4 1. General Information It is the intent of these guidelines to establish the minimum standards, which must be met during the process of plan preparation for The District. It is not the intent of these guidelines to limit the efficiency or creativity of the design consultant. Instead, these guidelines have been put in place to ensure the District continues to provide the same high quality plans and construction documents that everyone is accustomed to using. Additionally these guidelines will continue to develop as necessary. Please submit your questions and comment via Page 4 of 60

5 2.010 Definitions 2. Definitions CADD Deliverables: An electronic representation of drawings required at the Preliminary Plan, Plan Submittals and As-built Documents in compliance with these Plan Preparation Guidelines and the Drawing Submittal Schedule as outlined by the District representative Survey Corridor: Strip Map: The Survey Corridor is defined as the area 60 feet in all directions of the proposed alignment shown on the design study provided, or as delineated by a District representative for the project. A CADD drawing developed to provide an accurate basis from which the District or its agents may produce sewer construction plans and legal documents for properties affected by a project design Limited Stripmap A CADD drawing developed to provide an accurate basis from which the District or its agents may produce sewer construction plans, but is not of sufficient quality that legal documents can be produced for the taking of Easements or Temporary Construction Easement. A limited strip map can be prepared for projects that are located entirely within street right-of-way, and when easement and/or temporary construction easement rights will not need to be acquired from adjacent properties. The District must approve the use of a limited strip map during fee negotiations. Sufficient property control is required to establish the existing right-of-way lines. Lot lines and owner information can be obtained from the City or County Assessors information Topographic Map: Submittals: A CADD drawing representing the earth s surface and existing features, indicated by a series of lines and symbols. The purpose of the Topographic Map (Topo Map) is to provide a detailed drawing for use in the design and construction of a sewer project. The map includes any existing features or obstacles within the Survey Corridor that might impact the sewer design. The map will be in turn be used in the preparation of sewer plans. Aerial photos are not acceptable as Topo Maps. Plan Submittals shall reflect requirement set forth in Attachment A. Page 5 of 60

6 As-Built Documents: The District s final record of a project developed by manually marking up final constructions documents to reflect the actual final field verified horizontal locations and elevations of improvements built during construction Control Basis / Traverse Baseline: Below is the control basis for all projects on which plans are prepared for the District: HORIZONTAL DATA All horizontal data provided will be in State Plane Coordinates Missouri East Zone, NAD 83(HARN). Since the District requires State Plane Coordinates to be the basis for all projects, GPS will most likely be utilized to establish survey control. Due to the positional accuracy limits of GPS Equipment, special consideration and specific survey techniques will need to be employed in order to meet the accuracy standards of an Urban Class Survey established by the Missouri Board of Architects, Professional Engineers and Land Surveyors (20 CSR ). The District will periodically check control established for projects and will reject control that does not meet Urban Class Survey Standards. MODOT now offer the use of continually operating base stations. These systems have shown to be an effective way of doing Real Time Kinematic (RTK) surveys. When utilizing these systems the vendor name and date of survey will need to be indicated on the Stripmap. VERTICAL DATA Vertical Datum shall be referenced to the North American Vertical Datum of 1988 (NAVD 1988) and provide a conversion to NVGD 29 (A.K.A. U.S.G.S.). (NVGD 29 is the datum used for the St. Louis County & St. Louis City Benchmark Books). NVGD 29 may be submitted with conversion to NAVD 1988 provided it has been previously approved by an MSD representative. GPS can be used for vertical control but shall require redundancy to establish elevations. (i.e. double occupancy of control points with a minimum of 4 hours between occupations). Differential leveling shall be used to adjust elevations of control points set by GPS. Page 6 of 60

