2 Preface Radio Standards Specification, Issue 3, Mobile Earth Stations (MESs) and Ancillary Terrestrial Component (ATC), replaces, Issue 2, dated March This document will be in force upon publication on Industry Canada s website. Listed below are the changes: 1. Requirements for ATC equipment operating in the bands MHz and MHz have been modified. These frequency bands are also referred to as AWS-4 bands in Industry Canada s decision paper SLPB The changes are the removal of the requirement for a dual-mode handset (working with both satellite and terrestrial systems) and the possibility to use the band MHz for ATC downlink. 2. The requirement for MESs operating in the bands MHz and MHz to comply with emission limits to protect radionavigation-satellite service has been withdrawn. 3. The requirement for receiver standard spurious emissions has been removed, as it is incorporated in RSS-Gen, General Requirements for Compliance of Radio Apparatus. Scope This Radio Standard Specification (RSS) sets out standards for the certification of radio transmitters and receivers operating in the mobile-satellite service (MSS), including mobile ancillary terrestrial component (ATC) equipment, for the frequency bands listed in Table 1 and Table 2 respectively. 2. General Information The equipment covered by this standard is classified as Category I equipment and a technical acceptance certificate (TAC), issued by the Certification and Engineering Bureau of Industry Canada, or a certificate, issued by a recognized certification body (CB), is required Licensing Requirements The equipment covered by this standard is subject to licensing pursuant to subsection 4(1) of the Radiocommunication Act Definitions Ancillary Terrestrial Component (ATC) is a ground communications network complementary to and operating as a part of an integrated MSS system, and which, together with the satellite component, provides an integrated satellite offering. In such a system, the ground component is controlled by the satellite resource and network management system. Furthermore, the ground component uses the same authorized frequency band as the associated operating MSS system. ATC Base Station Equipment is terrestrial fixed equipment designed for communicating with ATC mobile equipment. ATC Mobile Equipment is equipment designed for single- or dual-mode operation and is intended to be used while in motion or during halts at unspecified locations. ATC single-mode mobile equipment shall be capable of communicating only with the terrestrial ATC system, whereas ATC dual-mode mobile equipment shall be capable of communicating with both the mobile satellite network and the terrestrial ATC system. Broadband Emissions are emissions with a bandwidth greater than 700 Hz. Discrete Emissions are emissions with a bandwidth lesser than or equal to 700 Hz. Carrier-off state is the state when either a mobile earth station (MES) is authorized by the network control facility (NCF) to transmit but does not transmit a signal, or when it is not authorized by the NCF to transmit. Mobile Earth Station (MES) is equipment designed for communicating with a satellite in the MSS and intended to be used while in motion or during halts at unspecified locations. 1

General Requirements 3.1. RSS-Gen Compliance This issue of shall be used in conjunction with RSS-Gen, General Requirements for Compliance of Radio Apparatus, for general specifications and information relevant to the equipment for which this standard applies. 4. Certification Requirements Before equipment can be certified, the applicant shall provide a declaration from the licensed satellite operator that the equipment works satisfactorily with the satellite system. ATC mobile equipment operating in the bands MHz and MHz can be certified for either dual-mode or single-mode operation (i.e. the equipment is not required to be capable of 1 In this RSS, AWS-4 bands are referred as ATC bands MHz and MHz 2
