3 This chapter defines the unique requirements of Instrumentation Loop Diagrams. The standards shown are to be observed by all OCSD staff members, consultants and contractors. Instrument Loop drawings (ILD) are to be developed using standard AutoCAD and do not require the production of intelligent graphics. They require adherence to the OCSD templates which use extractable block attributes. CAD & Drafting Standards Manual 11-3 May 11, 2015
4 11.2 Instrument Loop Diagrams (ILD) The purpose of this document is to provide sufficient guidance to Contractors so that Loop Diagrams conform to OCSD standards in presentation and content required by Project Specifications. It is required of the Contractor to follow these standards while producing, assembling, checking, coordinating and displaying all the required information Drawing Content Within each loop template a series of zones have been established. These zones are used for Quality Assurance purposes and are not to be deleted. A closed polyline with the layer named N-ZONE defines the boundary of the zone. An attributed text string in each zone on this layer will identify the zone name. The attributed text string must reside within the zone boundary. Zones must not overlap. OCSD will also supply several loop templates, however, it is the responsibility of the contractor to produce all necessary loops as defined by the scope of work whether a loop template exists or not Loop Templates Loop diagrams typically start from an OCSD supplied loop template. A series of loop templates have been created to facilitate the production of loop diagrams. A loop template is a partially completed loop diagram which can be copied and completed for a specific project. The supplied loop templates consist of roughly 80% completed loop diagrams for specific applications; such as a Limitorque motor operated valve. The contractor will have to complete the drawing including the title, loop numbers, references, etc. The loop templates provide the format and the level of detail expected in the final product. The accuracy of the content is the responsibility of the Contractor Block & Attribute Library The District requires that when producing Loop Diagrams standard blocks with attributes be used. Blocks are graphical elements that are treated as a unit. Attributes are text fields that are attached to those blocks. OCSD utilizes blocks with attributes extensively for Quality Assurance and loop drawing data review extraction purposes. NOTE: Contractors are not allowed to explode or modify OCSD blocks. OCSD will provide a block library to be used in the preparation of the loop diagrams. Standard blocks should be taken from the loop templates or from the block library provided by the district. The loop templates will contain most of the blocks necessary to complete a loop diagram. Any additional blocks necessary can be inserted from the block library. 5 The addition of unauthorized symbols and blocks is not allowed without the approval of the OCSD s EIM Group CAD Standards and Files When performing work on OCSD projects, standard correspondence for consultants and contractors is via s and/or access to the ftp site. The or project specific folder within the ftp site will contain all the native electronic files used to produce the Loop Diagram(s). To assist in the production of loop diagrams an AutoCAD standards (.dws) file and is provided. The standards files will help to ensure proper use of text fonts, line weights and layer names. Refer to the AutoCAD Users Guide for more information on how to utilize a Standards file Border Reference File: Within the OCSD templates folder is an AutoCAD template for the OCSD B size border (OCSD-GBBDR.dwg). The border file is not to be modified except for the addition of a contractor logo and project description. The border drawing is used as an external reference, inserted in Paper Space at 0,0. The title block information is inserted in the loop drawing using a standard block (TITLEBLK.dwg.) Drawing Submittal Process Initial Sample Loops for Review Prior to the mass production and intermediate submittals of a complete set of loop diagrams per project scope of work, a small sample set of loop diagrams can be provided for review to ensure that the correct format and content of diagrams are aligned with these guidelines Intermediate Submittals During the Construction and Commissioning Phases it is required that the contractor provide intermediate submittals of loop diagrams. The loop diagrams shall be submitted in both electronic and hardcopy format. Provide an index of loop diagrams submitted in excel format imbedded in an AutoCAD drawing Final Submittal Record Drawings At the completion of construction and in accordance with the project schedule the loop diagrams record drawing shall be submitted for final review and acceptance by OCSD. Provide an index of loop diagrams submitted in excel format imbedded in an AutoCAD drawing. Record drawings are to be submitted in both electronic and paper format in accordance with the project specifications. Failure to submit record drawings may result in withholding of final payment. 