8 Introduction ThisLightingMarketTransformation(LMT)ReportisjointlysubmittedbySouthernCaliforniaEdison Company(SCE),PacificGasandElectricCompany(PG&E)andSanDiegoGasandElectricCompany (SDG&E),referencedcollectivelyinthisreportasCalifornia'sinvestorownedutilities(IOUs).TheIOUs expectthatthismaybethelastlmtreportfiling,duetoanticipatedprogramchangesfor2018and beyond. Background TheCaliforniaLongTermEnergyEfficiencyStrategicPlan(StrategicPlan)calledfortransformationof marketsforenergyconsumingequipment,includingresidentialandnonresidentiallightingapplications, tomaximizeenergyefficiencyandminimizeenergyconsumptionandgreenhousegasproduction.on September23,2010,theCaliforniaPublicUtilitiesCommission(CommissionorCPUC)publishedthe LightingChapteroftheStrategicPlan,whichoutlinedfourgoalsforreducinglightingenergy consumptionincaliforniaby60%to80%by2020.theessentialgoalofmarkettransformationisfor lightingprograminterventionstobecomenaturallyoccurringmarketpracticesandconsumerdriven dynamics,sosuchinterventionswouldnolongerbeneeded.themarkettransformationinitiativeswere designedtochangetheshapeandsizeofthesshapedmarketadoptioncurveoveragiventimehorizon. Tobesuccessful,markettransformationprogramdesignshouldfocusonprograminterventions,market andmarketactordynamics,anduserbehaviors.withthesuccessoftheious'residentialand nonresidentiallightingprogramdesigns,themarketsandendusershavequicklytransitionedfrom traditionallightsourcestoenergyefficientleds. The2017LightingMarketTransformationReportisalignedwiththefollowinglightingactivities: LightingMarketTransformationSubprogram PrimaryLightingSubprogram(residentialupstream) NonresidentialCustomandDeemedlightingactivities MidstreamLightingDistributorProgram(nonresidentialmidstream),and LightingInnovationSubprogram. LightingMarketTransformationSubprogram SCE,PG&E,SDG&E TheLightingMarketTransformationSubprogramembodiesastatewideprogramstrategythat coordinatesioueffortstopromoteefficientlightingtechnologiesandbestpracticesincalifornia.the subprogramentailsdevelopmentofinnovativedatadrivenstrategiestoadaptutilitylightingprograms totheeverchangingenergyandlightingmarketsinsupportofthestrategicplan.theprogramtracks, coordinates,andprovidescollaborationopportunitiesforutility,government,andindustrylighting markettransformationactivities,andoverseestheprogressionoflightingsolutionsacrossutility programs,suchasemergingtechnologies,lightinginnovation,primarylighting,andcodesand Standards,aswellasCommercial,IndustrialandAgriculturalincentiveprogramlightingmeasures.The programhasbeeninstrumentalindevelopinglightinginnovationprogramconcepts,trials,and 3 P age

9 demonstrations.lightingmarkettransformationhelpsensuretheefficientprogressionoflighting solutionsintoandoutofcustomerenergyefficiencyprograms. ThestatewideLMTsubprogramwasinstrumentalindevelopingLightingInnovationProgramconcepts, trials,anddemonstrations.thankstotheinfluxofledtechnologytothemarketandlmt'ssuccessin helpingtoensuretheefficientprogressionoflightingsolutionsintocustomereeprograms,this statewidesubprogramhasrampeddown.itremainsasaplaceholderandmayberevivedinthefuture whenmoreresearchinthelightingmarketisneeded. In2017,SCEbeganinvestigatingthepersistenceofenergysavingsderivingfromadvancedlighting controlsystems.thismayrequireinitiationofdatacollectioneffortsin2018. During2017,SDG&EcollaboratedwiththestatewideIOUlightingteamandwithstakeholdersonthe