3 Frequency policy The Danish Frequency Strategy has been implemented in the spectrum policy framework mandate The framework mandate sets out the spectrum policy guidelines: Overall priority of spectrum use Spectrum management
4 Framework mandate - content The mandate comprises: Overall targets Ensuring efficient ICT infrastructure that contributes to achieving the Government's broadband target General principles for spectrum management General interest objectives, safety and public protection Specific strategies with related activities
5 Frequency Strategy Denmark has an ambitious national broadband goal: 100 Mbps or more (Download) and 30 Mbps or more (upload) for all households and enterprises by Data traffic from mobile devices continues to rise. 6 Frequency Strategy Current allocated spectrum for broadband Denmark has allocated approximately 1000 MHz for mobile broadband. 450 MHz band 800 MHz 900 MHz band band 1800 MHz band 2,1 GHz band 2,6 GHz band 3,4-3,8 GHz band 9 MHz 60 MHz 700 MHz band? 70 MHz 150 MHz 155 MHz 190 MHz 400 MHz
7 Frequency strategy future need for additional frequencies Smartphones, tablet-pc and new mobile services requiring large amounts of data large demand for additional frequencies for mobile services All forecasts show that mobile data traffic will continue to increase Need for additional frequencies for mobile and wireless broadband services Towards MHz Towards MHz
8 Frequency Strategy Allocating another 600+ MHz is a great challenge for DBA, and a challenge that requires thorough planning. Allocating more spectrum for wireless broadband is complicated and time consuming First the possibilities shall be created and coordinated through international forums. Later decisions to determine which services should have access which parts of the spectrum.
9 Frequency Strategy The frequency strategy identifies specific frequency bands that in short and longer term could be used for mobile broadband. Allocation in the MHz band also for mobile services Designation of the MHz, og MHz bands for mobile services Availability of the MHz band for mobile services Use of the 3,8-4,2 GHz for mobile in the longer run

12 Radio Spectrum Policy Programme Policy objectives Art 3, litra b; seek to allocate sufficient and appropriate spectrum in a timely manner to support Union policy objectives (at least 1200 MHz of suitable spectrum by 2015) Art 8.3;...sufficient spectrum is made available under harmonised conditions to support the development of safety services and the free circulation of related devices as well as the development of innovative interoperable solutions for public safety and protection, civil protection and disaster relief
13 Radio Spectrum Policy Group Working group - Strategic Sectorial Spectrum Needs Article 8 of RSPP highlights specific EU policies other than electronic communication networks (ECNS), for which spectrum needs should be studied and protected, in particular: Galileo, GMES, ITS, Smart Grids, PPDR, Science, PMSE, IoT including RFID
14 Radio Spectrum Policy Group Working group - Strategic Sectorial Spectrum Needs RSPG Report considerations: Future spectrum demand, should focus on PPDR Broadband LTE to be expected technology to cover needs Commercial, dedicated or hybrid networks Amount of spectrum to be used for broadband PPDR needs to be flexible to fit each country s needs (2x10 MHz is considered) Roaming between countries would be beneficial for future broadband PPDR networks for cross-border co-operation Frequency bands for use by broadband PPDR services supported by commercial mobile broadband equipment
15 Status Broadband PPDR network Due to the national differences in each member state, a great deal of flexibility would be needed in a harmonisation decision, for example regarding the possibilities of an alternative usage of the frequencies identified for PPDR Broadband Decision on channelling plan in the 700 MHz band is expected to accommodate possibilities for use of PPDR
16 Radio Spectrum Policy Group General principles for sectoral needs The use of commercial networks or other existing infrastructure (including the possibility to use priority within a system or network); The use of already available harmonised frequency bands, as appropriate; A shared approach with other possible uses of future harmonised license exempt bands; A national ad hoc solution, where dedicated spectrum may be an option.
