1 Guideline for the checking of labels and communication documents I. LABELS Every labelling project related to controlled candles and home fragrances have to be submitted to for checking and validation. It has to comply with Standard requirements and with the general rules and regulations. It s your responsibility to ensure that your labels comply with the regulations of the country where the products are to be sold. only checks the compliance with the Candles and Home fragrances standard. If possible, the brand owner, himself, should submit his labels for practical reasons. All labels referring to and/or to the control must be submitted for checking and validation by before printing. This validation, symbolized by the stamp, proves the compliance of your label with the Standard for Candles and Home fragrances standard. Several cases (these labels must be checked and validated): - Labels of finished products: every capacity must be checked - Labels of finished products/raw materials sold as bulk - Finished products without label (sold in B2B): label on the box must be checked 1. Mentions to indicate for a controlled finished product: The mentions altogether must be visible for the consumer when buying the product. If the product is packed in a cardboard box or case, the mentions must be displayed on the box or case. In this case, the mentions aren't complusory on the product itself. If there isn't box or case (for example, just a bottle), all the mentions must be displayed on the product itself (on the bottle). The control is for a finished product only. A brand name, a packaging, a formula, etc can't be claimed as "controlled by ".

2 The mentions to be indicated are: - Complete composition (it must details the allergens whose composition is superior to 0.01%), with identification of: ingredients that are from Organic farming (simple asterisk*) ingredients that are from Organic farming and chemically transformed (double asterisk**): alcohol**, glyderin**,... The allergens mustn't be identified with the asterisk. The ingredients can be listed under their latin name, botanical name, common name or INCI. International chemical identification may be used. The word "perfume" can be used when it's composed of at least 7 ingredients. - Characteristics of the controlled product: " X % of the total ingredients are from natural origin " (if the product is 100% organic, this mention isn't necessary) " X% of the total ingredients are from Organic farming* or made using organic ingredients** " OR " X% of the total ingredients are from Organic farming* " (if the product doesn't contain ingredients made using organic ingredients) - The control mention, 4 are possible: " Natural origin Home fragrance controlled by " " Organic Home fragrance controlled by " " Natural origin Candle controlled by " " Organic Candle controlled by " Remarks: - Percentages: Percentages can t be rounded up. For example, if the formula percentage is %, it can be rounded up to 98.6%, not 98.7%. The number of decimals is not imposed by, however it is advised to use percentages without decimals. - Logo: Please refer to this document: TS006(GPA)en - Rules for identification of compliant products - Candles and Home fragrances. No other logo than the s logo should be put next to an s reference in order to avoid any confusion for the consumer (a derogation could be granted if the packaging is too small). The logo isn't complusory.

3 - ORGANIC References: TS005(GPA)v06en The word organic can be used if the product is at least 95% organic. For products that are less than 95% organic, it is allowed to make reference to the organic ingredients Examples of products that are less than 95% organic: "ORGANIC candle" or "ORGANIC spray" aren't allowed. But, "Spray with organic lavandula essential oil" is allowed. The designations "Organic range" ou "organic product" aren't allowed. But "Organic controlled range" or "organic controlled range" are allowed. The logo created by your company, range name, brand name aren't checked by. - Product composition: The entire composition and even allergens must be marked on your label. - Translations and multilingual labels: You have to check the conformity of your products with the current regulations of the distribution countries of your controlled products. The rules for the approval of labels are, by default, the same for all distribution countries. The control statement, the percentages and the reference to organic ingredients must appear at least once, in the same language, on your controlled products. If you want to add a control statement and/or the percentages in another language, they have to be translated correctly and entirely. Translations are available in French, English, Italian, Spanish and German. For all other languages, you have to submitt the translated label in French or English. - Finished product without label: The label on the box must be sumitted for validation. The name of the finished product and the control statement must appear on this label. The composition and the percentages must be correct if they appear on the label but they are not compulsory. Besides, the label rules are the same as the ones for finished products with label. - Minor modification: For a minor modification without effect on control statements, %, logo, composition, Organic/Natural origin claims or the name of the product, the revalidation of the label is not necessary. You have to send, before printing, the new label with a statement specifying the modifications you made.

Mentions to indicate in the case of a controlled raw material for candles and home fragrances: The mentions to be indicated are: - Complete composition: same as a finished product (cf A.1) - Characteristics of the controlled product: same as a finished product (cf A.1) - The control mention : " Organic Raw material controlled by " " Raw material from natural origin controlled by " All these mentions must appear on product s label or on an enclosed technical form. In all cases, the name of the product and the control body must appear on the label (the other points must be included on the technical sheet). Rules regarding the logo, organic claims and the composition are the same than the ones for finished products. A generic label (with only: commercial name + control mention) can be validated for raw materials if each technical sheet is validated and if you commit yourself to fit the label to the raw material that is sold. Warning: a candle or a home fragrance (sold to the consumers) that is composed of only one ingredient is not considered as a raw material but as a finished product. So, you'll have to refer to paragraph Mentions to indicate in the case of a service provision (case of a handler) As a handler, you're providing a service provision (for example: manufacturing and/or packaging), so you can't refer to the control of a product. The statement to be used for your invoices, delivery slips, labels is: " Service provision checked by "
