He further informed the public that a notice of the meeting was published in the Daily Record. Mr. Lang stated that the Nebraska Open Meetings Law was in effect and that a copy was available in the room for review. I. Approval of Minutes: Approval of May 3, 2018 minutes. Motion by Mr. Steven Andersen to approve the minutes from the May 3, 2018 meeting with the stipulation that the motion for case number show a four (4) month extension. Second by Mr. Joseph Dore. AYES: Andersen, Cowman, Deane, Dore, Lang, Palu, Reimer, Standerford Motion carried: 8-0, Approved

Cases *Layover from 6/1/17 and 12/7/17* Christian Gray Incommon Properties, LLC 1340 Park Ave Omaha, NE S 29 St Notice dated 6/27/16 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Christian Gray and Mike Peter appeared before the Board. Wade Pease appeared on behalf of the City. Mr. Pease stated that he took over the case from Yvonne Barna. He stated he spoke with the gentlemen and was requesting a six (6) month extension because they have exterior violations. He was informed that they are having problems financing the project. He stated that they showed pictures of the fence being fixed. Mr. Peter stated that the project is part of a $15 million project and about 50% of the funding comes from federal funding sources. He submitted to the Board the list that they are on for funding and stated that they are a category 3. He explained the funding sources that are holding them up. He stated that in August they will receive TIF for the project and are requesting a six month layover and will take care of the weeds and fence. Mr. Andersen asked if they would keep the fence, debris, and weeds up more frequently. Mr. Gray confirmed. He stated that the perimeter is kept up. Mr. Pease stated that the property is kept secure when he s been there for inspections. Mr. Gerald Reimer clarified about the funding. Mr. Joseph Dore asked if it would be a possibility of funding this year. Mr. Andersen stated that six (6) months would not be enough based on the timeline presented. Mr. Peter stated that they were under the impression that six (6) months would be the most that the Board could extend it for. Mr. Reimer asked how the Board handles things that are held up due to funding reasons. Mr. Andersen stated that they don t usually go beyond a year. There is discussion about the funding. Motion by Mr. Andersen to approve a nine (9) month layover. Second by Mr. Jay Palu. AYES: Andersen, Cowman, Deane, Dore, Lang, Palu, Reimer, Standerford ABSTAIN: Ehler Motion carried: 8-0-1, Approved for nine (9) month layover. Mr. Lang asked that the record reflect that Mr. Jeffrey Ehler and Ms. Jennifer Taylor have arrived.

Steve Andersen appeared on behalf of the City. Mr. Andersen stated that he took over the case and he was under the impression that the property was to be placed on the market for sale. He stated that the property has been put on the market. He stated that the property is kept secure and clean. He would be willing to accept more time to get the property sold. Ms. Rupprecht stated the reason the property has not been sold, but they are there all the time making sure it is secure. Mr. Andersen asked if they have had any nibbles on the property. There is discussion about who has listed the property as being for sale. Mr. Reimer stated that he would be inclined to grant more than a 90 day layover. Mr. Jay Davis stated that the department would also support that. Motion by Mr. Reimer to approve a six (6) month layover. Second by Mr. Andersen. Motion carried: 9-0, Approved for six (6) month layover.

Steve Andersen appeared on behalf of the City. Mr. Andersen stated that he took the case over from Yvonne Barna. He stated that these are apartment buildings, kept clean, and secure. He is under the understanding that they want to do a complete rehab and are working on securing funding. He would support giving them more time, a layover, to get the funding to rehab the project. Mr. Palcho stated that they are in the process, within thirty (30) days of having the drawings done and have had the asbestos removal contracted to start July 1 st. HE stated that they have not started the fundraising part, they are self-funding the beginning. He stated that they are focusing on the plans to get the building plans submitted. He stated that if he could get time to get the building permit and he is applying for TIF. Mr. Lang asked if they have made the TIF application. Mr. Palcho stated that they got historical credit. Mr. Reimer asked what the hold up is. Mr. Palcho stated that it is the TIF and the first step financing. He stated he s making good progress. Mr. Reimer asked how long they are requesting. Mr. Palcho stated he didn t know, maybe four (4) months. Mr. Reimer asked about his intention. Mr. Clymens stated that it is difficult to get things done without the TIF. Mr. Reimer asked about what happens after the building permit is taken out. Mr. Davis clarified. Mr. Reimer clarified the difference between the layover and the extension for them. Mr. Andersen asked about TIF financing and building permit. Mr. Davis clarified about the permit process. There is discussion about what to do between a layover and an extension. Mr. Palu asked about the approval part two that they have. Mr. Clymens stated that they have made gains. He confirmed that a six (6) month extension would be long enough. Mr. Jerry Standerford clarified that they are looking for the building permit. Motion by Mr. Reimer to approve a six (6) month extension. Second by Mr. Palu. Motion carried: 9-0, Approved for six (6) month extension.

