8 Acknowledgements This book is the outcome of a conference held in March 1994 to celebrate the 15th anniversary of the London School of Economics Centre for Voluntary Organisation (CVO). In addition to the researchers whose papers appear in this book, the conference was attended by several experienced voluntary sector practitioners: Julian Ashby, Ian Bruce, Melvyn Carlowe, Tim Cook, Stuart Etherington, Sally Greengross, Richard Gutch, Stephen Hatch, Janet Novak, Jane Skinner, Peter Tihanyi, Winifred Tumin and Mike Whitlam. This distinguished group of practitioners not only contributed to the success of the conference by engaging over the two days in discussions with the academics, they also took time prior to the conference to prepare written comments on the research papers. In this way, they facilitated an event in which the legendary theory/practice gap was positively bridged. Our thanks are due also to the Home Office and the Third Sector Trust who helped with funding for the conference, and to Romayne Hutchison who worked with us cheerfully and meticulously in preparing this book for publication. 9 Notes on the Contributors David Billis is Director of the London School of Economics Centre for Voluntary Organisation (CVO). After graduating from the LSE, he spent ten years in a kibbutz, and was eventually responsible for financial and cost accounting. He returned to obtain a doctorate at the LSE and took up a post at BruneI University, where in 1978 he founded PORTV AC, the first university-based programme working with voluntary agencies. In 1987 he was appointed Director of the CVO, which incorporates and builds on the work of PORTVAC. In 1990 he co-founded and is International Editor of the journal Nonprofit Management and Leadership. In the past twenty years he has also worked as a researcher and consultant in the public, private and voluntary sectors in Europe, India, Africa and North and South America. In addition to numerous papers, he is the author or coauthor of a number of books, including Organising Public and Voluntary Agencies. Justin Davis Smith is Head of Research and Information at the Volunteer Centre UK, a post he has held since He was previously political assistant to the Rt Hon. Sir James Callaghan MP (now Lord Callaghan). He obtained a first class honours degree in modern history from the University of Loughborough in 1982, and a doctorate on the history of industrial relations after the Second World War in He is author of The Attlee and Churchill Administrations and Industrial Unrest (1990) and co-editor of Volunteering and Society (1992) and An Introduction to the Voluntary Sector (1994). He is co-founder of the Voluntary Action History Society. ix
10 x Notes on the Contributors Nicholas Deakin has been Professor of Social Policy and Administration at Birmingham University since Previously, he worked in central and local government and at an independent research institute. He has held numerous research grants and written widely on urban policy, race relations and the voluntary sector. His most recent publications include The Enterprise Culture and the Inner City (with John Edwards, 1993), The Costs of Welfare (edited with Robert Page, 1993) and a new edition of his text The Politics of Welfare (1994). Margaret Harris is Assistant Director of the London School of Economics Centre for Voluntary Organisation. Before moving into academia she worked in local government administration and research and as a volunteer adviser and trainer for the Citizens Advice Bureau service. She has researched and published numerous articles in the practitioner and academic press on voluntary sector management, governing bodies and religious-based organisations. Richard Kay is Director of the Rainer Foundation. He has worked in the voluntary sector in senior management positions for the last eighteen years, following a period in the public sector. Papers based on his research into chief executives in the voluntary sector have been published in the Cranfield School of Management Working Papers (1992), The Future of Services Management (co-author with Professor Colin Fletcher), The Cranfield Management Series (ed. Colin Armistead, 1994) and in Nonpro.fit Management and Leadership, no. 3, vol. 4 (1994). Martin Knapp is Professor of the Economics of Social Care, Personal Social Services Research Unit, University of Kent at Canterbury, where he has been employed since Since 1993 he has also been Professor of Health Economics and Director of the Centre for the Economics of Mental Health, Institute of Psychiatry, University of London. He has written ten books and published over a hundred journal articles in the areas of health and social policy. He was co-editor of Voluntas from 1990 to Diana Leat is Visiting Senior Research Fellow at VOLPROF, City University Business School. She has held research and teaching posts in a number of universities and national voluntary organisations.

Her most recent publications include: Managing Across Sectors: Similarities and Differences Between For-Profit and Voluntary Non Profit Organisations, VOLPROF, City University Business School, London; Trusts in Transition: the Policy and Practice of Grant Giving Trusts, Joseph Rowntree Foundation, York (with I. Bruce); Management for Tomorrow, VOLPROF, City University Business School, London; The Development of Community Care by the Independent Sector, Policy Studies Institute, London. Jane Lewis is a Professor of Social Policy at the London School of Economics. She is currently engaged in research on the implementation of the 1990 community care legislation. Her publications include The Voluntary Sector, the State and Social Work in Britain, (1995) and (with David Clark and David Morgan) Whom God Hath Joined Together: Marriage Guidance, (1992). Tony Marshall gained his MA degree in Social Anthropology at Cambridge University. He is Principal Research Officer in the Research and Planning Unit at the Home Office and is currently responsible for research on the voluntary sector, refugees, partnership between agencies and mediation. He has carried out research on many aspects of criminal justice, community, social policy and voluntary organisations. He was the first Director of Mediation UK, a national voluntary organisation, for two years, and later acted as Chair of its Trustees. His publications include Counselling and School Social Work; Bringing People Together; Alternatives to Criminal Courts; Crime and Accountability and Community Disorders and Policing. Stephen Osborne is a lecturer in Public Services Management at Aston Business School, Aston University, which he joined in He is also Joint Director of the Voluntary and Non-profit Research Unit at Aston University. He is a qualified social worker, with twelve years' experience as a social work practitioner and manager. He has directed a number of recent research projects about voluntary organisations, including studies of their role in innovation in social services, and of the income and expenditure of the voluntary sector in the UK. He has spoken extensively at international conferences as a result of this research. He is co-author (with Sandra Nutley) of the mainstream textbook The Public Sector Management Handbook.
12 xii Notes on the Contributors Rob Paton is a Senior Lecturer in Management at the Open University. His early research was on employee buy-outs, co-ops and local employment initiatives. Subsequently he set up and directed the Voluntary Sector Management Programme, which attracts more than 500 students a year. He currently chairs the MBA foundation course at the Business School. His publications include Reluctant Entrepreneurs, (with Carolyn Hooker) Developing Managers in Voluntary Organizations: a Handbook and (as co-editor) Issues in Voluntary and Non-profit Management. Marilyn Taylor joined the School for Advanced Urban Studies at the University of Bristol in 1990 after twenty-one years working in the voluntary and community sectors. She has written widely on community development and voluntary sector issues and published a series of State of the Sector reports for the National Council for Voluntary Organisations. Her most recent publication, with colleagues, is Encouraging Diversity: Voluntary and Private Organisations in Community Care (1995). David Wilson is Professor of Organization Studies at Aston University, Birmingham. He was previously at Warwick Business School, Bradford Management Centre and the University of Uppsala, Sweden. He is Vice-Chairman of the British Academy of Management. He is the author of five books and over fifty articles on strategic decisionmaking and managing organisational diversity and change. His current research includes work on strategic performance and the financial income and expenditure national survey of voluntary organisations.