7 Digital Signatures and Seals: The digital signature must be unique to, and under the sole control of the person using it; it must also be capable of verification and be linked to a document in such manner that the digital signature is invalidated if any data on the document is altered. CADD Guidelines It is the intent of these guidelines to establish the minimum standards, which must be met in the submission of Computer Aided Design Drafting (CADD) deliverables for the District. The District provides the following information with no warranty of any kind, expressed or implied, including but not limited to the implied warranties of merchantability and fitness for a particular purpose. The entire risk as to the quality of performance of the program is with the user. The District does not warranty that the functions contained in the program will meet your requirements or that the operation of the program will be uninterrupted or error free. Copyright is not claimed as to any part of AutoCAD software or derivative works based thereon. The following document contains AutoCAD blocks, standard prototype drawings, drawing sheet blanks, and custom AutoCAD menus, which are used by the District for plan preparation. All files that are referenced in this document are part of the MSDACAD.ZIP file unless noted. The MSDACAD.ZIP file also contains the AutoCAD PC3 and CTB files to be used when plotting. Example plans are available at Appendix K or from the District Engineering Department General Information The following information shall be submitted: Electronic Files All drawings (.DWG) shall be submitted in AutoCAD version o All electronic drawing files created in anything other than AutoCAD must be converted to AutoCAD. No.dgn or.dxf files will be accepted. o Any AutoCAD files created in a version other than AutoCAD version 2018 may be submitted provided it has been previously approved by an MSD representative. o All drawing files must conform to the Districts CADD Standards set forth in this document. o All drawings must include project data. e.g. DTM, alignment, etc. o All drawing files shall be in vector format. One overall electronic Strip Map drawing for the entire project ASCII file of coordinate list format (Pt., north, east, elevation, description) Topo, Stripmaps, & Easements shall be in the same coordinate system. 9 3.020 File Naming Convention All submitted CADD files of plans shall follow the Districts Naming Conventions herein: Example: [C1-P1]. DWG Applicable extension Stripmap Parcel No. Locator No. Type of Document For Further examples of electronic file names refer to Appendix A CADD File Content and Accuracy Accuracy: Accepted professional standards and drafting practices shall be maintained throughout the production of all CADD submittals, as well as the General Plan Guidelines listed below: General Design Plan Guidelines: NOTE: These guidelines do NOT include Longitudinal Profile. (see Appendix O) 1. Current Standard MSD Sheets and Blocks are to be used. Refer to St. Louis Place (Appendix K) for examples 2. A cover sheet is to be used for all projects. The location map is to be included on the cover sheet. Refer to St. Louis Place (Appendix K) for examples 3. Plan sheets are to be read from left to right. The downstream end of the project is to be at station 0+00 on the far left side of the first Plan and Profile sheet. An exception to this orientation exists for projects involving improvements to only one side of a channel. In this case the plan and profile sheets shall be oriented as the channel bank is viewed from the center of the channel. 4. Plan sheet and corresponding Profile shall be on the same sheet. 5. Centerlines and stationing are to be indicated on plan and profile views for all projects. 6. North arrow and bar scales are to be indicated on all plan views. The plan view scale shall be 1 =20. The profile view scale shall be 1 =20 horizontally, 1 =5 vertically. District approval must be obtained before using any other scale. 7. The cross section scale shall be 1 =5 horizontally, 1 =5 vertically. Page 9 of 60

10 8. Excavation and fill quantities to the nearest square foot are to be included on the cross sections. Crushed limestone quantities shall be indicated as directed by the District. 9. For gabion projects the plan view shall be at 1 =10 horizontally. 10. For pump station projects the plan view shall be at 1 = For bio-stabilization projects the plan view may be at 1 =20 or 1 =10 horizontally depending on the complexity. Please coordinate with the District project representative. 12. Cross sections are to be plotted from the bottom to top of sheet, consecutively beginning at centerline station Cross sections shall be plotted as viewed looking upstream. 13. Centerline stationing is to be included on cross sections. 14. Project alignment curve data shall be shown on the plans and include the following: Intersection angle, point of intersection, radius, length of arc and tangent distance. Refer to St. Louis Place (Appendix K) for examples 15. Crushed limestone area is to be shown on cross sections of new channel. 16. Details from MSD Standard Construction Specifications are not to be put on plans. These will not be given out under any circumstances. Refer to the current MSD Standard Construction Specifications Book. 17. Use MSD Non Standard Details as required. Complete detail sheets if using Non Standard Details. Non Standard Details are available in Appendix N. 18. The scale used on special details shall be as required for clarity and shall be specified on plans. 