3 National Post and Telecom Agency's Code of Statutes Issued by: Lars Trägård, National Post and Telecom Agency, Box 5398, Stockholm ISSN X National Post and Telecom Agency's General Advice on the Swedish Frequency Plan; PTSFS 2002:10 Issued from the printers on the 5 th of July 2002 adopted on the 19 th of June This General Advice, Annex A, contains a description of current and future planning for Sweden and comprises a source of information for existing as well as future radio users in respect of the National Post and Telecom Agency s position with regard to how various radio applications shall be accommodated in the radio spectrum 1. The plan has been drawn up, inter alia, in the light of Commission Directive 90/388/EEC of 28 June 1990 on competition in the markets for telecommunications services 2, most recently amended by Commission Directive 1999/64/EC 3, which stipulates that Member States shall publish annually, or produce on request, an assignment plan for the frequencies reserved for mobile and personal communication services as well as the plans for future expansion of frequencies for this purpose. The plan specifies the radio interfaces in the various bands in accordance with Directive 1999/5/EC of the European Parliament and of the Council of 9 March 1999 on radio equipment and telecommunications terminal equipment and the mutual recognition of their conformity 4. This General Advice shall enter into force on the 15 th of July 2002, when the National Post and Telecom Agency's General Advice (PTSFS 2000:14) on the Swedish plan shall cease to be effective. 5 Preface 1. Preface The Swedish plan is essentially based on the international cooperation pursued by Sweden within the framework of the International Telecommunication Union (ITU), the European Conference of Postal and Telecommunications Administrations (CEPT) and the European Union. This General Advice on the Swedish plan contains a comprehensive description of current and planned use in Sweden. The plan, which covers the band up to GHz, is based on Article S5 for region 1 (primarily Europe, Africa, Asia Minor and the Arabian Peninsula, as well as parts of Asia) in the International Radio Regulations (RR) issued by the ITU. The plan also contains information concerning the main national use of the frequencies and information of a more general nature, such as references to Swedish provisions or international legal acts and agreements relating to radio use and planning. The plan also specifies reference standards which may be applied to the various radio applications. Where there is a harmonised standard, this is specified. With regard to channel separation for land mobile radio, a 10 khz channel separation is applied in the band below 31.7 MHz and 25 khz in the band above 31.7 MHz up to 470 MHz unless specified otherwise. For mobile radio in the bands below 40 MHz the main output power for basestations is 3.5 MHz. For mobile radio in the bands above 40 MHz the main output power for basestations is 25 W (ERP). For channel separation under other areas of application, the RR, international conventions, CEPT s recommendations, relevant reference standards and the attached channel plans (Annex 3) apply. The Radio Communications Act (1993:599) [Swedish designation: LRK] serve to promote efficient use of the spectrum. The plan is only a compilation of information on the existing and planned use of the radio spectrum. Work relating to frequencies and related issues is necessarily subject to continual change. The National Post and Telecom Agency is working continually to update the Swedish plan. In accordance with the LRK, a licence is generally required for the use of radio transmitters. The National Post and Telecom Agency has laid down certain exceptions to this obligation for a licence in the National Post and Telecom Agency's Regulations (PTSFS 1997:6) on exemptions from the licence obligation for certain radio transmitters (most recently reprinted as PTSFS 2002:3). The Annex to the Provision specifies the technical requirements for radio installations and requirements pertaining to power restriction. Requirements pertaining to operator's certificates exist for certain uses of aeronautical, maritime and amateur radio (see PTSFS 1999:1, most recently amended by PTSFS 2001:4). The National Post and Telecom Agency's Regulations PTSFS 2000:1 (most recently amended by PTSFS 2000:17) state certain conditions for radio equipment intended for use in the Global Maritime Distress and Safety System (GMDSS). These regulations are also applicable to equipment for maritime radio communications which comply with non-harmonised standards. 5

The division of the band follows the division for region 1 in accordance with Article 5 of RR. The column may also contain references to the RR footnotes (5.yyy) which apply to the band in question. Column 2 contains details of the allocation of services Primary radio services are written in upper case letters, e.g.. Secondary radio services are written with an initial upper case letter followed by lower case letters, e.g. Fixed. The column may also contain references to the RR footnotes (5.yyy) which apply to the radio service in question. Column 3 contains details of the band (xxx-xxx), (xxx) and equivalent within a radio service. Column 4 contains details of the duplex band (xxx-xxx), return channel (xxx) Column 5 contains information, where applicable, on main national use and other relevant information. Where no information on such use is given in this column, the use is according to the allocation in column 2. Column 6 contains references to applicable provisions and other legal acts as well as information on reference standards (for example EN zzz zzz-1;-2;-3) which may be applied to the various radio applications. Some of these standards are harmonised standards in accordance with the requirements of Article 3(2) or 3(3) of the R&TTE Directive. In the absence of such a standard another available standard has been specified. This column also contains details of channel plans, where applicable. 6
