2 GENERAL INFORMATION PENNDOT Engineering District Herr Street Harrisburg, Pa Contact: Mike Miller Maintenance Unit Phone: Fax: Vendors MUST attend the pre-bid conference to be held 7/24/2015, at 0900 in the Cumberland room at 2140 Herr Street. Harrisburg Pa. In order to be eligible to bid on this interior painting contract, No bid proposal will be accepted from any vendor unless PENNDOT verifies attendance at the pre-bid meeting. Lump sum labor includes painter and painter s helper and materials to complete work within 30 days of contract being awarded. Cost to cover all anticipated equipment, materials and tools. All repairs to metal and walls will be restored to the original condition.

3 SCOPE OF WORK Painting of the interior walls on the ground floor hallway, Dauphin room, Break room, Computer training room and the Reception area and Dauphin 8-5 office area to be determined. Painting includes surfaces inspections, surface preparation, priming and two (2) finish coats and clean up. I. ENVIROMENTAL REQUIREMENTS A. Paint surfaces only when they are free of moisture and the ambient air temperatures is 50 degrees Fahrenheit (10 degrees Celsius). B. Maintain continuous ventilation of areas where painting is occurring. C. Paint that is left over at the end of each day will not be stored on Department property. II. ACCEPTABLE MANUFACTURERS AND PRODUCTS A. Hall s and rooms to be All Surface Enamel interior/exterior Latex and door jams will be Duration Home Interior Latex Semi-Gloss B. The Department will pick the color. III. Materials A. All painting materials shall be submitted as part of submittals. Such materials shall be used without adulteration and only with such thinning as called for in the manufacturer s directions. All color schedules shall be factory mixed and exactly match the approval samples. B. Use primers and undercoats that are suitable for each surface to be covered and that are compatible with the finish coat required. The primer and finish coat must be from the same manufacturer. C. All interior walls shall be done with Sherwin Williams Duration interior latex or and approved equal. All metal trim will be done with Sherman Williams all surface enamel or an approved equal. IV. INSPECTION A. Examine surfaces scheduled to receive paint and finishes for conditions that will adversely affect execution, permanence of quality of work and which cannot be put into acceptable conditions as instructed by the product manufacturer. B. Do not proceed with surface preparation or coating application until conditions are suitable. Report any conditions to the contact administrator prior to painting that may potentially affect proper application. C. Do not apply finishes unless the moisture content of the surface is acceptable to receive the specified coating material. D. Beginning of application of any paint or primer coating means acceptable of existing surfaces or substrate.

4 V. PREPARATION A. Clean all surfaces to be painted as required to remove dust and dirt. Sand as necessary to properly prepare surfaces to receive paint. Areas that have peeling of paint shall have all paint completely removed. B. Before applying succeeding coats, primers and undercoats shall be integral and shall perform the function for which they are specified. Properly prepare and touch up all scratches, abrasions or other disfigurements and remove any foreign matter before proceeding with following coat. All spot priming or spot coating shall be feather edged into adjacent coatings to produce a smooth and level surface. VI. PROTECTION A. Protect exiting surroundings surfaces from damage caused by dripping or falling paint and other products or procedures applied for performed as part of this work. B. Repair damage to other surfaces caused by work in this section. C. Remove empty paint containers from work site. D. Post WET PAINT signs as required. VII. APPLICATION A. Apply products within accordance with manufactures instructions. B. Do not apply coating until the moisture content of the surface is within limitations recommended by the paint manufacturer. C. Apply paint with suitable brushes or rollers, which have been kept clean, free from contamination and suitable for the purpose and surface involved. No spraying allowed in any areas. D. Comply with required drying time between coats as directed by manufacturer. E. Finish coats shall be smoothed, free from brush marks, streaks, laps, sags, skips, etc. F. Make edges of paint adjoining other material or colors clean and sharp with no overlapping. VIII. UNSATISFACTORY WORK A. Painting is unsatisfactory if rusting occurs, the paint lifts, blisters, and wrinkles, has excessive runs or sags, or shows evidence of application under unfavorable conditions; the workmanship is poor; impure or unauthorized paint is used; or for other reasons determined by contract administrator or designee. IX. CLEANING A. As work proceeds, promptly remove paint were spilled, splashed or splattered. B. During progress of work, maintain premises free of unnecessary accumulation of tools, equipment, surplus materials and debris. C. Collect waste, clothes and material, which may constitute a fire hazard, place in a metal container, and remove daily from the site.

5 X. SCHEDULE A. Contractor shall apply one (1) coat of primer as needed and two (2) finish coats to the areas to be done in the scope of work. B. Contractor shall apply two (2) coats of paint to all trim. C. Hours of work will be between 5pm and midnight Monday thru Friday or otherwise approved by the project administrator. XI. SUBMITTLES A. A copy of all MSDS sheets must be provided to the contract administrator. B. Duration or an approved equal.