19. In plan view, indicate top and flowline elevations of existing structures. 20. In profile view, dimension proposed length of reaches (to the nearest foot) and determine proposed grade from centerline of structures. Indicate station and flow line elevation at center of structures. 21. If construction requires the removal of concrete pavement, show nearest pavement joints, excluding sidewalks. 22. Revision dates are not to be indicated on any plans until after District Board Approval. 23. Ties to control points shall be shown on plans. If the control point is positioned so that it is not visible on the plan, show the typical triangle / point number symbol and reference the actual location of the control point. 11 Unused Entities: Before Final Construction Document Submittal to either Design Division or Program Management Division, all CADD files shall be purged of all unused blocks, symbols, layers and font styles Layering Name Conventions All CADD files shall be submitted using the District layering schemes provided in this document (Appendices C, D, E). There is a separate scheme for Plan and Profile / Cross-sections and one for details. If a layer does not appear in the layering scheme, a new layer may be created, but must be approved by an District Representative Support Files All CADD Deliverables that are going to be submitted using X-ref s, special menu s, or linking of Word or Excel documents through OLE (Object Linking Embedding) technology shall include all such files when transferring CADD Deliverables or BIND the drawings before transmittal. A text file in an ASCII file format shall accompany every CADD Deliverable. The text file shall include CADD filename(s), sheet number(s), descriptions(s) and drawing attachment(s) for each file submitted (see sample below). In addition all text in CADD deliverables shall use the SIMPLEX font name (simplex.shx), unless otherwise noted below: Page 11 of 60

For existing text the height shall be 100 guide and shall be placed on the layer which the text refers to, for example any text used to call out fencing would be placed on the fence layer. All text other than existing text shall be placed on the layer corresponding to the Leroy guide, for example text which is 120 Leroy guide is placed on layer 120. For proposed text the height normally used will be 100 guide. The table below indicates what height text shall be entered in an AutoCAD drawing to insure text is the proper size for a given plot scale when the drawing is plotted. For example, when the plot scale is 1=20 and you want the plotted text height to be LeRoy guide 100 you would enter the text height as 2.0. 13 4. Right of Way and Survey Guidelines This section is intended to give the user a detailed description of the process of developing Right of Way and survey documents related to the design, easement acquisition and construction of sewers for the District. Due to the broad range of scenarios associated with the types of projects done by the District, this section may not cover every scenario and the District s representative may have specific instructions not covered here Strip Map Guidelines The following is intended to aid in the developing of a Strip Map. The Example Strip Map Drawings (Appendix K), along with the guidelines shown throughout this manual shall be adhered to when preparing a Strip Map. The Example Strip Map shows the minimum information that will be required on a Strip Map. The purpose of the Strip Map is to provide an accurate basis from which The District or its agents may produce sewer construction plans and legal documents for properties affected by a project design. The Strip Map shall show every parcel in its entirety, which falls within any portion of the Survey Corridor. Right-of-Ways and large parcels shall be shown far enough beyond the Survey Corridor in order to adequately define them General Strip Map Guidelines 1. Establish horizontal control within 50 to 200 feet of the proposed route. Note: The baseline shall not be located on the proposed route, as this control is expected to remain throughout the construction phase, if at all possible. The horizontal control shall meet the accuracy standards of an Urban Class Survey as defined in the Current Minimum Standards for Property Boundary Surveys (20 CSR ). 