2 Challenges Global ambitions for reduction of greenhouse gasses are set high Railroads and ships can t replace the road transport system Swedish goals; Vehicle fleet independent of fossil fuels by 2030 Decarbonisation of freight transportation is slow but gaining momentum How do we, together, enable and stimulate development to achieve the effects from decarbonization How can Europe make decarbonization a competitive advantage

3 Some issues Real changes seldom take place if they are not profitable for the key actors Talking is easy but decarbonization will not happen by itself Courage is needed but mistakes do not promote your career.. Cooperation is needed - private and public organizations, the whole value chain There are some solutions and there will be more PPP and development targeted at deployment - is very difficult Governance issues how to (who, why?) organize and drive development? Waiting is not an option.

5 The ElvägE16 project In Sweden a stepwise pre-commercial procurement process was launched in 2013 (by the Swedish transport administration) By building and operating ERS technology, on public roads, in test and commercial operation, gain experience before full scale implementation 11 consortias applied, in June 2015 two projects were awarded funding Issues; vehicle, legal, maintenance (trucks, road, electric infrastructure), operation, available energy, business models, investment models, safety and security Since 2015 the ElvägE16 project received app 10M in public and 5M in private funding

7 A Region Is measured on positive effects from usage of ERS -- Deployment is crucial to achieve these goals Is not part of the future business that might be established Complements, for example, the national transport administration well Experiences in driving deployment processes, enabling beneficial valuechains for people, public and private organizations Easy to cooperate with other European regions The Region of Gävleborg is experienced in developing and stimulating complex value-chains for societal challenges for public and private benefit.

9 Status - september 2018 Governance; The Region of Gävleborg is project owner and builder Deployment; Built and operated as a pilot project without exceptions from the legal system or existing policies. Results; Two years usage, in test and commercial traffic. App 1.600km under the wire Since June-16; 98 groups, visitors Operation, security, etc without problems Issues related to bad conditions, snow, ice Cooperation, with other regions, nationally and internationally Next step a larger semi-commercial site, the last step towards full scale deployment

10 Some critical success factors Governance; Focus on driving change and deployment, who is doing what, when and why Profitable for industry; taxes, regulations, respect for industrial business logic Pilots are pilots, good business for some Keep momentum (examples, facts, political, industrial) towards full scale deployment and documented profitability from usage Show and communicate public and private benefits and profitability from decarbonized transportation Work close with politicians, researchers, industry,.. Act to build trust and reduce risk, use public authorities if possible Manage the immune defence obstructing change Use and benefit from different PPP roles, cooperation is key The solution in not a technology but the ability to, in a balanced pace, deploy and use a stream of technologies

11 National roadmap for electric road systems in brief Market and funding Promote, contribute to and pave the way for a broadened market and greater competition between the transmission systems by raising more systems to TRL level 5-6.
