1 City Council Regular Meeting May 22, 2018 The City Council of the City of Titusville, Florida met in regular session in the Council Chamber of City Hall, 555 South Washington Avenue, on Tuesday, May 22, Mayor Walt Johnson called the meeting to order at 5:30 p.m. Present were Mayor Johnson, Vice-Mayor Matthew Barringer, and Members Dan Diesel, Jo Lynn Nelson, and Sarah Stoeckel. Also in attendance were City Manager Scott Larese, City Attorney Richard Broome, and City Clerk Wanda Wells. Assistant City Clerk Jolynn Donhoff completed the minutes. Eagle Scout representatives from the Boy Scouts of America gave the invocation and led those present in the Pledge of Allegiance to the Flag. Member Nelson moved to add a new item to the agenda to allow Public Works Director Kevin Cook to provide an update on the Complete Streets Project on Hopkins Avenue. Member Stoeckel seconded the motion and it carried unanimously. The new item was added as agenda item number 4 F. SPECIAL RECOGNITIONS & PRESENTATIONS: Mayor's Fitness Challenge Council recognized Eric Coleman as the winner of the Mayor's Fitness Challenge. Mayor Johnson presented Mr. Coleman with a gift in recognition of his accomplishment. Friends of the Cemetery Mayor Johnson presented a certificate of appreciation to the Friends of the Cemetery, including Sam DeBlasio and others, were recognized for their efforts in helping to restore the Day Street Veterans Cemetery. Mr. DeBlasio gave a presentation that consisted of photos of the restoration efforts. An Eagle Scout representative was also recognized for assisting with the restoration project. TIFA LLC 2017 Audit The request was to acknowledge the FY 2017 audit of TIFA, LLC as prepared by the accounting firm of Moore Stephens Lovelace, P.A. Certified Public Accountants. Firm representative, Mr. Farlen Halikman, briefly highlighted and presented information on the 2017 audit. Page 1 of 5

2 Member Nelson moved to acknowledge the FY 2017 audit of TIFA, LLC as prepared by the accounting firm of Moore Stephens Lovelace, P.A. Certified Public Accountants, as presented. Vice-Mayor Barringer seconded the motion and it carried unanimously. Historic Resources Survey and Preservation Plan The request was to acknowledge the presentation on the Draft Historic Resources Survey and Draft Preservation Plan. Planning Department Manager Brad Parrish gave a presentation that highlighted the following information: Previous awarded grant funding that provided for surveying the historic buildings in the City, but which were outside the Community Redevelopment Agency (CRA) boundaries (approximately 150 structures). Consultant recommendations, including updating the City s Comprehensive Plan Policies and more. Criteria for designating historic properties. Area west and south of the Community Redevelopment Agency (CRA) boundaries. Indian River City Area. Preservation Plan, recommendations, and strategies. Council and staff discussed a proposed overlay map to preserve homes; regulations provided by the National Historic Registry; the State kept a list of homes that were potentially historic; creating a local ordinance to protect structures; some differences between the National Historic Registry and the City s historic registry regulations, etc. Member Nelson moved to acknowledge the presentation on the Draft Historic Resources Survey and Draft Preservation Plan, as presented. Vice-Mayor Barringer seconded the motion and it carried unanimously. Added to agenda.) Complete Streets Project on Hopkins Avenue - Public Works Director Kevin Cook gave an update on the Complete Streets Project on Hopkins Avenue. Information discussed with Council during the update included federal and other sources of funding, costs, meeting ADA compliance requirements, sidewalks, road striping, traffic signals, school zone renovations, ensuring local businesses were not disrupted, corridor studies, design, easements, driveways, roadway configurations, State standards were updated on an annual schedule, the project schedule, project agreements and contracts, project timeline, losing a portion of previously obtained funding, a Local Agency Program (LAP) agreement, keeping Council on the status of the project, landscaping, impact fees were restricted, etc. PETITIONS AND REQUESTS FROM THE PUBLIC PRESENT (NON-AGENDA ITEMS) Peter Sloan expressed concern on the loud noise in the area of his home located near a business (Lazy Gator) on Hopkins Avenue. The noise in question occurred late at night. Brief discussion ensued on State and City regulations related to alcohol permitting requirements. Mayor Johnson requested the City Manager review Mr. Sloan s concern. Tyler Paulsen expressed concern of severe sewer problems located on Nova Terrace and stated that the issue was coming from the street. Water Resources Director Sean Stauffer would review his concern. Yvonne Jenkins and David Jenkins expressed their concern on a letter issued by the City weeks ago that concerned contaminated water. Page 3 of 5

4 Water Resources Director Stauffer advised the water was now and previously safe to drink. He advised the letter was a template provided by and required by the State. He then reviewed the reason for the letter to the residents; a sampling incident that occurred in March 2018; and the history of sampling three wells. Water Resources Director Stauffer commented on City employees being required to follow proper procedures; results being positive for harmful bacteria on one particular day in spring of 2018 that was the result of an employee not following correct sampling procedures, not because the water was contaminated; water samples taken daily from three wells each day after the incident in question, which did not test positive for harmful bacterial. Robert Simmons and his wife expressed concern about the quality of water in their home, including whether there were metals in the water. Mr. Simmons advised that a water filter business tested the water at their home and provided his family with a sample tube to be filled with water, which he advised turned yellow at first, then black after several days. His family subsequently purchased a water treatment system. Ms. Simmons commented on her personal experiences with the water in her family s home. Per Vice-Mayor Barringer s request, Water Resources Director Stauffer reviewed the following information: the City was fortunate that it did not have lead service lines; the City had a newer system than some older cities; the City could also visit citizens homes and test their water to ensure whether citizens water met established water quality standards. Water Resources Director Stauffer invited Mr. and Ms. Simmons to contact him following the meeting. Stan Johnston distributed information to Council. He expressed concern on a photo taken in the 1980s or 1990s of culverts located under Dairy Road, which he advised were partially filled with sand cement bags inside the culverts. His research indicated it was not clear who and why the sand cement bags were put inside the culverts. There were approximately 100 homes upstream from the culverts per Mr. Johnston. His request was for the City Manager to look into this matter. Mayor Johnson advised the City would look at the matter reported by Mr. Johnston. Page 4 of 5