2. The baseline shall be monumented with a Permanent type survey monument or cross on concrete within the Right of Way of public streets, (concrete must be in good condition, do not use concrete that appears to be in an area of road repair). (Point number assigned to monument to match field notes along with the Strip Map designation). These points will need to survive for many years and special care shall be taken to see that they do. 3. Establish Project Benchmarks by differential leveling (field notes signed and sealed by a Professional Land Surveyor shall be submitted with the Strip Map no trigonometric levels will be accepted), with descriptions near the proposed route at 0.5-mile intervals (minimum of two). Benchmarks shall be established from control as defined in section At least two published benchmarks must be utilized. Established Project Benchmarks shall be stable and accessible in an area not to be disturbed. Iron pipes/bars are not acceptable benchmarks. Project Benchmarks shall be set so they remain in existence throughout the entire project. 4. For the entire Survey Corridor locate sufficient property control to establish Subdivision Boundaries, Interior lot lines, Large Parcels, and Right of Way (plus centerline of State and County Right of Ways), to establish a Best Fit of Record Information with the actual field survey. An individual boundary survey of each lot is not required. In addition to the above monumentation, it will be required that a search for monumentation along the Page 13 of 60

14 proposed route be conducted. Any such monumentation shall be located and shown on the stripmap. 5. Research all assessor maps, deeds, subdivision plats, County Road Plans, State Highway Plans, etc. as required. Much of this will be taken care of by getting Easement Search Reports and Title commitments as outlined in Attachment A included in the Fee Proposal. 6. All parcels that fall within the Survey Corridor shall be labeled with bearings, distances, curve data, etc. in order to fully describe both record and calculated (if necessary) dimensions of the entire parcel. See the Example Strip Map Drawings (Appendix K). 7. Record and Calculated: All distances are considered record [within ½ foot] unless noted as calculated (C). All bearings are shown as both record (R) and calculated (C). 8. Surveyor s Report shall accompany the strip map. This report shall give a general account how the strip map s subdivision boundaries, interior lot lines, large Parcels, and Right of Way line were established and any assumptions that were made in the process Strip Map Drafting Guidelines 1. The District will not accept any CADD drawing in which the Universal Coordinate System (UCS), North Orientation, and Basis of Grid do not all agree with each other. 2. Strip Maps will conform to the CADD Guidelines herein established. Some additional layers and blocks are associated with the strip map, see the Example Strip Map Drawings (Appendix K). 3. If Strip Map consists of multiple pages the cover Sheet shall include the following: a. Title of District Project b. Index of Sheets c. Map Index, if more than two sheets (possible to combine with Location Map) d. Location Map North Arrow & Approximate Scale e. Benchmark Descriptions Published and Project f. General Notes g. 15 5. Drawing Scale choices are 1 =20, 1 =30, 1 =40, and 1 =50. The District Representative must approve any other scales. 6. Owners List 7. All easements provided by Easement Search Reports, Title Reports, Recorded Plats, and/or other sources. 8. Meet the District s Control Basis & Traverse Baseline as defined in section The District may request that a project be tied to a previous project. In this case, a minimum of two control points from the previous project must be collected on State Plane Coordinates. Assessor s Map GRS information used, if applicable Easement Search Reports, Title Reports Limited Stripmaps Guidelines The intended and only use of the Limited Stripmap is for projects or portions of projects that lie totally and without question, within existing street right-of-way. The Limited Stripmap does not work if Easements or TCEs may be required for a project area. 1. Horizontal and Vertical Control, control monumentation, benchmarks, and CADD Standards. 2. Locate sufficient property control to establish the existing right-of-way lines. 3. Lot lines and owner information taken from City or County assessor s information. 4. Area of Limited Stripmap shall be indicated and shown in a way that distinguishes it from the regular Stripmap area. All lines and information in this area shall be ghosted except the right-of-way lines, which would be shown as normal. Page 15 of 60

16 5. A note indicating that this area is a Limited Stripmap Not to be Used for Easement Acquisition Deliverables for Strip Maps 1. A digitally signed and sealed (see ) file in portable document format (PDF). A single page is preferred. However, multiple pages are acceptable. o Single page strip maps shall include the following: Title of District Project Schematic of the project area drawn to a convenient scale showing a minimum of property lines, street names, locater numbers and North arrow. Label bearings and distances on property lines. But do not show on schematic. Original Field notes and electronic point file. o See section for additional instructions Topographic Map Guidelines The following is intended to aid in the developing of a Topographic Map (Topo Map). The Example Plan Drawings (Appendix