General Overview of Preparation Indonesia 2020 Census 2020 Census Environment and Innovation (1) Demographic transition Phase 3: more individualistic, value privacy, more distrust: Refusal to participate in census/survey Complexities of time spent Going to Work: Limited leisure time at home. People tend to be more emotional Revolution in ICT: Tendency to rush activities, wants to be quick. Field officers want to complete task in a rush Increase in the number of exclusive living and high rise apartments which tend to limit extraction of information Approximately 45 percent of Population are elementary school graduates or less. The challenge is to obtain quality census field officers. Census management team tend to conduct activity in a linear fashion. Census management need a holistic approach. ENVIRONMENT INNOVATION Overcome exclusiveness: Clear classification of exclusive and non-exclusive areas: Recruitment and classification of field officers, mix strategies for field work. Adaptive Census Campaign Census instruments must be simple, based on national interests, and easily interpreted by anyone, More friendly officers. Census sample collects more detailed variables Monitoring system and management, documentation, quality assurance framework must adapt to the challenges faced by the census Internal census management must focus on the technical as well as the census governance aspects: More Integrated and holistic

Monitoring: command center? Good enumerators: strong team in the community? Estimated of around 800,000 enumerators

6 Lesson learn from 2010 Census in Indonesia: Sketch maps not in digital maps Maps were difficult for the enumerators to understand due to overlapping borders which confuses the enumerator in the field Problems: High resolution satellite images as the base map of census block are not available yet for the whole of Indonesia. Thus far, many administrative areas change and also the content in census block. Currently, many census blocks content are increasing. There are also census blocks that are no longer charged due to natural disasters.

10 Updating of EA maps Results 1. Solution Create a digital map for the CB Indepth study activities in this region use GPS to perform the tracking process to create digital Census Block 045B map border. The green line is the result of tracking using GPS to digital Census Block 045B border

The compatibility of the location/position between digital maps and printed maps [CATEGO RY NAME] Most of the digital Census Block location/position match the Census Block location on the Census Block Area map. The compatibility of the boundaries between digital maps and printed maps Not fit 67% Fit 33% Most digital Census Block border do not match the Census Block border on the Census Block Area map. For example: the Census Block form is similar but the border is not appropriate. On the Census Block Area map, the Census Block is bordered by road but not on the digital map.

13 Our schedule in 2018: 1. Pilot for updating EA maps in selected villages spread across 7 province 2. Mini census in that area to implement all stages in census including the use of geospatial technology during the enumeration in the selected villages that use CAPI
