In the installation and/or operation of radio transmitters and systems that use radio waves at Swedavia airports, in some cases a special permit may be required from Swedavia s Radio Council in order to protect radio systems and other equipment from radio interference. 1.2 Electromagnetic compatibility (EMC) and CE marking All electrical equipment is subject to the EU electromagnetic compatibility (EMC) directive, and products must be CEcertified. Such equipment may, for instance, be advertisement screens, information monitors, TV screens, computers, automated checkin machines, electronic employee registration systems and LED lighting in all its forms. For reasons of safety and security and to protect radio systems and other equipment against radio interference, Swedavia requires that all companies and other organisations at the airport guarantee that equipment and products that will be used at the airport comply with the EMC requirements specified in this Airport
2 2(5) Regulation. If Swedavia AB s EMC requirements are not complied with, no product may be placed in service without a special a permit from Swedavia s Radio Council. Contact the Radio Council to take part. 2. Traffic 3. Safety 3.1 Prohibitions and permits related to radio transmitters Under the Swedish Aviation Ordinance, Swedavia AB is responsible for ensuring that radio communication between aircraft, air traffic management and other units, on the ground or in the air, can function without any interference. In order to protect radio systems and other equipment against radio interference in the installation and/or operation of transmitters within a radius of 4.0 km from the airport, a permit must be obtained from Swedavia s Radio Council. For the installation and/or operation of mobile base stations or the like outside the area specified above but within a radius of 6 km from the airport, this must be reported to Swedavia s Radio Council (see Appendix 1). A radio permit from Swedavia does not include any other required permit, such as a building permit and may be part of a flight safety certificate. One condition for being issued a permit from Swedavia s Radio Council is that the requisite permit has been obtained from the Swedish Post and Telecom Authority (PTS), and that the statutes and regulations of the Swedish National Electrical Safety Board specified under section 7, References are complied with and that such compliance is documented. The requirements above do not apply to systems strictly for indoor use that do not require a licence from the PTS (for instance, wireless LAN). Installation of a transmitter entails a responsibility for the company or organisation that is responsible for the equipment to ensure that there is no interference that can affect aviation safety. In case of interference, where appropriate, it may be liable for damage. All radio transmitters must be installed in a professional and safe manner and be inspected on an annual basis. When there is a need for spoken communication via radio for temporary establishments such as for construction projects, events, film recordings or similar situations, companies and other organisations are advised to use the existing Airport Radio system, which is set up at Stockholm Arlanda Airport. 3 3(5) 3.2 EMC, limit values and permits Products and facilities with electrical equipment are covered by laws, statutes and regulations on electromagnetic compatibility (EMC). Construction and/or installation affects compliance with these requirements. Due to faulty handling and manufacture of electrical facilities and equipment, for safety reasons Swedavia has specified acceptable EMC levels in the airport s EMC protection area in addition to those that apply under current law in this Airport Regulation (as per Appendix 2). To protect radio systems and other equipment against radio interference in the installation and/or operation of electrical equipment within the airport s EMC protection area, a permit is required from Swedavia s Radio Council in case there is a risk the limit values below will be exceeded. In general, the following limit values are in effect for the EMC protection area (area marked in blue) outdoors: Levels corresponding to EN alternatively EN 55022/32 Class B. The following specific limit values apply beyond the generic limits within the area marked in red outdoors: Maximum field strength may not exceed 21 dbµv/m (10 m) for the frequency range 108 MHz 137 MHz and 24 dbµv/m (10 m) for the frequency range 380 MHz 430 MHz. The following limit values apply indoors in buildings located in the EMC protection area: Levels corresponding to EN alternatively EN 55022/32 Class B. Licensefree products must comply with the following standards: Generally radio products EN WLAN For 2,4 GHz EN For 5,2 GHz EN Bluetooth EN Security 5. Environment

Compliance and monitoring One condition for being issued a permit by Swedavia s Radio Council is that relevant documentation is available and that the rules and regulations are complied with and an account of this is given. Documents that give an account of this are to be prepared in accordance with EU standards. It is the duty of the company or organisation responsible to ensure that there is no interference that can affect aviation safety. Using or installing equipment that exceeds the limit values in effect without a permit from Swedavia s Radio Council entails a liability that may include liability for damage. Swedavia is entitled to inspect radio transmitters and electrical equipment without notice. In cases where deviations are identified, the company or organisation is directed to immediately remedy the problem. If equipment exceeds the transmission limit values, the company or organisation is responsible for immediately remedying the interference at its own expense. 7.