K), along with the guidelines shown throughout this manual shall be adhered to when preparing a Topo Map. The purpose of the Topographic Map is to provide a CADD drawing representing the earth s surface and existing features, indicated by a series of lines and symbols. The purpose of the Topographic Map is to provide a detailed drawing for use in the design and construction of a sewer project. The map is to include any existing features or obstacles within the Survey Corridor that might impact the sewer design. This map will be in turn be used in the preparation of sewer plans. Aerial photos are not acceptable as Topo Maps. The following is a list of existing features that shall be included on a Topo Map. This list is intended to give an example of the information shown on a Topo Map, but does not cover everything that might be encountered in the field. Existing Data Requirements Page 16 of 60

17 Sufficient ground elevations to develop contours and profiles as needed. Houses and Sheds Plot locations of structures, above and below ground, man-made or natural features within the Survey Corridor. Locate size, depth with direction of flow of sanitary sewers, combination sewers, storm sewers, culverts, catch basins and manholes with inverts and outfalls of each. On trapped inlets and manholes both the bottom of the structure and the elevation at the stopper or waterline shall be shown. If manholes or inlets cannot be found or need to be cleaned, the District representative shall be contacted in order to coordinate with the District s Operations Department. Locate test borings or soil boring locations with the elevation of the top of holes. Locate all trees in sparsely wooded areas. (i.e. maintained front and back yards) Show perimeter outline of densely wooded areas and all trees 12 and above within the perimeter. First floor, top of foundation and/or basement elevations of homes as required by the District project representative. Flood plain cross-sections as necessary. The topographic map shall be prepared at 1 =20 drawing scale unless instructed otherwise by a District Representative Longitudinal Profile Guidelines The guidelines shown in (Appendix O) shall be adhered to when preparing a Longitudinal Profile (Long Profile) Map Field Note Guidelines The following is intended to ensure that field notes are prepared in a way that not only works for the District, but also does not greatly hinder the survey crew s productivity. The following guidelines will be adhered to for all field notes. Field Note Guidelines 1. The District Survey Descriptor Codes must be utilized for all fieldwork. The District Survey Descriptor Codes can be found in Appendix M. 2. Electronic Survey Data to be provided: a. Electronic Points File electronic copy of the points file in an ASCII file format (Point, Northing, Easting, Elevation, Description (P,N,E,Z,D)). 3. Paper Field Notes - Sample Field Notes can be found in Appendix M. a. All on Loose Leaf Paper, National 446 Page 17 of 60

Type of TBM (cut square, spike in PP, etc.) ii. Location of TBM (street intersection, address, etc.) Legal Documents Easements All sewers shall be constructed in easements with working room. Existing easements without working room may be used if and only if pre-approved by the District representative. All public sewers, storm drains and open channels shall be constructed in public right-of-way or in easements. All new easement exhibits shall be shown with adjacent temporary construction easements and associated documents will be submitted as detailed in the Attachment A included in the Fee Proposal. These guidelines along with samples shown in Appendix L will be adhered to for all legal documents Use of Existing Easements Page 18 of 60

19 Every existing recorded easement that will be used or will affect a project shall be shown on the plans submitted for review. The information on the plans shall include the City or County book and page number and the width or variable widths of every existing recorded easement. All restrictive clauses as to the use of the easements, i.e. for utility purpose, storm sewer only, sanitary sewers only, etc. shall be noted on the plan adjacent to the pertinent easement. Construction of a sewer in the same easement with a water or gas main will not be approved unless the easement is of such size that the location of the sewer and utility relative to each other comply with dimensional clearances required by the regulatory authorities Location of Easements In locating easements, consideration shall be given to the property owner s interests. Undue splitting and angling across property shall be avoided. Special consideration shall be taken not to leave small remainder areas cut off by the easements. Do not divide properties leaving unusable sections on either side of designed channel without approval from the District. Easements shall be adequate enough to allow for proper access and maintenance of the sewer. Temporary Construction Easement shall be required