Brown 3947 Laurel Ave Omaha, NE Miami St Notice dated 12/7/17 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Frances Henderson appeared before the Board. Todd Shearer appeared on behalf of the City. Mr. Shearer presented updated pictures and stated that she was previously looking to donate the house. Ms. Henderson stated that they haven t been able to find someone to donate it to because of the liens on the house. She stated that her two sons own the property and one is trying to take care of an ailing parent and is unable to complete the work. She stated that she thinks the lien will be taken care of soon. Mr. Shearer stated that the property has been secured and clean since the last meeting. Ms. Henderson stated that they are keeping up with the yardwork. Mr. Andersen asked what would happen to the property if the city demolishes the building. Mr. Davis clarified. Mr. Andersen asked if she has contacted the Land Bank. Ms. Henderson stated that she has been trying to get in touch with someone but has been unable to obtain a clear answer. Mr. Andersen asked about the lien. Mr. Davis stated that the Land Bank will not be able to clear that lien. Mr. Reimer asked if she owns the property. Ms. Henderson stated that she is just representing her sons. She stated they tried to donate it but because of the liens were not able to. Mr. Davis stated there is no current demolition order on the property, so they would need to do that if that is the direction the Board wanted to go in. Mr. Reimer asked if they wanted to get rid of the property. Ms. Henderson confirmed. Mr. Reimer asked if they went through with the demo process, how they would feel about that. Ms. Henderson stated that her responsible son would think it would be helpful. There is discussion about the lien and the impact of the lien on the property. Mr. Andersen asked how much it would cost the homeowner to demolish the home. Mr. Davis stated approximately $11,000 and clarified about the lien being in first place. Mr. Lang asked if the taxes are being paid. Ms. Henderson stated that an investor was assumed to have paid it. Mr. Reimer stated what he s hearing is that she s trying to be responsible and the owners aren t being proactive and something needs to be the catalyst to move it forward. There is discussion about the City s role in the coming steps if that was the path they went down and what she would need to do. Mr. Lang encouraged her to continue to work with Habitat for Humanity or the Land Bank. Mr. Reimer stated she should give herself some grace. Motion by Mr. Andersen to deny the appeal. Second by Mr. Palu. Motion carried: 9-0, Denied

6 PROPERTY MAINTENANCE APPEALS BOARD Page Lonnie Stricklin 818 Redbud Ln Bellevue, NE Wirt St Notice dated 6/22/17 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Lonnie Stricklin appeared before the Board. Todd Shearer appeared on behalf of the City. Mr. Shearer gave a review of the case stating that the biggest problem is that the front porch is missing bricks in the column. He stated he spoke with Mr. Stricklin six (6) weeks ago and when he went out ten (10) days ago nothing had been done. He stated that he was told Mr. Stricklin is short on funds, but it has been written up for a while. He recommends denial because nothing had happened. Mr. Stricklin stated that the column is the main issue, everything else is minor, and he is keeping the exterior clean. He is currently struggling with finances and needs more time. Mr. Andersen asked about the cost of the repairs. Mr. Shearer stated there are 200 bricks that would be needed to rebuild it, giving details. He stated he has not been inside the house. Mr. Andersen asked about the cost. Mr. Shearer stated approximately $2,000. Mr. Reimer asked when it was last rented. Mr. Stricklin stated four years. Mr. Reimer asked about his intentions with the property. Mr. Stricklin responded. Mr. Andersen asked about the interior. Mr. Stricklin stated that in the last six years they have updated the inside. Mr. Reimer asked about how much the units would rent for. Mr. Stricklin detailed each unit. Mr. Reimer reviewed the cost of the repair versus the amount coming in each month. Mr. Standerford asked if he is able to fix the column on his own. Mr. Stricklin stated he was not. Mr. Reimer asked if he thought it would make sense to sell the property. Mr. Stricklin stated he couldn t get what he owes as it is. Mr. Lang asked how much time he is requesting. Mr. Stricklin stated a maximum of six months, but would get the column done in thirty days. Mr. Palu asked about other rental properties. Mr. Stricklin stated he has another in south Omaha. Mr. Standerford reviewed what was said. There is discussion about the permitting process. Mr. Palu stated that there seems to have been work that was maybe not permitted. Mr. Stricklin talked about what changes he s made to the property. Mr. Andersen stated that if the inside has been remodeled 99%, he wondered who did the work and if it was done properly. There is discussion about the work that was done. Mr. Reimer stated what he s hearing, and that it doesn t seem to be his first time with the process. Mr. Standerford reviewed that the property has been written up on the exterior only. Mr. Reimer asked if the City is fine with a denial. Motion by Mr. Reimer to deny. Second by Mr. Andersen. Motion carried: 9-0, Denied

7 PROPERTY MAINTENANCE APPEALS BOARD Page Robert Thacker 430 S 91 Cir Omaha, NE N 64 St Notice dated 8/2/17 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Robert Thacker appeared before the Board. Todd Shearer appeared on behalf of the City. Mr. Shearer stated that all permits are pulled, some don t have inspections, but he was given a picture of the plumbing inspection tag. There is discussion of the date of the approval tag. He reviewed the permits taken out and the status of the inspections. Mr. Reimer asked about his intention and timeline. Mr. Thacker stated six (6) months and to be able to rent it. Mr. Shearer stated that he would support that. Motion by Mr. Reimer to approve a six (6) month extension. Second by Ms. Kim Cowman. Motion carried: 9-0, Approved for six (6) month extension.