futureofthissubprogram.duetothesignificantincreaseinledproductavailabilityanddecreasein costs,theiousreassessedthesubprogrammarketstrategies.sincetherewashighdemandinthe PrimaryLightingsubprogram,theseLMTsubprogramfundswereshiftedtoPrimaryLightingtofurther providecosteffectiveproductsolutionstonewhardtoreachcustomerlocations. In2017,PG&EfinalizedthelastphaseoftheLightingActivityWorkbooktocompletetheexistingscope ofworkforthelmtsubprogram.thestatewideiouteamisintheprocessofdefiningmarket transformationactivitiesaswegoforward,basedontheprogressoftheledmarketduringthecourse of2017. PrimaryLighting TheIOUs'ResidentialLightingProgrammayincludetheupstreamPrimaryLightingsubprogramand downstreamprogramactivitiestargetingmultifamilycustomers.thissubprogramoffersupstream rebatestoparticipatingmanufacturerstoreducetheretailcostofenergyefficientlightingproducts.it introducesnewpremiumefficiencylightingproductsintothemarketandattemptstoinfluencethe futurepurchasingandinstallationbehaviorsofresidentialcustomers.theprimarylightingsubprogram isbasedonamassmarketapproachtargetedatallresidentialcustomersandpromotesonlyhigh qualitypremiumefficiencyleds. PrimaryLightingProgram SCE In2017,SCE'sPrimaryLightingProgramexpandedthevarietyofretailersandincreasedproductquality, providinggreaterenergysavingstocustomers.theprogramoptimizedsavingsandcosteffectiveness byadjustingthemeasuremixandquantitiestoadheretoworkpapervalues.thishappenedinthefirst halfoftheyear,andagainwhenthemidyearworkpaperswentintoeffect.forexample, omnidirectionalalampswerereducedbyabout80%inthesecondhalfoftheyearbecausetheir savingsandcosteffectivenessdecreasedaccordingtotheworkpapersandotheranalyses.theprogram alsocontinuedtousethemanyeffectivestrategiesofpreviousyears. PrimaryLightingProgram PG&E In2017,PG&E'sPrimaryLightingProgramprovidedtieredincentivestomanufacturersbasedonthe volumeofsalesofcecspecificationqualifiedbulbs.thetieredincentivestructureisdesignedforthree mainpurposes: 4 P age

10 1. Toensurefairness,consistency,andtransparency. 2. Byprovidingthehighestincentivesforinitialbatchesofproducts,tosecureparticipationfrom thegreatestnumberofmanufacturers,whichwillensurethatthemarketispreparedforfuture codechangesinlinewiththececspec. 3. Byhavingthelowertiersallowforcontinuedsupportforhighvolumesamongthelarge manufacturers,toensurethatratepayersarenotoverlyburdenedinachievingresourcesavings. AnincentivecapwasplacedonALampstosupportmarkettransformationandmaintainprogram savingsgoals. PrimaryLightingProgram SDG&E During2017,SDG&E'sPrimaryLightingProgramworkedwithtenmanufacturersandsupporteddozens ofdifferentmodelsorconfigurationsofresidentiallightingproducts.participatingmanufacturers establishedandmaintainedongoingrelationshipswitharearetailerstosellqualifyingproducts identifiedbyspeciallogosorsignage. SDG&E'sPrimaryLightingProgramalsocontinuedtomodifythelistofproducts,eligiblerebatelevels, andretailersparticipatingintheprogram,toaccommodatechangingbaselinerequirementsandthe increasinglyefficientspecificationsofcecleds.sdg&eworkedwithmanufacturersprovidingcec Specificationlampsandwiththeiraffiliatedretailerstoproperlypositionthesenewproductsand effectivelypromotethemtocustomers. SDG&Ealsoworkedwithmanufacturerstopromoteefficientlightinginover200hardtoreach locations,suchassmallgrocerystores,drugstores,lowincomemarkets,andresaleshops.bydoingso, SDG&Eexpandedthereachofefficientlightingintonewavenuesandreachedcustomerswhomaynot