unless otherwise directed by the District. Easement locations shall be fixed by distances (widths), angles or bearings to known property lines or public right-of-way lines Width of Easements The width of the easements shall be sufficient to allow proper access for maintenance of the sewer. Easement widths shall provide a two (2) foot minimum clearance between outside limits of sewer structures to easement line, with a ten (10) foot minimum width unless approved by the District s representative. All new easements shall include adjacent Temporary Construction Easements as may be required for working room during construction, unless otherwise directed by the District Easement and Temporary Construction Easement Exhibits Easement and/or Temporary Construction Easement Exhibits and the associated documents will be prepared for all proposed easements, licenses, or takings. All Easement, Temporary Construction Easement Exhibits, and Area Sheets shall conform to the checklists and samples in Appendix L. All documents will be submitted as detailed in the Attachment A included in the Fee Proposal. The following will be submitted for each proposed easement, license, or taking: 1. Easement and/or TCE Exhibit 2. Area Sheet showing the area of the overall property, area of new easement, and area overlapping existing easements, etc. (See sample Appendix L) Construction Staking Guidelines This section is intended to provide guidelines as to how the District expects its constructions staking to be conducted. The following checklist shall be used along with the examples in Appendix M, when staking out District projects. The District representative responsible for construction will coordinate all construction staking work and can make adjustments as they see necessary. See Appendix M for checklist and Page 19 of 60

21 4.060 As-Builts As-Built Project Types (Capital Project): - Project designed by consultants for the District. - As-Built are prepared by consultant (per contract agreement) District Designed: - Project designed by the District and/or General Services Agreement (GSA) Consultant - As-Built are prepared by the District and/or GSA Consultant As-Built Plan Preparation (General Instructions) As a minimum, the following information shall be provided for As-Builts: 1. Storm, Sanitary and Combined a. As-built drawing shall indicate the horizontal location, top and flowline elevation, and corresponding grade of the storm, sanitary, combined sewers and structures in both the plan and profile views. (1) On trapped inlets and manholes both the bottom of the structure and the elevation at the stopper or waterline shall be shown 2. Detention Basin b. A field survey shall be made to confirm the location, size, and depth. As a minimum, the as-built drawing shall include: (1) As-built cross-sections of the basin plotted over the design crosssections. (2) Spot elevations shown in plan, defining the location and elevation of the basin berm and overflow spillway. (3) Location, length, size, shape and flow line elevation of the detention basin / channel concrete swale. (4) Control and overflow structure location, size, elevation, and any other information relevant to the proper operation of the structure (i.e.; opening size; low flow; and outlet pipe size, slope and flow line elevation; etc.) 3. Channel Improvement a. A field survey shall be made to confirm the location, size, and depth. As a minimum, the as-built drawing shall include: (1) As-built cross-sections of the channel plotted over the design crosssections. (2) Spot elevations shown in plan, defining the location and elevation of the rock structure, and planting areas, and grading limits. (3) Location, length, size, shape and flow line elevation of channel and or walls. 4. Pump Station Construction Page 21 of 60

22 a. As-Built Drawing shall indicate the physical location of the pump station, retention, access road and other related structures. 5. As-built Deliverables 1. A Schematic (.dwg format) drawing of all District s improvements using as-built layering standards. (See Appendix G). Refer to example drawing in Appendix K. The drawing name should follow the format: Job#-AB.dwg (Example: AB.dwg) 2. A corresponding electronic point file of all District s improvements is required. The format for the electronic point file shall be PNEZD comma delimited with the extension.asc. The file name should follow the format: Job#-AB.asc (Example: AB.asc) The D in PNEZD refers to description and is defined as: Identifying number assigned to structure or location that corresponds with the plans (see sample). Sample: 22, , , , MH 23 23, , , , MH 24 24, , , , MH Provide the original field notes signed and sealed by a Land Surveyor or Engineer registered in the State of Missouri. 7. 