3 Members: The Broward County PBA recently ratified two collective bargaining agreements: one in Sunrise with Lieutenants and the second in Hollywood with the Lieutenants, Sergeants and Officers. We hope to complete the collective bargaining process in both Miramar and Hallandale Beach soon. As local governments begin to bounce back with higher property values, elected officials realize the importance of being competitive and retaining quality Police Officers. This is certainly a good sign and positive direction following the recent financial crisis and real estate slump. 4 Inside BSO PBA/BSO Membership Transition PBA/BSO dues automatically ceased on October 3, You are no longer a member of the PBA unless you contact the PBA office to advise that you would like to keep your membership. Can I continue my PBA membership? Yes. You will be billed on a quarterly basis. Contact Ann at the PBA a.s.a.p. What will my dues be? Dues will now be $ quarterly (was $168.87). Do I lose any PBA Benefits? No. Not if you remain a member in good standing. Do I have to join IUPA? No. Can I belong to both unions? Yes. Can I vote for contracts if I am a PBA member? Yes. You are still a member of the Deputies and Sergeants Bargaining Unit. Can I attend collective bargaining meetings as a PBA member? Yes. These meetings are open to the collective bargaining unit. What will happen to my AFLAC/Disability Insurance deductions? We are currently researching this. Is it possible for Sergeants to create their own bargaining unit? We are currently researching this. Will I still have legal representation on my open cases? Yes, if you keep your PBA membership in good standing. Will Chris Palamara still represent me at the ABB Board? For membership-related questions, contact Ann via asaunders@bcpba.org 10-8 with Meghan Anderson Meghan Anderson The BCPBA welcomes Meghan Anderson to the Executive Board. Appointed by Jeff Marano in accordance with BCPBA bylaws, Meghan will assume the role of Secretary that was previously held by Lee Martin. It was a middle school teacher who inspired Meghan to become a police officer. I had a history teacher who was a retired police officer. When he described his former career, it sounded like something I would like. Upon graduation from Boca Raton Community High School, Meghan attended Florida State University. She received a degree in criminal justice in April, 2000 and entered the police academy shortly thereafter. Meghan s first job in law enforcement was with the Florida Department of Corrections. I worked two years as a probation officer. I learned a lot about how the trial process works, and how sentencing works. I made solid contacts in law enforcement throughout the state. Meghan s work in probation caught the attention of BSO. A group of about 15 probation officers were recruited by the Broward Sheriff s Office. We were put through crossover training for DLE. Meghan started working for BSO in February, She has worked in several districts that include Unincorporated Pompano, and the City of Pompano and Dania Beach. She has also worked as a detective in the property crime, robbery, and violent crimes divisions. She is currently assigned to road patrol with Dania Beach. Meghan was asked to run as a PBA rep almost three years ago. I felt it was time to stop complaining and try to do something. As Secretary, Meghan plans to work on increasing member outreach. Meghan plans to improve the communication funnel between members, reps and the Executive Board. 5 Lauderhill Welcomes PD Veteran Constance Stanley as Acting Police Chief By Gregory Solowsky The City of Lauderhill Welcomes Lauderhill PD Veteran Constance Stanley as Acting Police Chief The City of Lauderhill would like to congratulate Constance Stanley as Lauderhill s new Acting Police Chief. Chief Stanley has been in law enforcement for over 24 years, serving 21 of those years right here in the City of Lauderhill. Having come up through the ranks in Lauderhill, Stanley has served in the Patrol Division, Criminal Investigations Division, the Professional Standards Unit, Traffic Division, Victim Services Unit, Crisis Intervention Unit, Crime Prevention Unit, Canine Unit, and has been the Public Information Officer for the department. Her most recent promotion was to Major in February Her impressive resume includes an Associate s and Bachelor s Degree in Criminal Justice as well as a graduate of the FBI National Academy, the Southern Police Institute s Command Officer s Development Course, and the Senior Management Institute at the Kennedy School of Government. Stanley is very active in several Professional Organizations to include the National Organization of Black Law Enforcement Officers, the Police Executive Research Forum, the American Society of Public Administrators, and the National Forum for Black Public Administrators. Chief Stanley is also a proud mother of one, and as she will tell you an even prouder Grandmother of two. The City of Lauderhill would also like to wish outgoing Police Chief Andrew Smalling best wishes on his new endeavors after four years of serving the City of Lauderhill. Smalling will remain with the City of Lauderhill as a consultant in order to assist Chief Stanley s transition in her new role. The City of Lauderhill wishes Chief Smalling and his family much success as they begin the next chapter of their lives. By Gregory Solowsky Recently, members from the Lauderhill Police Lieutenants chapter of the Broward PBA donated their time and funds to help the Lauderhill Community Back to School Event, which was held on Saturday August 15th at West Ken Lark Park in Lauderhill. This event was held to distribute over 1000 book bags filled with school supplies to students in the Lauderhill area who needed a head start when returning to school. All of the book bags and school supplies were purchased with money donated by local sponsors, churches, Home Owners Associations and the Lauderhill Lieutenants Chapter of the Broward County Police Benevolent Association (PBA). As you can see from the large pile of book bags donated, the community and the PBA really helped out. The Lauderhill students and their families were very appreciative for the time and donations made available for those who needed them. This was made apparent by the smiling faces of both the children and families who received the book bags and the many expressions of Thank You the volunteers received as the families made their way through the donation line. 7 The V.P. s VISION Shock and Awe! Now that the BSO PERC election results are in, we will assess what triggered this vote in the first place. PBA leadership has learned that there are a lot of disgruntled Deputies working for the Broward Sheriff s Office. Based on conversations we ve had with some of them, it seems that most of their frustration stems from how they are treated by upper management. Many of the issues with upper management are out of the control of PBA, but people need a place to vent and a target to point fingers at. We get it. PBA will continue to listen to your complaints about the agency and how they are treating you at the negotiating table. We will continue to follow how unfair contracts with cities are destroying the collective bargaining process with the Sheriff s Office. We will work hard to fix the things that are out of your control and sometimes even ours. We will champion the fights that might give us a black eye in the first round, but will give us the determination for the knockout blow in the last round. Remember, BSO is your agency, take it back!! Please stay involved and support your Reps. Continue to stand at the polls and keep the ideas flowing. The PBA is the voice of law enforcement and we heard you loud and clear. Keep the PBA! Now help us unite, heal, and fight as one. Stand together not divided. We would like to thank all the Reps, supporters, and PBA staff who helped during the PERC election process. Stand proud knowing that you made a difference by providing truthful and timely information that kept members informed about their voting choice. No matter what the others say, the PBA is here to stay. Rod Skirvin GO TEAM! BCPBA Welcomes Kristin The Broward PBA welcomes Kristin Manfredonia as its new receptionist and office assistant. Kristin is a graduate of Monarch High School in Coconut Creek. She attended the University of Central Florida for one year before returning to South Florida to enroll in F.A.U. as a full-time, degree-seeking student in the Elementary Education Program. In addition to her studies, Kristin spent eight years as a cheerleading coach where she led teams to victory in Universal Cheerleaders Association competitions. Teams coached by Kristin have earned First Place and Superior prizes. One of her proudest moments was coaching a special needs cheerleading team to success in competition. Kristin also enjoys line dancing and is expecting a baby in February. The Broward PBA is proud to have Kristin as part of our team. She has promised that she won t make any staff or members perform back flips.