typicallypurchaseefficientequipmentorshopatlargerretaillocations.thesehardtoreachmarket locationsallowedsdg&etogreatlyincreasethenumberofcustomersservedandtoprovidedeeper marketenergysavingsviaanincreasedprimarylightingprogrambudget. OtherResidentialMultifamilyDownstreamLightingActivities InadditiontoupstreamPrimaryLightingactivity,theIOUsalsooffereddownstreamprogramservicesto supporttheresidentialmultifamilysector. ResidentialMultifamilyDownstreamLightingActivitiesSCE In2017,approximately80%ofSCE'sMultifamilyEERebate(MFEER)Program'senergysavingswere achievedthroughimplementationoflightingmeasures.asaresultofthe2018lightingdispositions, Codes&Standards(C&S),andIndustryStandardPractice(ISP),theStatewideMultifamilyprogramsare expectedtohaveminimalenergysavingsclaims.thescemfeerprogramteamwillcontinuetowork towarddiversifyingitsmeasuremixbeyondlightingmeasures. ResidentialMultifamilyDownstreamLightingActivities PG&E InadditiontothePrimaryLightingProgram,whichhastypicallybeenfocusedonmanufacturers,high productvolumes,andproductquality,pg&ehasanumberofdownstreamanddirectinstallresidential programsthataddresslightingforindividualcustomers.theseincludethemultifamilyupgrade 5 P age

11 Program,theModerateIncomeDirectInstallProgram,theMobileandManufacturedHomesProgram, theenergyfitnessprogram,andtherisingsunprogram.manyoftheseprogramsserveahigh percentageofdisadvantaged,hardtoreach,orlowincomecustomers.installationoflowcost/nocost LEDmeasuresforthesecustomersyieldsimmediatesavingsandcustomersatisfaction.Thelighting measuresareoftenusedasa"gateway"tomoreextensiveinterventions,includinghvacmaintenance andductreplacementmeasures. ResidentialMultifamilyDownstreamLightingActivities SDG&E SDG&Eworkedwithathirdpartyimplementertoprovidelowcost/nocostlightingsolutionsforover 130multifamilypropertiesaroundtheSDG&Eserviceterritory.Manyofthesepropertieswerein disadvantagedcommunities,whichbenefitedfromthevariousinteriorandexteriorledretrofit combinationsofrecessedfixtures,wallmountedfixtures,commonarealighting,andotherled offerings. NonresidentialCustomandDeemedLightingActivities TheNonresidentialLightingProgrammayinvolvedeemedandcustomprojects,implementedbythe IOUsaswellasbyThirdPartyProgramimplementers. NonresidentialCustomandDeemedLightingProgram SCE ThreeSCEprogramsledSCE'snonresidentialprogramactivities:TheAgricultureDeemedIncentive Program,theSchoolEnergyEfficiencyProgram(SEEP),andtheIndustrialDeemedEnergyEfficiency Program.In2017,theseprogramsadoptedtheDesignLightsConsortium's(DLC)Technical RequirementstransitionfromVersion3.0toV4.0/4.1.Thischangeaffectedanumberofqualifying lightingproductsacrossalldownstreamledlightingmeasuresandinvolvedincreasedefficacy requirements. TheAgricultureDeemedIncentiveProgram(advertisedtocustomersas"EnergyEfficiency ExpressSolutions")offerseligibleagriculturalcustomersincentivesthatencouragecommon, standardizedeeequipmentretrofits.deemedretrofitmeasureshavefixedincentiveamounts permeasureunitandareintendedforprojectswithwelldefinedenergyanddemandsavings. TheSchoolsEnergyEfficiencyProgram(SEEP)bringsEEretrofitstopublicschooldistricts, privateschools,anduniversities.in2017,thisprogramintroducednewlightingtechnology measures,usingacostshareincentivedeliverystrategytoleverageproposition39(prop39) fundsandpositivelyimpactthesavingstoinvestmentratioofschoolsparticipatinginprop39. TheIndustrialDeemedEnergyEfficiencyProgram(advertisedtocustomersas"EnergyEfficiency