23 5. Design Guidelines It is the intent of the design guidelines to establish minimum requirements to be included in consultant design services. The consultant will be responsible for all design services, including municipal/agency coordination, engineering calculations, strip map and topography surveys, soil investigation, construction document preparation, right-of-way acquisition document preparation, permit applications and all other services required to obtain bids for construction. The scope of the project will be indicated in the Request For Proposal (RFP). The scope may vary from a general idea of the problem to a detailed design study. A list of the basic services to be provided for each design phase may also be included in the RFP for the consultants reference. The consultant is to review these services to assure that provisions are included in the contract for these and all other design services. Note that engineering services during construction may also be included in the scope of the project Design Services to be Provided Based on the information received, the Consultant is responsible for the design of the project including length, sizes, alignment, etc. The sizes and alignments shall be checked and verified but the scope shall be as indicated in the RFP. If the consultant disagrees with the alignment or sizes of sewers, or channels, the concerns shall be discussed with the District prior to completing the design. If the Consultant believes further special investigation and/or preliminary design work is required prior to proceeding with the final design, these costs shall be included in the proposal and identified as such. This will include any investigations up or downstream of the project, as required. Additionally, unless otherwise directed by the District, the Consultant as part of the contract shall do all of the following services. 1. All work is to conform to the current Plan Preparation Guidelines, the Request for Proposal, and the Contract. 2. Plans and technical specifications are to be prepared by a registered Professional Engineer licensed in the State of Missouri and sealed in accordance with State Statutes. 3. Design and prepare detailed construction plans, specifications, quantities and cost estimates. Plans, technical specifications, and pay quantities are to conform to the District s current Rules and Regulations and Engineering Design Requirements for Sanitary Sewerage and Storm Water Facilities, and MSD Standard Construction Specifications. 4. Coordinate work with the District s Project Manager in accordance with the Coordination Schedule With The District. Items to be completed at each review stage: a. It is the responsibility of the Consultant to set up coordination meetings with the District s Project Manager and meet all review schedule dates as required. b. Conference memorandum of items discussed and/or decisions made, with the District, municipalities, utility companies, or other agencies, are to be submitted by the Consultant to the District s Project Manager within a week. 24 5. As directed, notify, municipalities, and property owners of pending design and field work and answer any related questions they might have. Attendance at special meetings may also be required to present the project scope and answer questions. Visual aids may be required for the presentation. 6. The Consultant shall contact all railroads, utilities, MDNR, Corps of Engineers, municipalities, the City of St. Louis, St. Louis County and the State Highway Department as appropriate for a particular project to ascertain requirements and conflicts and to provide general job coordination. Project approval from these organizations shall be obtained with concurrence by the District. The plans shall be designed accordingly. a. Initial contact shall be made with St. Louis County, municipalities, railroads, utilities, City of St. Louis, MDNR, Corps of Engineers and State Highway Department before Plan Review Submittal to avoid redesign because of special requirements. b. There will be no additional payment made for redesign required due to noncompliance with the requirements of the State Highway Department, City of St. Louis, St. Louis County, Corps of Engineers, MDNR, municipalities, or other agencies. c. Work required to change and/or redesign the plans due to apparent utility or existing sewer conflicts, agency requirements or the District Plan Review is included in the initial fee. 7. Determine proper pipe and/or channel size, alignment, and length. Final recommendations shall be approved by the District. Prepare a floodplain study if required. The 100 year water surface elevation must be evaluated to assure that channel improvements do not result in an increased 100 year water surface elevation. 8. Conduct field alignments and level surveys in order to correctly represent all of the conditions that would be encountered at or near the project during construction of work in accordance with District requirements. The survey shall extend both upstream and downstream a sufficient distance as required to ensure proper design and transitions. The minimum Survey Corridor width shall be 120 feet unless otherwise approved by the District. Meet the District s Control Basis & Traverse Baseline as defined in section All Survey work shall conform to District standards presented in the current Plan Preparations Guidelines. 