3 Visit Vilnius University! Vilnius University is the oldest university in the Baltic states and one of the oldest in Northern Europe. It is the largest university in Lithuania. Vilnius University was founded in the 16th century while Europe and of course Lithuania was in the grips of the Protestant Reformation movement. Catholic monks, Jesuits, were called to stop the spread of the movement and were asked to take over education policy. In 1569 they established a college and just 10 years later, the University of Vilnius was born. Afterwards, the campuses of Vilnius University were built and as a result, all feature Gothic, Baroque and Classical styles of architecture, and the main building s medieval exterior is a stark contrast to its lively student atmosphere. The oldest building of the campus is home to three faculties history, philology and philosophy and the main Library, which was built in It contains one of e two existing copies of the first ever book printed in Lithuania, The Simple Words of Catchecism, which was written by Martynas Mažvydas in Currently the University is a signatory of the Magna Charta of European universities and a member of the International Association of Universities, European University Association, the Conference of Baltic University Rectors, the Utrecht Network, UNICA Network, and the Baltic Sea Region University Network. In addition, Vilnius University has been invited to join the Coimbra Group, a network of prestigious European universities, from 1 January `It resumed its status as one of the prominent universities in Lithuania, a leader in science and research. European university traditions, academic freedom and diversity of opinions, the ability to deal with new challenges in the constantly changing world, and social responsibility are the fundamental values of the University. 3

Design driven innovation: it s new frontiers (21-22 November 2018, Brussels policy forum) Agency for Science, Innovation and Technology Agency for Science, Innovation and Technology (MITA) is the main governmental institution, responsible for implementation of innovation policy in Lithuania. Briefly, it is a national innovation agency. MITA was established on 4th of May in 2010 with the aim to foster business and science cooperation and to create a friendly environment for business needs and innovation. These goals are foreseen in national Innovation Strategy for the year , approved by Lithuanian Government. Two ministries: the Ministry of Economy and the Ministry of Education and Science are the main founders of MITA. The activities of MITA are jointly supported and funded by them. The main activity is the coordination of national activities and international programmes (HORIZON2020, EUREKA, EUROSTARS) of research, technological development and innovation and other financial schemes (innovation vouchers, protection of industrial property rights). Since 2011, Lithuania has been a member of TAFTIE association. In 2018, Lithuania has an ambitious goal to take the chairmanship for TAFTIE and would like to take an active part in the discussions on how to better implement research and innovation policies. 4

Scientific institutions have the proven potential of supporting the formation and development of new sciencebased industries, however, a significant variation persists both across and within countries, to the extent of which universities are in fact achieving this potential. Technology transfer offices play an important role in deep process of technology transfer and help universities make more contributions during national technological innovation and economic construction. Key questions for the Expert session II: How organizational structures of scientific institutions matter in shaping the ability of academic scientists to further develop their research in an industrial environment? 7 Ričardas Valančiauskas MITA Ričardas Valančiauskas is the head of R&D Programmes and International Cooperation Department at MITA. The department implements various programmes and initiatives designed to promote applied research, commercialization of R&D results and development of innovation. It also covers international cooperation and participation in international R&D programmes (e.g. Horizon 2020). Ričardas joined MITA in 2011 with a focus on the promotion of IP management and open access to public research infrastructures. Later he s been actively involved in the development of national Smart specialization strategy, implementation of Green Industry Innovation Programme, Technological Development Programme and other schemes. Ričardas has a dual background. He holds a Master s Degree in Innovation and Technology Management and a Master s Degree in Law. Vygandas Jūras Co-founder and CEO of Ferentis Vygandas Jūras is an entrepreneur, angel investor, investment banking, finance and venture capital professional with over 25 years experience. For the last 4 years Vygandas has been a co-founder of UAB Ferentis a tissue engineering