6 communicating with both the mobile-satellite network and the terrestrial ATC system). ATC mobile equipment operating in frequency bands other than the bands MHz and MHz shall be certified only if it is dual-mode equipment. 5. Transmitter Standard Specifications 5.1. Frequency Bands The frequency bands for equipment operating in the MSS that are to be certified under this standard are listed in tables 1 and 2. The bands MHz and MHz are divided into two frequency blocks of 10 MHz for each frequency band. 7 For ATC equipment operating in the bands MHz and MHz, the frequency stability shall be sufficient to ensure that the emission bandwidth stays within the operating frequency block when tested to the temperature and supply voltage variations specified in RSS-Gen. For ATC equipment operating in frequency bands other than the bands MHz and MHz, the carrier frequency shall not depart from the reference frequency in excess of ±2.5 ppm for mobile equipment, and ±1.5 ppm for base station equipment Transmitter Equivalent Isotropically Radiated Power (e.i.r.p.) ATC Equipment The maximum e.i.r.p. of ATC mobile equipment transmitting in the band MHz shall not exceed 1 dbw in a 1.25 MHz bandwidth. The maximum e.i.r.p. of ATC mobile equipment transmitting in the band MHz shall not exceed 0 dbw in a channel. The maximum e.i.r.p. of ATC mobile equipment transmitting in the band MHz shall not exceed 2W measured in terms of root-mean-square (RMS) average value. In addition, the peak-toaverage power ratio (PAPR) of the equipment shall not exceed 13 db for more than 0.1% of the time, using a signal that corresponds to the highest PAPR during periods of continuous transmission. Consult SRSP-519 for e.i.r.p. limits on ATC base stations operating in the bands MHz and MHz Mobile Earth Stations (MESs) The application for MES certification shall state the MES e.i.r.p. that is necessary for satisfactory communication. The maximum permissible e.i.r.p. will be the stated e.i.r.p. plus a 2 db margin. If a detachable antenna is used, the certification application shall state the recommended antenna type and manufacturer, the antenna gain and the maximum transmitter output power at the antenna terminal Transmitter Unwanted Emissions The transmitter unwanted emissions shall be measured for all channel bandwidths with the carrier frequency set at both the highest and lowest channels in which the equipment is designed to operate. The e.i.r.p. density of unwanted and carrier-off state emissions outlined in this section (Section 5.4) shall be averaged over any 2-ms active transmission using an RMS detector with a resolution bandwidth of 1 MHz for broadband emissions and a resolution bandwidth of 1 khz for discrete emissions, unless stated otherwise. 4
8 For ATC equipment operating in the bands MHz and MHz, the unwanted emission limits shall be determined using a measurement bandwidth of 1 MHz or greater. However, in the 1 MHz band immediately outside and adjacent to the equipment s operating frequency block, a resolution bandwidth of at least 1% of the occupied bandwidth may be employed ATC Base Station Equipment Band MHz The e.i.r.p. density of unwanted emissions of ATC base station equipment transmitting in the band MHz shall not exceed: (1) dbw/mhz and dbw/mhz at 1 MHz and 2 MHz beyond the edges of the equipment channel bandwidth; and (2) -70 dbw/mhz in the band MHz, and linearly interpolated from -70 dbw/mhz at 1605 MHz to -46 dbw/mhz at 1610 MHz for broadband emissions; and (3) -80 dbw/khz in the band MHz, and linearly interpolated from -80 dbw/khz at 1605 MHz to -56 dbw/khz at 1610 MHz, for discrete emissions Bands MHz and MHz The unwanted emissions of ATC base station equipment transmitting in the bands MHz and MHz shall comply with the following: (1) The power of any unwanted emissions at frequencies outside the equipment s operating frequency block shall be attenuated below the transmitter power P (dbw), by log p (watts), db. (2) For equipment operating in the band MHz, in addition to (1), the power of any emissions on all frequencies between 2200 MHz and 2290 MHz shall not exceed an e.i.r.p. of dbw/4 khz Band MHz The unwanted emissions of ATC base station equipment transmitting in the band MHz shall comply with the following: (1) The e.i.r.p. density of unwanted emissions shall not exceed: (i) 44.1 dbw/30 khz measured from the edge of the equipment channel bandwidth; and 5
