THE ITEM WAS RECEIVED AND EXAMINED IN THE EXPLOSIVES UNIT: Item 242 One (1) Digital CD "Starbucks on Broadway" (1B7, E ) This report contains the results of the Explosives and Hazardous Device examinations conducted in the Explosives Unit. Conclusions: Present in the submitted Items 1 through 5-2 are the disassembled remains of an Improvised Incendiary Explosive Device (IIED), also known as a destructive device or homemade bomb. The general components of an IIED of this type consist of a pyrotechnic device, an ignitable liquid, and an ignitable liquid container which are present in Items 1 through 5-2. This IIED consisted of four (4) shotgun shells containing buckshot that were taped to mortar shell pyrotechnic devices. The fuzing system from one intact mortar shell, consisting of a length of hobby fuse is present. Remains of an ignitable liquid container were recovered, and residues of an ignitable liquid were identified. A compressed gas cylinder was present with the IIED. Properly assembled and initiated, this type of device could cause property damage, personal injury, or death. A detailed description of the components that comprise this IIED is provided hereafter. 3 Case 1:16-cr JCH Document 47-3 Filed 04/20/18 Page 3 of 11 Results of Examinations: Main Charge Container: Pyrotechnic Mortar Shells: Present in Item 1 are the remnants of six (6) pyrotechnic mortar shells. One (1) of the shells is relatively intact yet shows damage as if exposed to a fire. It is a green colored spherical shaped container measuring approximately inches in diameter. There is a base attached to the sphere measuring approximately 1.2 inches in diameter which is similar in construction and dimension to the other five (5) sphere bases present in Item 1. 4 Case 1:16-cr JCH Document 47-3 Filed 04/20/18 Page 4 of 11 Explosive Main Charge: Removed from the spherical pyrotechnic mortar shell Item 1-1 were approximately 19 grams of powder. A sample of the powder labeled Item was identified as a pyrotechnic material also classified as a low explosive. For detailed information on the chemical analyses conducted on the explosive main charge, see the FBI Laboratory Report of David A. McCollam, Explosives Unit, dated June 14, When properly ignited by a suitable source of heat, low explosives are designed to deflagrate and generate gases. Properly confined in a container, the gases generate pressure on the container walls and cause an explosion of the container. (DAM) Fuzing System: Present in Item is a length of green colored hobby fuse removed from Item 1. Chemical analyses of Item revealed the presence of a pyrotechnic mixture. For detailed information on the chemical analyses conducted on the hobby fuse, see the FBI Laboratory Report of David A. McCollam, Explosives Unit, dated June 14, (DAM) Shotgun Shells/Fragmentation: Enhancements: Present in Item 4 are four (4) shotgun shells which were taped together with the pyrotechnic mortar shells. Each shell is black in color and measures approximately 2 inches in length. Each shotgun shell contained approximately eight (8) spherical buckshot. Manufacturer information on the shotgun shells included the following: H CRITICAL DEFENCE 126A 2 ¾ OO BUCK 70 MM 690 BAR The buckshot from the shotgun shells is utilized as fragmentation in this IIED. An explosion would have caused the buckshot to be propelled outward at a high velocity. A powder sample weighing approximately 2.4 grams was removed from one of the shotgun shells and labeled Item 4-2. Item 4-2 was identified as a lamel shaped double base smokeless powder. Present in Item is debris from the crime scene. Improvised Ignitable Liquid Container: Present in Item 5 are the disassembled remains of plastic lids. The measurements of one plastic lid from Item 5 is approximately 3.5 inches in diameter. The lids, which are melted, have remnants of duct tape attached to them. One (1) on the lids had the following manufacturer information on it: PHOENIX CLOSURE 51 5 Present in Item 5-1 are multiple pieces of grey colored duct tape. The width of the tape varied, yet one measurement was approximately inches in width. Present in Item 5-2 was a plastic piece measuring approximately 1.5 inches in length and 1 inch in width. Item 2 may have been an improvised ignitable liquid container. Item 2 contains what appears to be the base of an orange colored melted plastic container approximately 12 inches in length. Additionally, residues of nitroglycerine (NG) and 2,4-dinitrotoluene (DNT) were identified. NG and DNT together can be found in some smokeless powder formulations. For detailed information on the evaporated gasoline, NG, and DNT, see the FBI Laboratory Report of David A. McCollam, Explosives Unit, dated June 14, (DAM) Compressed Gas Tank Present in Item 3 is a green colored helium type tank which had duct tape attached to it. The tank appeared to have been exposed to a fire. The tank measured approximately inches long in its entirety, and approximately 14 inches from its base to the handle. The diameter measured approximately inches. A hole in the tank measuring approximately long and.25 inch wide was observed. The following manufacturer markings are present on a label on the tank: FIRST AID administer oxygen. If not breathing give artificial call a physician. TAKE ACTION wear self contained breathing apparatus SPILL OR LEAK Enclosed spaces until gas is dispersed. or water spray. Present in Item 3-2 is debris from the crime scene. Video from Surveillance Cameras Present in Item 242 are videos from surveillance cameras from the crime scene. Shown in Figure #9 below depicts a still image from the video which appears to be an explosion of the IIED. Interpretations and Limitations: The explosion and/or fire resulting from the functioning of an improvised explosive or incendiary device can cause extensive damage, such as fragmentation, charring or other severe alterations of items of evidence. Due to the destructive nature of these types of energetic events, conclusive determinations as to the recognition and identification of specific device components, as well as the exact design and functioning of the device, may not always be effected in every case.
