9 FCC 700 MHz Clean-up Summary TIA-102.AAAD-A Project 25 Digital Land Mobile Radio Block Encryption Protocol Defines three encryption algorithms: AES, DES, and Triple DES Primary algorithm is now AES Most manufacturers continue to support DES as a legacy mode All products that have FIPS certification use the AES algorithm, as DES is now no longer supported under FIPS communications and interoperability through collaborative leadership. 9

10 New Digital Technologies White Paper Interoperability problems are surfacing nationwide with new non- ANSI standardized digital radio platforms being introduced on Part 90 Public Safety radio spectrum Most recent in Midwestern state reported on 11/23 Manufacturer representative selling dual mode base stations for narrowbanding, then coming back telling agencies to buy proprietary subscribers to meet later 6.25 khz deadline Day-to-Day interoperability (97% of all interoperability) on agency channels is destroyed by incompatible technologies NPSTC has taken a position opposing TETRA on PS channels and asked the FCC to include that prohibition in its Part 90 rules White paper to highlight issues underway.