and biomaterials technology company, where he, as business development director, is also managing intellectual property development. Prior to this project, Vygandas has worked as a Head of investment bank MP Bank, was the Director of Strategic development and research department at the largest Lithuanian telecommunications company TEO LT, AB, in charge of M&A and strategic R&D projects. Prior to TEO, Vygandas was a partner at BaltCap Management, a regional private equity fund manager. Prior to BaltCap, Vygandas worked for management consulting companies PricewaterhouseCoopers, Deloitte and KPMG/Barents Group in USA, Moldova, Kyrgyzstan, Kazakhstan and Lithuania. Vygandas holds a BA in Political Science from Macalester College, USA and an MSc in Management from the University of Management and Economics (ISM), Lithuania. 7
8 Jens Kristian Damsgaard Partner Opencircle Capital Jens has been driving technology commercialization his entire career. From leading technology transfer in global reaching research organizations, over successful entrepreneur ventures to corporate venture and now a partner in Opencircle venture capital operating out of Lithuania. He holds an M Sc. and MPM from University of Southern Denmark, Executive Certificate from MIT and an Executive management certificate from INSEAD. He has licensed 75+ technologies to global players like Toyota (JP), GSK (UK), Honeywell (US) and Siemens (DE). He has managed 25+ investments in early stage technology companies and has done syndication with partners like Aker Capital (N), Novo (DK), Epidarex Capital (UK) and Sway Ventures (US). Noticeable technology transfer engagements are Universal Robots spun out of University of Southern Denmark and acquired by Terradyne (US) for 400M and Krill A/S acquired by Aker Biomarine (N). Besides his work in the business space, he is doing consulting work for public organizations like European Commission, government administrations, and universities in Europe. He has been speaking at a large number of international conferences on technology commercialization and investments organized by eg. OECD, European Commission, AUTM, ASTP, and Reuters.. Dr. Koenraad Debackere Managing director of KU Leuven Research & Development and chairman of the KU Leuven seed fund Koenraad Debackere is a professor of Technology and Innovation Management & Policy at KU Leuven since He has degrees in engineering and business. He was a visiting doctoral student and Fulbright post-doctoral fellow at MIT Sloan School and obtained best paper awards from the TIM Division of the American Academy of Management, the Decision Sciences Institute and the International Association for the Management of Technology. In 2006 he was awarded the Prize for Scientific Excellence of the Belgian Entreprise Foundation (VBO). In 2007 he received an honorary professorship from the Science Policy Research Unit at the University of Sussex. He is the managing director of KU Leuven Research & Development and chairman of the KU Leuven seed fund, Gemma Frisius. He is co-founder and chairman of Leuven.Inc, the innovation network of Leuven high-tech entrepreneurs. Since 2005, he is the general manager of KU Leuven. In 2015, he was appointed chairman of EIT Health e.v. --- a KIC of the European Institute of Innovation and Technology. 8
9 Britta C Wyatt Managing Consultant, Oxentia Ltd Oxentia is the new name for Isis Enterprise, a successful innovation management and technology commercialisation consultancy that started life as an operating division within Oxford University Innovation Ltd, the world leading technology transfer company of the University of Oxford. Since 2004, Oxentia has delivered services to a worldwide customer base in over 60 countries and is a key part of Oxford s innovation ecosystem. Britta has a background in early-stage investment, business analysis, and strategy. In 2013, she joined Oxentia s consulting team, where she supports university, government, and private sector clients to build capacity and enable innovation for the benefit of economies and societies. At Oxentia, Britta s role includes: 1) Training and mentoring innovators and TTOs on topics related to technology commercialisation, entrepreneurship, impact and innovation; 2) Helping bring innovations to market through bespoke services such as IP assessments, market research, and international business development; 3) Working in partnership with organisations to design, implement, and evaluate KEC programmes and processes, through activities such as benchmarking studies, best practice reviews, innovation ecosystem reviews, impact assessments, business planning, and higher education strategy. Before joining Oxentia, Britta worked as a commercialization consultant at Ireland s National Digital Research Centre (NDRC), an award winning early stage investor and accelerator. Britta has a BA from Denison University, and a Master s in Business Administration from the University of New Hampshire, USA. She is Prince2 certified. Jon