ExpressSolutions")offerseligiblebusinesscustomersincentivesthatencouragecommon, standardizedeeequipmentretrofits.projectsaretypicallyidentifiedthroughutilityeeaudits, customercommunicationswithlocalscerepresentatives,scecontractors,and/orpartnerships withequipmentvendorsandtradeallies.thetopmeasuresinstalledin2017werevariable speeddrives(vsds)onpumpcontrolsandexteriorledlighting.exteriorlightingandsome pumpmeasureswereremovedfromthedownstreamprogram,effective12/31/2017,dueto CPUCdispositions,marketstudies,andindustrystandard(ISP)practicestudies. 6 P age

12 NonresidentialCustomandDeemedLightingProgram PG&E Toreinforcesupportforthemostefficaciousandinnovativeproducts,andtoimprovethecost effectivenessofitslightingofferings,pg&eupdatedtheincrementalmeasurecostsforitsledwork papersusingdatafromthecalifornialedworkpaperupdatestudy.pg&eisinvestigatingalternative calculationmethods,workingcollaborativelywiththestatewideteamandcommissionstaffforfuture workpaperupdates.pg&eisalsoworkingwiththedesignlightsconsortium(dlc)ontechnical specificationsthatencouragehigherefficacytosupportdeepersavings. NonresidentialCustomandDeemedLightingProgram SDG&E In2017,alldeemedlightingshiftedtoamidstreamdeliverychanneltomitigatethehighdemandfor lightingrebates.thechangeindeliverychannelwasalsodueinparttonumerouslightingstandard changes,asthemidstreamchannelallowsimmediateintegrationofnewrequirementsintothe program.thischannelworksdirectlythroughdistributorstobuydownthecostoflightingproducts, andtheincentiveispassedthroughtothecustomerintheformofadiscount.lightingrebateswerenot offeredintheprogramuntilthemidstreammodelwasfullydevelopedandlaunchedinaugust2017. MidstreamDistributorLightingProgramActivities TheIOUs'midstreamdistributorand/orpointofpurchaselightingprogramsofferedinnovativeprogram designconsistentwiththeintentofmarkettransformationbytargetinglightingdistributorsserving nonresidentiallightinginstallersandprojects. MidstreamPointofPurchase(MPOP)Program SCE In2017,theMidstreamPointofPurchase(MPOP)ProgramsurpasseditskWhandkWgoalsby38%and 46%,respectively.TheMPOPProgramprovidedpointofpurchaseincentivesonqualifiedLEDlighting productstoscenonresidentialcustomersthroughamidstreamdistributorchannel.thempopprogram exceededitsenergysavingsgoalsbyemployingkeystrategiesin2017togrowtheprogramanddrive results: SCEincreasedthenumberofparticipatingdistributorsintheprogramtomorethan60to expandtheprogram'sreachandtoprovidemoreoptionsforcustomerstoreceiveanincentive. SCEalsomadeprocessimprovementstokeyprocessesandeliminatedaninternalincentive allocationprocess,whichresultedindistributorsbeingabletoprovideincentivesonafirst come,firstservedbasis. Thesestrategies,alongwithproactivedistributorcommunicationandfollowup,allowedSCEtoexceed itsenergysavingsgoalsforthempopprogramin2017. MidstreamDistributorLightingProgram PG&E PG&E'sMidstreamDistributorLEDReplacementProgramgrewsmallerin2017ascomparedto2016. Withanearly50%reductioninincentivevaluesandincreasedproductspecifications(requiringENERGY STAR 2.0specificationlamps),theprogram'slampvolumedroppedtobelow150,000fromnearly 500,000in2016.Theprogramaccountedfornetenergysavingsofnearly5gWh.TheLEDscrewin lampreplacementcategoryhascontinuedtomaturerapidly,andthenewcodesandstandardsbaseline 7 P age

