1 MINUTES OF MEETING OF LOUISIANA REAL ESTATE COMMISSION May 18, 2016 The Louisiana Real Estate Commission held its meeting on Wednesday, May 18, 2016, at 1:00 p.m., at 9071 Interline Ave, Baton Rouge, Louisiana, according to regular call, of which all members of the Commission were duly notified, at which meeting the following members were present: COMMISSION Lynda Nugent Smith, Chairman Evelyn Wolford, Vice Chairman Lacy Baaheth Jeff Donnes Kelly Ducote Eloise Gauthier James Gosslee Deanna Norman Richman Reinauer Patrick Roberts, Jr. STAFF Bruce Unangst, Executive Director Arlene Edwards, Legal Counsel Summer Mire Telly Hollis Robert Maynor Chad Mayo Ryan Shaw The following people appeared in connection with their request to obtain a real estate license: (Please see official transcript for complete hearing) : Kristine Ackels failed to appear at the hearing : Brandy Boney self- reported to the following felony: June 2, 2003 Entry of Inhabited Dwelling and Simple Burglary. For this offense, she was sentenced to a prison term of five years. The sentence was suspended and she was placed on supervised probation for five years. She was also ordered to pay a fine of $350.00, court costs of $188.00, reimburse the Public Defender Board $ and pay a $55.00 per month supervision fee. Ms. Boney was

2 released from probation effective April 24, 2007 and received a First Offender Pardon. After discussion, Commissioner Wolford made motion, seconded by Commissioner Reinauer, to allow Ms. Boney the opportunity to obtain a real estate license. Motion carried 6-3 with Commissioners Ducote, Gosslee, and Reinauer voting in opposition : Markeeda Brown-Adams Ms. Brown-Adams pled guilty to the following felonies: January 30, 2008, conspiracy to commit bank fraud, bank fraud aiding and abetting. For these offenses, she was sentenced to a prison term of one year and one day. She was also ordered to pay a special assessment of $ and restitution in the amount of $185,307 jointly with codefendants. Upon release from imprisonment, she was on supervised release for three years. Ms. Brown-Adams was released from probation effective March 5, After discussion, Commissioner Wolford made motion, seconded by Commissioner Ducote, to deny Ms. Brown- Adams the opportunity to obtain her real estate license : Cassidi Anne Considine Ms. Considine self-reported pleading guilty to the following felony: May 22, 2000, distribution of a controlled dangerous substance. For this offense, she was sentenced to 5 years in prison. The sentence was suspended and she was placed on probation for a term of 3 years. She was also ordered to pay a fine in the amount of $600.00, all court costs, and a probation fee of $30.00 per month. Ms. Considine was released from probation and received a First Offender Pardon effective May 22, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Donnes, to allow Ms. Considine the opportunity to obtain a real estate license : Conchetta Cordova Ms. Cordova self-reported pleading guilty to the following felony: October 2, 1998, Uttering Forgery. For this offense, she was sentenced to a ten year prison term. The sentence was suspended and she was placed on probation for five years. In addition, she was ordered to pay a fine of $ and restitution in the amount of $ with her co-defendant. She was solely responsible for paying restitution in the amount of $434.58, $ to the Economic Crime Unit and court costs. Ms. Cordova was released from probation effective November 18, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Wolford, to allow Ms. Cordova the opportunity to obtain her real estate license : David Louis Courtade Mr. Courtade pled guilty to the following felony: November 5, 2015, possession of hydromorphone. For this offense, he was sentenced to five years at hard labor. That sentence was suspended and he received 5 years of active probation. He was also ordered to pay $ in fines, fees, and court costs. Mr. Courtade is currently on probation until November He has taken advantage of an opportunity to attend an 18 month drug court program. Upon successful completion in June 2017, his original five year probation will be terminated. After discussion, Commissioner Reinauer made motion, seconded by Commissioner Gauthier, to deny Mr. Courtade the opportunity to obtain his real estate license. Motion carried without opposition : Valdosta Courtney Ms. Courtney pled guilty to the following felony: July 10, 1991, possession of stolen property valued at over $ For this offense, she was sentenced to five years in the Department of Corrections with credit for time served. The sentence was suspended and she was placed on five years active probation. In addition, she was ordered to pay $20 per month for probation supervision, $ in restitution to the victim, and $