Wulff Petersen Director of commercialization at tto a part of Plougmann Vingtoft, Copenhagen Denmark tto is the commercialization arm of the IP consultancy company Plougmann Vingtoft, headquartered in Copenhagen, Denmark. Our clients are primarily European universities and companies. Jon has worked with technology transfer for 25 years, and he has experience from both research management and consulting. He has been a member of the Board of ASTP for 4 years and he has a strong European network within the technology transfer community. Jon has been involved in many capacity-building projects, including the recent EU effort, ProgressTT. One of Jon s roles is the dialog with university clients to establish projects related to specific technologies as well as to capacity-building projects at and around the TTO office of the client university. In the framework of ProgressTT, Jon has studied the key success factors for technology transfer at European universities as well as coached three specific universities in the new EU member states and Turkey. 9
10 Jeff Skinner Executive Director of the Institute of Innovation and Entrepreneurship at London Business School Jeff Skinner is the Executive Director of the Institute of Innovation and Entrepreneurship at London Business School. He leads MBA entrepreneurship electives and many co-curricular student activities at the School. Prior to this, as Commercial Director at University College London, he conceived, built and ran UCL s Technology Transfer division - including the creation of two early-stage seed funds and separate units managing consultancy, collaborative research and new venture creation. Working alongside research students and academics, he has co-founded over thirty technology-based spinouts that have, in aggregate, raised over 30 million first round finance and returned over 20 million to UCL. He is past President of and remains closely involved with the leading UK & European tech transfer associations, PraxisUnico & ASTP-Proton. He talks, trains and consults widely throughout Europe in the field of technology commercialization. He chairs the Professional Recognition panel for the worldwide Alliance of Technology Transfer Professionals (ATTP). Before joining UCL, he was Technical Marketing Manager at Hoechst Celanese Corporation in New Jersey and prior to that, Photonics Research Manager at General Electric. His first degree was in physics and he holds a Ph.D. in thin-film photonics (UCL) and an MBA from London Business School. Dr. Nedeljko Milosavljević Director of the Center for Technology Transfer at the University of Belgrade Dr. Nedeljko Milosavljević is the Director of the Center for Technology Transfer at the University of Belgrade (CTT-UB). Setting up and running the CTT-UB gave him the opportunity to tackle issues related to technology transfer (TT) process, common for WB HEI and R&D Institutions: lack of knowledge about IP and TT among employees, lack of legal regulations, legal and procedural obstacles, financial constraints, manpower deficit, lack of structured academia-industry communication and collaboration, etc. In order to create a unified TT mechanism for a non-integrated university which consists of 31 faculties and 11 institutes, he combined his early gathered experience as a researcher (PhD in Chemical Engineering), with knowledge and experience in TT field gathered from reputable Institutions such as the University of Oxford, University of Ohio, University of Haifa, as well as from private TTOs like Ascenion. Dr. Milosavljević recognizes the importance of building professional relationships for TTOs development. Therefore, he continually makes valuable contacts on national and international level, through various networks (Technology Brokerage Network in Serbia, Network of Local Innovation Access Points, AUTM (USA), ITTN (China), High Energy Physics Technology Transfer Network HEPTech (Europe), ASTPProton (Europe), etc.) Being a part of the Board of the ASTPProton (Vice- President for Marketing and Communication), International Committee Member of AUTM and International Committee Member of ITTN provided him with an opportunity to make CTT-UB more visible and relevant in European, USA and China TT community. His efforts and results have been recognized by experts, and within Horizon2020 ProgressTT project, CTT UB was selected as one of 18 European high-potential TTOs. Also, Dr. Milosavljević was invited to join Indiegogo Crowdfunding Global Academic Outreach Program, as a leader for UB, which is designed to enable easy access to alternative funding for innovative projects. He had a pleasure to share his insights and experience on numerous national, regional and international events, hosted by IPO s, WIPO, EPO, different Universities and Organizations. Dr. Milosavljevic is also Senior Research Associate at Faculty of Technology and Metallurgy University of Belgrade. He has authored or co-authored 20 papers in top international scientific journals. 10