6 11.3 Instrument Loop Diagrams (ILD) Best Practices The following are suggested steps to create the loop diagrams. These instructions do not nullify the need for the end user to have AutoCAD production experience Creating an AutoCAD Loop Diagram Using an OCSD B size border (OCSD-GBBDR.dwg), create a project border. Modify the border drawing to add the contractor logo, edit the plant/service area and project title as necessary. Do not rename the border file (OCSD- GBBDR.dwg). Open the desired loop template or new template drawing. In paperspace, verify the edit border is loaded as an external reference file as an Overlay type, and with relative path. Use the Save As command to save the file to the Loop filename being documented. (See CAD Manual Chapter 3.5 for Loop file naming conventions.) Make sure the snap lock is ON and set snap to Grid set to and turned ON. Make every effort to keep all major items in the snap points. Drawing limits (inches) to be set to: lower left corner 0, 0; upper right corner 17, 11. In lower right corner, double-click on the drawing number to bring up the enhanced attribute editor and edit all fields in the block as appropriate. Save the drawing. Drawing is now ready for content to be added, modified, demoed, screened for existing, etc. All information on the drawings is the responsibility of the Consultant/Contractor. The drawing line work shall be complete in Model Space, not in Paper Space. Paper Space will be used only for the layout. Each drawing file will contain the external referenced 11x17 border on layout in Paper space with a viewport containing the Loop Diagram in Model space. The scale of the viewport must be 1:1. Each AutoCAD drawing file shall be dedicated to only one loop number. Up to five multiple I/O points that share the same loop number may be on the same sheet. Additional sheets will require additional AutoCAD drawing file. (See CAD Manual Chapter 3.5 for Loop file naming conventions.) Loop drawings shall have numbering as follows; for example 10A-L-101-1; where 10A is the location code of the device/equipment, L denotes loop, 101 is the three digit loop number in the device/equipment Tag number and 1 is the sheet number. The use of sheet numbers shall be used only for loops that requires more than one sheet. The first sheet shall be -1, second sheet shall be -2, and so on. 7 Drawing Content Instrument Loop Diagrams will accurately record all field conditions. ILDs shall contain all of the following information relevant to the loop: A Loop Tag Number is always required. All field and drawing tagging must agree with the P&IDs. A brief word description of the loop function may be added to the diagram on the Title block. The title may be adequate, but if not, a supplemental note must be included. Descriptions of special features or functions which are not obvious or implied in the title (especially safety and shutdown circuits) are required. The location of the instrument and/or panels will be indicated on the diagram. This should be a brief description such as Scrubber Pump 1 Discharge whenever possible but may be a generic term such as Field. If a descriptive term is available but not used, the drawing will be rejected until the description is used. The exact location with coordinates of physical devices is not shown on the loop diagrams. Locations relative to the process are shown on the P&IDs. Where MCC or Switchgears is involved, provide at top, the MCC/SWGR Tag Number, MCC/SWGR Name, and (tub/feeder number) in parenthesis. New work: Panel labels and descriptive names are assigned early in the design process and shall be coordinated with the ILDs. Terminal strips shall have a strip identification number and each terminal shall be identified. The ILD terminal strip and terminal numbers shall match the field installation. Existing work: The existing panel name, label and/or number will be indicated on the diagram. Each tag will be shown on the loop diagram when a panel has multiple tags. Cable numbers, wire tag numbers and the color of the wires shall be indicated on the diagram. Clear insulator should be referred to as CLEAR and not WHITE. If the terminal numbers are missing, assign one by marking the number on the terminal with a printed terminal marker. If this is not possible then photograph as much of the terminal strip as you can using a digital camera. Assign new number(s) with approval of OCSD to the blank terminal(s) by marking up the photograph then adding the corresponding number(s) to the loop diagram. A copy of the photograph will be kept in the terminal box. The same process applies to terminal strips without numbers. Power terminals and circuit breaker numbers shall be included on the loop diagram. Power ground wire, shield wire shall be shown on the loop diagram. Interposing relays & timers with labels shall be shown on the loop diagram. Be sure to include the contact status (NC or NO) and the coil circuit. Show spare contacts. Mark spare contacts as SPARE and show them with no connection. Contacts associated with motor control center shall not be shown. These "hard wire" loops will be shown on the elementary diagram. Include references to the elementary diagram. Show the value of the time delay for relay timers. Per the loop templates, wires are shown point to point for clarity and troubleshooting. Fan-in and fan-out of wires are not permitted. Cable and wire numbers shall be shown on both ends in the Field. On the drawing, cable and wire numbers are shown once. 8 All wires shall have wire color indicated next to wire number. See table below for wire color naming standards. Jumpers shall be shown connected to terminal as individual wire and not as DOT on wires. Cable designations are C-Control, P-Power, PC-Power & Control and S-Signal. Wire and Cable Tag Standards are shown on drawings S-465 Sheets 1&2. Ensure quality assurance and quality control for all drawings before submitting. All drawings will be checked visually, manually and using a combination of electronic methods including Cadminer, AutoCAD Data extraction tools and Access Wire Color Table Contractor shall use table below for the abbreviation of commonly used wire colors as labels on loop diagrams. Additional colors and abbreviations can be used with approval from OCSD.
