1 AVIATION SPECTRUM GROUP REPORT OF EIGHTH MEETING The eighth meeting of the Aviation Spectrum Group was held at the Ministry of Economic Development, Wellington on 24 April The meeting opened at 10:00. PRESENT Alan Jamieson (Chairman) Roger Kippenberger Kieran Shanahan Dave Kershaw Hugh Railton Toby Farmer AVA Airways New Zealand NZ Defence Force Ministry of Economic Development HR Consulting CAA APOLOGIES: Mark Shepherd, Air New Zealand Bruce Emirali, NZ Defence Force Michael Stewart, Airways New Zealand Peter Casey, The Radio Network Ltd David Park, Geospatial Research Centre REPORT OF SEVENTH MEETING AND MATTERS ARISING The Report of the Seventh Meeting was accepted. FMBC interference and ILS receivers Toby Farmer reported that there had been very little activity by CAA since the last meeting. The May/June 2007 edition of the CAA s Vector magazine had carried an article pointing out that the ILS receiver standards specified in Civil Aviation Rules did not meet the ICAO 1998 standards, and that aircraft with earlier receivers were more susceptible to interference from FMBC in the upper part of the MHz band. Hugh Railton noted that errors of up to 5 o had been experienced in Europe. It was agreed that the ASG would continue to monitor the issue. Cellphones on board aircraft Alan Jamieson reported that ICAO had responded to the APT invitation (refer to Attachment B) to set up a joint study on the cellphone issue and that this would be discussed at the AWF meeting in August. An ICAO input to the AWF would S-A (DW doc) 1
2 propose a simplified version of the framework, with references to airworthiness certification mminimised or removed altogether. Hugh noted that OnAir had gained airworthiness certification from the UKCAA and that AeroMobile had permissions to use its system over 30 countries. Qantas testing programme had been satisfactory, with 8000 successful passenger log-ins from attempts. The trial had involved SMS only, and there had been no reports of interference. Japan was considering introducing 3G services on board. Vodafone Australia was seeking a roaming arrangement with AeroMobile. (Refer to Attachment A for further details provided by AeroMobile). ASG Position for WRC-07 Alan and Toby had not yet been able to finalise the ASG Position document; a simple table showing the CPM Methods preferred had been circulated to CPG chairs and to MED. The action on Alan and Toby to finalise the ASG Position was carried forward. REPORTS ON MEETINGS OF INTEREST TO ASG 53 rd Radio Sector, June 2007 The Radio Sector concentrated on preparation for the APG meeting. WP8B, Geneva, June 2007 ACTION: ALAN, TOBY Alan reported that the WP 8B meeting a very heavy workload to complete reports to SG8. There was one problematic issue: the use of the 5 GHz band under AI 1.6. A status report on studies had been rejected at SG8 by European radio astronomy interests on the basis that the conclusions were not soundly based. All other studies were approved, and the CPM text on these is now sufficiently robust. Some further study needs to be done by WP 8B, particularly in regard to AM(R)S allocations in the MHz band. APT Preparatory Group, July 2007 The APG outcomes were generally similar to the ASG positions on AI 1.3, 1.4 and 1.5. On AI 1.6, the preliminary APT common proposal was for an allocation to AM(R)S of the MHz band; this had been opposed by Iran (which opposed any extra VHF allocation) and Japan, which preferred an allocation MHz). The opposition was partly based on the assumption that ITU-R is yet to complete the relevant studies. However, studies had been completed at WP8B and approved by SG8 and would be presented to the Radio Assembly. There had been some off-line discussion with Boeing about the use of R-LANs in the 5 GHz band on aircraft, and it was noted that some studies had shown interference to meteorological radars. 3 UP-DATE ON PROPOSED USE OF CELL-PHONES ON-BOARD AIRCRAFT Toby noted that Zahid Munawar had left the CAA, and that the CAA s action from the last meeting (for the CAA to work with CASA and the UAE CAA to ensure that the Qantas and Emirates approvals were not automatically accepted in NZ) had not been completed. The action was carried forward. ACTION: CAA REVIEW OF NEW ZEALAND POSITION ON AVIATION ISSUES FOR WRC-07 APG Positions Alan briefed the meeting on the positions adopted by the APG as indicated in the preliminary APT common proposals (PACPs). He noted that the PACPs would become draft APT Common Proposals after editorial work and would then be circulated to countries for approval or otherwise, and the outcome of the resulting voting would determine exactly what the Common Proposals would be. AI 