9. Adequate soil borings to determine rock excavation, special pipe bedding, shoring requirements, slope stability and other soil characteristics required to complete the design. The approximate number of borings and/or corings and depths to be completed shall be indicated in the proposal and may vary in number, depending on the project type, location, and available information. The location of all soil borings shall be DIRECTLY above the proposed alignment and tied to the survey vertically and horizontally unless otherwise approved by District Project Manager. Copies of the boring logs and geotechnical information shall be submitted and Page 24 of 60

25 become the property of the District. The geotechnical report shall indicate the expected limits of Class A and Class B Excavation and other pertinent design information. 10. Soil boring shall be performed in the presence of an experienced geologist or qualified field representative to prepare preliminary boring logs. Existing geology in the project area must be researched and documented prior to preparing the boring plan. Provide Percent Recovery for all rock corings. Borings shall extend ten (10) feet below the proposed sewer line if rock is not encountered in order to evaluate the rock profile. Contact the District Project Manager before mobilizing for drilling so a District representative can observe the drilling operation. 11. All calculations and work shall be submitted, titled, and dated. All work is to be neat, legible and submitted electronically. A digitally signed and sealed (see ) file in portable document format (PDF). Work shall include but not be limited to the following: a. Final hydraulic calculations based on actual sizes and slopes used. b. Structural calculations. c. Quantity calculations. d. Earthwork calculations. The District may supply preliminary hydraulic calculations and flood studies. These are to be reviewed and verified by the consultant. 12. Coordinates are to be shown for all sewer structures, a minimum of two survey control points, and a minimum of two 3-point tie details per plan sheet. 13. In plan view, indicate top and flowline elevations of existing structures. 14. In profile view, dimension proposed length of reaches and determine proposed grade from centerline of structures. Indicate station and flow line elevation at center of structures. 15. Where crossing pavement is required, indicate location of nearest joints if sewer is to be installed in open cut. If possible, design crossing perpendicular to paving and under one section of the pavement. Verify with the appropriate agency if a tunnel is required. 16. Granular fill in trenches within street right-of-ways shall not include the top 24 inches in lawn areas. 17. Concrete design shall use the working stress design method or the alternate Ultimate Strength design presented in the Corps of Engineers Manual EM Concrete walls with two rows of reinforcing steel shall be a minimum of ten inches thick. In addition, short sections in vertical wall channels and retaining walls shall also be ten inches thick at fence post locations to properly accommodate the post sleeves. Page 25 of 60

26 19. If Special Design Details are required, use available District Non-Standard Details (Appendix N) or contact the District Project Manager. 20. Identify lots by lot numbers and street addresses with current owners names. (See current St. Louis Place plans.) Provide mailing list for Open Line Meetings. 21. Sodding is to be used for restoration on all projects unless otherwise directed. Lot areas with existing zoysia sod shall be identified on the plans. 22. Indicate first floor, top of foundation, and/or basement elevations of buildings and tops and flowlines of vents to be served by sanitary projects. This may be required for storm projects located parallel to existing sanitary sewers. Investigate sewers to be abandoned to assure no active lateral connections remain. 23. St. Louis County, municipalities, or other agency specifications are to be incorporated into final design plans and technical specifications with the knowledge and approval of the District. 24. Non-standard items included in the project design shall have technical specifications written as necessary and as required to cover, supplement, and clarify those special items. Pay items for non-standard items shall be determined on a project specific basis. 25. Flood study requirements are available from the District. Contact the District s Project Manager. 26. The District will assemble the Contract Bid Package using the plans, technical specifications, and quantities submitted by the Consultant with all easement agreements incorporated. The District will prepare the Front End Documents. 27. The guidelines shown in (Appendix O) shall be adhered to when preparing a Longitudinal Profile (Long Profile) Map.