9 (ii) 70 dbw/mhz for broadband emissions and 80 dbw/khz for discrete emissions in the band MHz. (2) The power of any unwanted emissions above 2500 MHz shall be attenuated below the transmitter power, P (dbw), by log p (watts), db. Compliance with this limit shall be based on the use of a measurement resolution bandwidth of at least 1% of the occupied bandwidth in the 1 MHz band immediately above the 2500 MHz frequency. Above this 1 MHz, a resolution bandwidth of 1 MHz or greater shall be employed. A narrower resolution bandwidth may be used provided that the measured power is integrated over the full required measurement bandwidth (i.e. 1 MHz or 1% of the occupied bandwidth, as applicable) ATC Mobile Equipment ATC mobile equipment operating in the band MHz shall comply with the unwanted emissions limit specified in Section ATC mobile equipment operating in frequency bands other than MHz shall comply with the unwanted emissions limits specified in Section in addition to the limits in this section Band MHz The e.i.r.p. density of unwanted emissions of ATC mobile equipment transmitting in the band MHz shall not exceed: (1) 57.1 dbw/30 khz measured from the edge of the equipment channel bandwidth; (2) 70 dbw/mhz in the band MHz, and linearly interpolated from 70 dbw/mhz at 1605 MHz to 10 dbw/mhz at 1610 MHz for broadband emissions; and (3) 80 dbw/khz in the band MHz, and linearly interpolated from 80 dbw/khz at 1605 MHz to 20 dbw/khz at 1610 MHz for discrete emissions Band MHz The e.i.r.p. density of unwanted emissions of ATC mobile equipment transmitting in the band MHz shall not exceed: (1) 58 dbw/4 khz at 1 MHz beyond the edge of the equipment channel bandwidth; (2) 70 dbw/mhz in the band MHz, and linearly interpolated from 70 dbw/mhz at 1605 MHz to 46 dbw/mhz at 1610 MHz for broadband emissions; and (3) 80 dbw/khz in the band MHz, and linearly interpolated from 80 dbw/khz at 1605 MHz to 56 dbw/khz at 1610 MHz for discrete emissions. 6
10 Band MHz The power of any unwanted emissions of ATC mobile equipment transmitting in the band MHz shall be attenuated below the transmitted power, P (dbw), as follows: (1) log p, db outside the equipment s operating frequency block and above 2020 MHz; (2) linearly interpolated from log p, db at 2000 MHz to log p, db at 1995 MHz for frequencies below 2000 MHz; and (3) log p, db at frequencies lower than 1995 MHz where p is transmitter output power in watts. Compliance with the above limits is based on the use of measurement instrumentation employing a resolution bandwidth of at least 1% of the occupied bandwidth in the 1 MHz bands immediately outside the equipment s frequency block of operation. Beyond this 1 MHz, a resolution bandwidth of 1 MHz or greater shall be employed. A narrower resolution bandwidth may be used provided that the measured power is integrated over the full required measurement bandwidth (i.e. 1 MHz or 1% of the occupied bandwidth, as applicable) Mobile Earth Stations Mobile Earth Stations in All Frequency Bands The average power of unwanted emissions shall be attenuated below the average output power, P (dbw), of the transmitter, as specified below: (1) 25 db in any 4 khz band, the centre frequency of which is offset from the channel frequency by more than 50%, up to and including 100% of the occupied bandwidth or necessary bandwidth, whichever is greater; (2) 35 db in any 4 khz band, the centre frequency of which is offset from the channel frequency by more than 100%, up to and including 250% of the occupied bandwidth or necessary bandwidth, whichever is greater; and (3) log p (watts) in any 4 khz band, the centre frequency of which is offset from the channel frequency by more than 250% of the occupied bandwidth or necessary bandwidth, whichever is greater. 7
11 Additional Unwanted Emission Limits for MESs to Protect Radionavigation- Satellite Service Mobile earth stations with transmitting frequency in the bands MHz and MHz shall comply with the unwanted emission limits specified in this section (Section ), where applicable, in addition to the limits in Section Band MHz Mobile earth stations with transmitting frequencies between 1610 MHz and MHz shall have the e.i.r.p. density of unwanted emissions in the band MHz, averaged over any 2-ms active transmission interval, not exceed the following limits: (1) 70 dbw/mhz at 1605 MHz, linearly interpolated to 10 dbw/mhz at 1610 MHz for broadband emissions; and (2) 80 dbw/khz at 1605 MHz, linearly interpolated to 20 dbw/khz at 1610 MHz for discrete emissions Band MHz Mobile earth stations with transmitting frequencies between MHz and MHz shall have the e.i.r.p. density of unwanted emissions in the band MHz, averaged over any 2-ms active transmission interval, not exceed the following limits: (1) 70 dbw/mhz at 1605 MHz, linearly interpolated to 46 dbw/mhz at 1610 MHz, for broadband emissions; and (2) 80 dbw/khz at 1605 MHz, linearly interpolated to 56 dbw/khz at 1610 MHz, for discrete emissions Carrier-off State Emissions Mobile equipment with transmitting frequencies between 1 GHz and 3 GHz shall have the e.i.r.p. density of carrier-off state emissions in the band MHz not exceed 80 dbw/mhz. 8