1.3 Up-grade of RLS and extended allocation for the EESS and SRS Support primary allocation to the radiolocation service in the band GHz, with a footnote requiring no harmful interference to, nor protection from the Maritime RNS and the ARNS. Support Earth exploration satellite service (EESS) (active) and space research service (SRS) (active) allocation in the GHz band, with footnotes to be added. AI 1.4 IMT 2000 Allocation to IMT in the band MHz not supported (NOC). AI 1.5 Aeronautical Telemetry and Telecommand No support for AMT allocation in 4 and 6 GHz bands (NOC). No support for AMT allocation in core MLS band of MHz (NOC). Support for AMT for flight test in the band MHz, but any use under AI 1.6 for AM(R)S to take precedence, with a footnote that AMT shall not interfere with other services. ICAO is invited to participate in further studies. This is the MLS extension band, and there may be a need to allow for future use by MLS. However, this is unlikely outside of Europe. No support for AMT allocation in the band (NOC). S-A (DW doc) 3

ICAO to complete SARPs before use for AM(R)S. ITU to complete sharing studies with ARNS. No support for AM(R)S allocation in the bands and MHz (NOC). AI 7.2 New Agenda Items for Future Conferences Support a new item on spectrum requirements for UAS. Support studies of GHz band for AMS(R)S spectrum requirements. IATA and ICAO Positions The IATA and ICAO positions had been circulated to members. Both positions were very close to the ASG positions. OTHER BUSINESS Dave Kershaw noted that a web-site relaying ATC voice communications had closed after being approached by MED. The APT tasked the Asia-Pacific Telecommunity Wireless Forum (AWF) for action. The AWF develops, inter alia, Recommendations, Reports and Opinions on radio regulatory matters, and work has been proceeding on an AWF Opinion on the Framework for the use of Mobile Phones on board Aircraft. The most recent meeting of the AWF was held in Bangkok in January last immediately after the fourth APT Preparatory Group meeting (APG2007-4) for the forthcoming World Radiocommunication Conference of the International Telecommunication Union. At that AWF meeting consideration continued on the draft Opinion and the discussions at the meeting benefited from the presence of ICAO officials, particularly Mr. Robert Witzen from ICAO Headquarters, Montreal, who were also present for the APG meeting. In the AWF discussions, the following conclusions were reached: 1. The issue of the use of mobile phones on-board aircraft has become a global issue requiring a globally harmonized approach. 2. While developments in Europe such as the recent decision by the Electronic Communications Committee (ECC) of the European Conference of Postal and Telecommunications Administrations (CEPT) need to be taken into account by the AWF, conditions concerning the use of mobile phones in Asia-Pacific are different than those in Europe and will need to be reflected in the Draft AWF Opinion. 10 3. The issues can be grouped into three areas of interest as follows: a. Issues primarily of concern to radio regulators. b. Issues primarily of concern to civil aviation authorities and aviation regulators. c. Issues primarily of interest to airlines and IATA. 4. There is benefit to be gained by the active participation, coordination and cooperation of ICAO and aviation experts in the further work of the AWF on this topic and that a suitable method to encourage this on a joint basis needs to be found It was also noted that the AWF has an important role to play in completing its studies on this topic with the joint participation of both radio regulatory and aviation experts. It is in this context that I am writing to you to suggest that the AWF develop with ICAO a cooperative approach to studying the use of mobile phones on-board aircraft. We understand that our two organizations would have complimentary regulatory roles to play in terms of civil aviation considerations on the one hand and radio regulatory considerations on the other. If you agree with this approach, I would further suggest that we task our experts to develop a plan for the way forward, recognising that these studies are a necessary precursor to the preparation of any regulatory provisions. We also understand from the viewpoint of the proponents of these systems, such as SITA/OnAir and Aeromobile, that the studies need to be conducted in a timely manner. I look forward to your early response as I consider that our potential cooperation on this matter would be an example for others in the radio regulatory field to follow on matters of mutual interest to civil aviation and radio regulatory communities.