3 in court costs. Ms. Courtney was released from probation and given a first offender pardon effective August 26, After discussion, Commissioner Ducote made motion, seconded by Commissioner Roberts, to allow Ms. Courtney the opportunity to obtain her real estate license : Douglas Crump Mr. Crump pled guilty to the following felony: April 28, 2004, theft of goods over $ For this offense, he was sentenced to a prison term of three years with credit for time served. The sentence was suspended and he was placed on active probation for three years. In addition, he was ordered to perform one hundred hours of community service, write an essay, obtain a GED, and pay restitution. Mr. Crump was released from probation and received a first offender pardon effective May 18, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Wolford, to allow Mr. Crump the opportunity to obtain his real estate license : Michael Harris Mr. Harris pled guilty to the following felonies: June 25, 1992, distribution of cocaine. For this offense, he was sentenced to a five year prison term which was suspended and he was placed on two years of active probation. He was also ordered to pay a fine of $500.00, court costs, and a $20.00 monthly probation supervision fee. January 27, 1994, distribution of cocaine. For this offense, he was sentenced to a five year prison term with credit for time served. April 5, 2000, aggravated battery and aggravated burglary. For this offense, he was sentenced to a five year prison term with credit for time served. Mr. Harris was released from probation effective May 22, After discussion, Commissioner Donnes made motion, seconded by Commissioner Ducote, to allow Mr. Harris the opportunity to obtain his real estate license. Motion carried 6-3 with Commissioners Gosslee, Norman and Reinauer voting in opposition : David Jiles Mr. Jiles pled guilty to the following felony: April 2, 207, illegal possession of stolen things. For this offense, he was sentenced to three years of probation. Mr. Jiles was released from probation effective November 8, His conviction was set aside and the prosecution dismissed pursuant to Article 893. After discussion, Commissioner Gosslee made motion, seconded by Commissioner Norman, to deny Mr. Jiles the opportunity to obtain his real estate license. Motion carried 5-4 with Commissioners Baaheth, Donnes, Reinauer and Roberts voting in opposition : Anthony Landry (second appearance before the commission) Mr. Landry pled guilty to the following felonies: November 19, 2009, forgery of a financial instrument. For this offense, he was sentenced to two years in prison. The sentence was suspended and he was placed on community supervision for five years. He was also ordered to pay a fine of $ and court costs. February 2, 1990, possession with intent to deliver cocaine, delivery of cocaine. For this offense, he was sentenced to five years in prison with credit for time served. His sentence was suspended and he was given ten years of probation. Mr. Landry was released from probation/community supervision effective November 12, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Gosslee, to allow Mr. Landry the opportunity to obtain his real estate license. Motion carried 7-2 with Commissioners Ducote and Gauthier voting in opposition : Lionel Mason, Jr. Mr. Mason pled guilty to the following felonies: September 17, 1998, possession of a controlled dangerous substance. For this offense, he was sentenced to 3

4 imprisonment for a term of two years. The sentence was suspended and he was placed on active probation for a term of two years. He was also ordered to pay a fine of $500.00, court costs, a commissioner s fee of $100.00, and a supervision fee of $ He was instructed to complete a drug rehab program and achieve a sixth grade reading level. Mr. Mason was released from probation and received a first offenders pardon effective September 17, May 27, 2010, possession of a controlled dangerous substance. May 27, 2010, theft of goods $300-$500. For these offenses, Mr. Mason was sentenced to four years in prison which was deferred. He was placed on two years of supervision in the Drug Court Program. Mr. Mason successfully completed the Drug Court Program on May 22, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Roberts, to allow Mr. Mason the opportunity to obtain his real estate license : Brock D. Roy Mr. Roy self-reported pleading guilty to the following felony: April 21, 1997, possession of marijuana. For this offense, he was sentenced to 18 months confinement. The prison term was suspended and he was placed on supervised probation for two years. He was also ordered to pay a fine of $ and court costs. Mr. Roy was released from probation effective May 26, After discussion, Commissioner Reinauer made motion, seconded by Commissioner Gauthier, to allow Mr. Roy the opportunity to obtain a real estate license : Tony Douglas Smith, Jr. Mr. Smith self-reported pleading guilty to the following felonies: November 19, 2008, simple burglary, theft of $ or more, unauthorized entry of an inhabited dwelling. For each count, he was sentenced to a six year prison term to run concurrently which was suspended and he was placed on five years active probation with the condition he serve five months in parish prison with credit for time served. In addition, he was ordered to pay $ and court costs. According to Mr. Smith, he was also ordered to pay restitution in the amount of $20, Mr. Smith was released from probation and received a first offender pardon effective May 7, His supervised probation was extended to allow additional time to complete the restitution payment. After discussion, Commissioner Donnes made motion, seconded by Commissioner Roberts, to allow Mr. Smith the opportunity to obtain his real estate license. Motion failed to carry with Commissioners Wolford, Baaheth, Gauthier, Gosslee, and Norman voting in opposition : Staci Nicole Tolbert Ms. Tolbert pled guilty to the following felony: January 1, 2004, conspiracy to violate 21 USC 841(a)(1) manufacture, distribute, or dispense, or possess with intent to manufacture, distribute, or dispense a controlled substance. For this offense, she was sentenced to a prison term of 24 months. Upon release from imprisonment, she was placed on supervised release for a term of five years. Ms. Tolbert was released from supervised probation effective October 2, After discussion, Commissioner Ducote made motion, seconded by Commissioner Reinauer, to allow Ms. Tolbert the opportunity to obtain her real estate license. 4