13 isexpectedtoresultintheretirementofalampsandsmalldiameterdirectionallampsbytheendof thesecondquarter(i.e.,june30,2018). MidstreamDistributorLightingProgram SDG&E TheSDG&EMidstreamDistributorLightingProgramwasfullydeployedinAugust2017.Themidstream channelworksdirectlythroughdistributorstobuydownthecostoflightingproducts.theincentiveis passedthroughtothecustomerintheformofadiscount.programparticipationin2017was significantlylessthanexpectedbecauseoftheprogramdeploymentdelay. LightingInnovation,DemonstrationandPilotActivities TheIOUs'LightingInnovationSubprogramevaluatesproductsorprogramapproachesthatarenewto themarketandthathavethepotentialofeventuallyenteringtheprimarylightingprogramor Commercial,IndustrialandAgriculturalprograms.LightingInnovationtrials,pilots,andstudiescollect dataonsales,installation,marketing,andotherbusinessaspectsofthelightingindustrytodetermine datadrivenrecommendationsandinfluencefutureprogramdesigns.showcasesandfieldplacement projectsareconductedwhenapplicable. NonresidentialAdvancedLightingControlSystem(ALCS)Pilot SCE In2017,SCEconcludeditsAdvancedLightingControlSystemPilotprogramwith31customersites participating.whenpossible,theimplementationteamcollectedbothpreandpostinstallationdata forenergysavingsandinstallationpractices.thegoalsofthispilotweretoassesstheeffectivenessof contractortrainingandcertificationonworkquality,andtodeterminetheeffectsoflightingcontrol systemsondeepenergysavings.giventhelimitednumberofparticipants,thispilotprogramwillreport itsfindingsusingacasestudyapproach.scehasengagedcadmusgrouptoconductthisexpostpilot assessment.afinalpilotstudyreportisexpectedbytheendofthesecondquarter,2018.sceisalso consideringthepossibilityofconductingafollowuppersistencystudytoinvestigatethedurabilityof energysavings,lightingcontrolimplementations,anduseracceptanceandsatisfaction. NonresidentialAdvancedLightingControlSystem(ALCS)ToolTrialProgram PG&E In2017,PG&EcontinuedwiththeimplementationandevaluationoftheAdvancedLightingControls (ALCS)ToolTrialProgram.TheToolisdesignedforusebylightingprofessionalsandlightingcontrol agentswhenassessingtheenergyanddemandsavingspotentialofpossiblecommerciallighting retrofits.theoverarchinggoalofthisstudyistoevaluatethetoolduringthecurrenttrialandprovide recommendationsthatwillsupportwidescaleuseofthetoolbyprogramstaffandimplementation contractors.in2017,tensiteswererecruitedtoparticipateinthetrial;sixsiteswillreceivepreand postmetering,andfoursiteswillnotbemetered.afinalreportisexpectedinthefourthquarter, EmergingTechnologyandMarketActivities SDG&E In2017,SDG&EtookanopportunitytopartnerwithPhilipstoprovide"SmartLED"PhilipsHue combo packsasapromotionwhencustomerspurchasednestthermostatsthroughtheplugloadand ApplianceProgram.Theintentwastopromotehomeautomationandsmartcontrolsthroughout houses.duringthecourseofthe2017programyear,sdg&econtinuedpresentingpopupretailevents operatedbyathirdpartyvendor.these"lightingfair"eventshaveproventobeahighlyeffective methodofreachinglargeaudienceswithspecialpromotionsthatencouragecustomerstopurchaseand 8 P age

14 9 P age installnewledlampsintheirhomes.hostedatpopularlocationswithheavyfoottraffic(homeand gardenshows,corporateearthdayevents,etc.),customersareofferedpacksofledandbr30lamps. TheCaliforniaLightingandApplianceSaturationStudy(CLASS),2012,indicatedthatapproximately halfofinstalledalampswereincandescentandtheotherhalfcfls.afterremovingleds,for installedlamps,cflscompriseslightlymorethanhalf(57%)oflampsinnonresidentialbuildings.
