NG9-1-1 / LAND MOBILE RADIO & LTE / EMERGENCY NOTIFICATION
Beyond CAP: Why Interoperability Testing Is Essential to Multi-vendor P25 Deployments/ Denis Aubé, Technical Sales Specialist May 21, 2014
LMR STANDARDS/ In the beginning no standards Conventional Repeater Radios Consoles (4 wire control) No Repeater Control Added Repeater Tone Control 3
LMR STANDARDS/ Then came APCO P16 Channel access times System priorities Data systems interface User IDs Frequency efficiency Standard features Proprietary solutions Locked in to one vendor 4
LMR STANDARDS/ And finally, APCO P25 provides an open standard Common Air Interface (CAI) Radio interface Subscriber Data Peripheral Interface Fixed Station Interface (FSI) Console Subsystem Interface (CSSI) Console interface Data Network Interface Telephone Interconnect Interface Testing Compliance Acceptance Program 5
INTEROPERABILITY TESTING/ CAP Compliance Assessment Program o CAP testing is a federally defined set of tests with the primary goal of validating basic interoperability between different manufacturer s products for a P25 defined interface - DHS Safecom DHS FEMA IOT InterOperability Testing o IOT testing is a Cassidian Communications' defined set of tests with the primary goal of validating a detailed set of use case conformance tests required to achieve the highest degree of interoperability based upon use case possibilities between manufacturer s products for a P25 defined interface 6 o Beyond Cap
INTEROPERABILITY TESTING/ Interoperability & Conformance Testing in the Industry o CAP is for P25 compliance, but in the RF world, compliance testing is found everywhere. Industry Canada EMC - Emission test compliance CTIA - Cellular Telecommunications and Internet Association Cellular Handsets & Modems - Device Compatibility Testing NEBS - Network Equipment-Building System overseen by the Telecommunications Carrier Group CSA - Canadian Standards Association And the list goes on and on.. 7
IOT TEST CASES/ Cassidian Communications IOT test cases for P25 interfaces: SUs (P25 CAI) Radios o 168 test cases Release Test Consoles (P25 ISSI / CSSI) o 180 test cases Test Logging Recorders o 29 test cases Release Test Release 8
CAP GROUP CALL TESTING EXAMPLE/ Group Voice Call: Group call granted Group Voice Call: Group call denied Group Voice Call: Group call request queued 3 CAP tests for Group Call CAP establishes P25 protocol compliance 9
IOT GROUP CALL TESTING EXAMPLE/ Group call granted o On single site o On 2 or more sites o Explicitly defined channels o Implicitly defined channels Group call denied o Target group is not valid o Site is not affiliated to the group o Attempting SU is not a valid member of group Only group members participate/nongroup units cannot participate o Includes SUs in scan mode when enabled Unsuccessful activation (PTT request denied while group is already active) Late entry o Coming from a different TG On same site On different site o Entering TG from switched-off mode Queued Emergency group call IOT confirms behavior 14 tests for Group Call 10
PROVEN ABILITY/ Interoperability June 2009 Testing Leader in industry interoperability demonstrations 2007 APCO Established CAP lab in Houston with Tait Dec 2009 Mar 2010 Completes P25 ISSI multivendor interoperability test 2010 Conducts CAP CAI test event with 6 vendors of subscriber units Completed testing of Motorola XTS 2500 for RCMP Committed to Open, Interoperable Radio Network Solutions 2012 Completed testing of Motorola APX Family of Radios 2013 Complete testing of Relm KNG P25 Phase 2 Operational Radios 2013 Collaborate and complete testing of NICE ISSI recorder Ongoing IWCE -ISSI/CSSI Demo Continuing to conduct interop tests with component vendors at Gatineau R&D facility 11

THE POWER OF CHOICE Compliance Assessment Program InterOperability Testing THE POWER OF CHOICE 13
SAVINGS THROUGH INCREASED COMPETITION Unbundle Procurement of Network and Radios RFP for network first then RFP for radios after network vendor selected OR 1 RFP process but network and radios separated in RFP evaluation and selection process Here again network vendor selected first Provides greater choice and competition for radios Driving market pricing down Cassidian still takes end-to-end responsibility over life of system Cassidian IOT process provides foundation for this approach