8 PROPERTY MAINTENANCE APPEALS BOARD Page Josh Scott 4214 Cliffton Dr Omaha, NE N 39 St Notice dated 3/20/18 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Josh Scott appeared before the Board. Todd Shearer appeared on behalf of the City. Mr. Shearer reviewed the case and stated that the property did not currently have a demo order because he did not complete the paperwork correctly, but it does need to be demolished. He stated that conversations with Mr. Scott have not gone well. Mr. Scott began arguing. Mr. Lang told him he needed to wait until the City was done presenting their case. Mr. Shearer stated that Mr. Scott s excuse was that the tenant made the problems with the property. Mr. Reimer asked if the property is occupied. Mr. Shearer stated it is vacant, a danger closed sign was posted that has since been removed, not by the City. Mr. Reimer asked if the steps have been followed for the danger closed sign. Mr. Shearer stated that he sent an . Mr. Shearer s recommendation is to deny and issue a citation. Mr. Scott stated that he has been through this before and was able to work with the inspectors. He stated his main concern is that when a tenant owes you money, they trash your stuff. He stated he evicted the tenant on December 14, 2017, reviewing what happened. He stated that when the inspector came out in February things hadn t been fixed like they should have been. He stated that the cost has been a problem. He is concerned about the demo order and the danger closed sticker which have led to break-ins and spray painting. He admitted that he did some work without a permit. He stated that the no vacancy thing was recent and the cost is not something he wants to pay. He wants to be able to fix it and rent it out again. Mr. Shearer stated he was worried about falling through the kitchen floor. Mr. Scott stated that the tenant had four dogs that used the house as their facilities. Mr. Reimer stated that he is understanding that Mr. Scott has experience managing properties but hasn t heard any action to fix the situation. Mr. Scott stated that he could have someone in by the end of the month to pull the permits that he thinks are necessary. He stated that he would not use the City standards or his to say what needs to be done, but a professional s opinion. Mr. Reimer stated that every citizen in Omaha has to do what the City inspector says. Mr. Standerford asked if he is a licensed building contractor. Mr. Scott stated he probably is. Motion by Mr. Andersen to deny the request. Second by Mr. Reimer. Motion carried: 9-0, Denied

9 PROPERTY MAINTENANCE APPEALS BOARD Page Josh Scott 4214 Cliffton Dr Omaha, NE Browne St Order dated 4/19/18 At the Property Maintenance Appeals Board meeting held on June 8, 2018, Josh Scott appeared before the Board. Yvonne Barna appeared on behalf of the City. Ms. Barna stated that she took over the case that started with a tenant complaint. She stated she was out on a reinspection a few months ago and spoke with a tenant who stated that nothing had been fixed and allowed her to go through the house. She stated that the house is done with PEX by an unlicensed plumber, no permits were pulled since it was written up last November. She sent a vacate order because of the sewage odor that was blocked by the tenant. She stated that there was no gas to the house. She stated that in the photos taken on May 25 th that the property was vacant, but that today there were new tenants moved in. She noted that the new tenants had mowed, but no outside issues had been handled. Mr. Reimer clarified about the vacate order. Mr. Scott asked about the sewer odor not being on the notice. He stated that he bought the property with the PEX. Ms. Barna stated that the sewer odor was noted in the Order to Vacate. Mr. Reimer asked if the Board has the authority to overturn a vacate order. He clarified they can grant an appeal or extension, but being able to open it up for him is not within the Board s perview. Motion by Mr. Andersen to deny. Second by Mr. Dore. Motion carried: 9-0, Denied

Steve Andersen appeared on behalf of the City. Mr. Andersen stated that he was the original inspector and that the current inspector was unable to come today. He stated that the bigger issues have gone largely untouched and reviewed the problems. He stated they recommend denying the appeal. Mr. Scott stated that this happened in 2015 and then he gets a call from the new inspector. Mr. Lang asked how long he s owned the property. Mr. Scott stated five years. Mr. Lang asked if it is currently being rented. Mr. Scott confirmed. He stated that the roof is the only thing that hasn t been done. Mr. Andersen reviewed the big items that needed to be fixed. Mr. Scott stated he did an inspection with Heartland. Mr. Reimer stated he d like to find a reason to grant his request. Motion by Mr. Andersen to deny. Second by Mr. Shawn Deane.
