformity with the provisions of these Regulations by or on behalf of the government of the country to which the station in question is subject.
