5 800/900 MHz spectrum re-farming GNCC approach: harmonization of EU bands designated for ECS(MFCN) and planed auctions In 2015 GNCC plans to auction spectrum available in 800/900/1800/2100 MHz bands (Auction type - Open ascending -bid auction for each lot; license duration 15 years) In 2016 GNCC plans to allocate and auction 700 MHz (FDD- 2x30MHz SDL- 20 MHz) band and MHz (SDL) spectrum for ECS (MFCN) under harmonized technical norms Note: CEPT has issued Report A to the European Commission in response to the Mandate harmonized technical conditions for the MHz ('700 MHz') frequency band in the EU for the provision of wireless broadband and other uses in support of EU spectrum policy objectives ; A new ECC Decision on harmonization of technical conditions for mobile/fixed communications networks (MFCN) in the band MHz including a paired frequency arrangement (Frequency Division Duplex 2x30 MHz) and an optional unpaired frequency arrangement (Supplemental Downlink) was finalized in March SILK-NET CDMA 850 2X3,69MHz

6 800/900 MHz spectrum re-farming GNCC approach: harmonization of EU bands designated for ECS(MFCN) and planed auctions CNCC has started refarming of 2.6 GHz band currently used for MMDS services Amendments were made to The National Frequency Allocation Plan: 2.6 GHz band is planned for ECS (FMCN) under harmonized technical conditions New MMDS licenses will not be issued within the band existing spectrum holdings will be cleared up in accordance with the provisions of the Law of Georgia on Electronic Communications (Article 47 3 (3)) Note: 2.6 GHz band will not be available for release under harmonized technical condition (for ECS (FMCN)) within medium term (3-4 years) GHz spectrum (FDD) is allocated and assigned for WBB point- multipoint services; Lightly used for fixed Wimax services; licenses expire in From 2017 GNCC plans to make the band available for ECS (FMCN) under harmonized technical condition SILK-NET CDMA 850 2X3,69MHz
