1 Partisan Politics 2015 Fortuyn Games. Watch the tutorial video at Setup Separate the 5 grey phase cards and the 8 tableau cards: 7 issues with black borders and the Speaker with a red border. Place the tableau cards face up in the center of the table in a circle in any order. Put Phase 1 on top of the other phase cards in the center of the circle. Shuffle the remaining cards and deal 5 to each player. Each player discards any Cloture Motion cards and draws replacements until they have a hand of 5 non-cloture cards. Shuffle all discarded cards back into the deck. Choose a starting player at random for the first phase. In each phase after the first, the next player in turn order starts the phase. The Turn During a player's turn, they may do one of the following actions: Campaign: Play a card from hand, then draw a card. o Issue Card: Place onto the table in front of you, as part of your constituency. Swap the matching issue in the tableau with the card on its right or left. o Petition the Speaker: Place in a discard pile. Swap the Speaker in the tableau with the card on its right or its left. o Lobbying Firm: Place in a discard pile. Swap any issue in the tableau with the card on its right or left, but not with the Speaker. Poll: Draw the top three cards of the deck. Place two in the discard pile and one issue card into your constituency. Whenever you draw a Cloture Motion (via Poll or Campaign), you must immediately place it in the cloture area and draw a replacement. At the end of your turn, if you placed any Cloture Motions, a vote is held to end the phase. The first Cloture Motion drawn during a phase is placed face-down in the cloture area and does not count towards or trigger a vote. Ending The Phase After a phase ends, each player scores their hand and constituency, using the chosen scoring method: Right: The issue card immediately to the right (clockwise) of the Speaker in the Tableau is worth 4 points. Add 4 to your score for each copy of that card in your hand or constituency. The next issue to the right is worth 2 points, and the next issue after that is worth 1 point. Left: As above, except that the cards to the left of the Speaker are scored, instead of the cards to the right. Center: The issue cards next to the Speaker in the Tableau are worth 3 points. The issues next to those are worth 1. In each scoring method, unused Petition the Speaker and Lobbying Firm cards in each player's hand are worth one point each. Each player scores their hand and constituency for the phase, and adds those scores to their scores for previous phases. Put the next phase card on top of the phase pile and move the starting player marker clockwise. Shuffle all of the non-tableau cards back into the deck and deal each player a hand of 5 cards containing no Cloture Motions to start the new phase.

2 After the fifth phase, the game ends, and the player with the highest total score for all five phases wins. Voting In the early game, other players have little influence over your actions, but as the game continues, votes become increasingly frequent. Whenever a vote is required, the current player must vote first, followed by the other players in turn order. In any vote, the majority wins. If a vote is tied, then break the tie as specified below by the type of vote. Voting starts with the person whose turn it is and proceeds around the table until the result is known. When a person votes, they may discard any number of Petition the Speaker or Lobbying Firm cards in order to increase their vote total by 1 each. These cards are not replaced through drawing. During phase 1, the players vote on nothing. The Cloture Motion passes if there is one on the table for each player. During phase 2 through 5, the players vote on Cloture Motions. The Cloture Motion passes, ending the phase, if there are more votes for YES than for NO. Each Cloture Motion on the table counts as an additional YES vote. During phases 3 through 5, the players vote on the scoring method AFTER the Cloture Motion passes. The players must choose one of Right, Left, or Center. If no method has more votes than the others, Center is chosen. During phase 4, the players vote on issue movement in the tableau. Whenever a player plays a card, the players vote on the card swap. The player playing the card casts always votes YES. If the vote is tied, the issue is moved. For 4-6 players, the player playing the card gets an extra vote automatically. (In a 3-player game, they do not.) During phase 5, the vote for issue movement is weighted based on constituency. Whenever a player plays a card, the players vote on the card swap, with each player having one vote, plus one vote for each card they already have in their constituency matching either the played card or the card it is being swapped with. When it is a player's turn to vote on an issue movement, they may immediately play additional cards from their hand to their constituency to increase their vote total. These cards are not replaced, so by the end of the phase, players may have a smaller hand than five cards. Credits Design: Robert Fortuyn.
