4 INTRODUCTION Research Motivation & Approach Triple Helix (TH): TH collaborations involving university, industry and government provide a networked infrastructure for shaping the dynamic fluxes of knowledge base of innovations locally and these fluxes remain emergent within the domains Previous studies measure: Research capacity Map the dynamics of knowledge base of innovations of R&D :Collaboration patterns among the agent :Network dynamics variations (Varies according to the R&D policies) 4

5 INTRODUCTION Research Motivation & Approach Previous studies Concluded: -Are the network effects of TH dynamics sufficient for boosting the research capacity through building the knowledge base of innovations? Recommend R&D policy reformulation: :Stimulate inter-organizational R&D cooperation and increase collaborative UIG publications However, previous studies did not investigate the impact of TH dynamics of knowledge innovations on the technology innovation adoption/assimilation in the organizational context These gaps are the prime motivators for the research 5

6 INTRODUCTION Research Motivation & Approach In the organizational context, we posit that TH dynamics of Nuclear knowledge innovations serve as complements to managers knowledge frames related to an Nuclear Technology innovations Examine interactions between three knowledge frames- integration frame, opportunism frame, and policy knowledge frame, and two TH dynamics of Nuclear knowledge innovationsbilateral and trilateral TH dynamics of Nuclear knowledge innovations and TH dynamics of knowledge innovations, and their relationship with the Assimilation of Nuclear Knowledge Innovations in organization 6

8 THEORETICAL FRAMEWORK Organizational Knowledge Integration frame Tsoukas (2005) states that organizational knowledge is... capability members of an organization have developed to draw distinctions in the process of carrying out their work, in particular concrete contexts, by enacting sets of generalizations... whose application depends on historically evolved collective understandings and experiences (p. 128, italics in original) The term knowledge integration reflects the epistemology (knowing process) of practice and contextual sense-making Hence, knowledge integration focuses on how people act and interact to generate knowledge regarding a specific technology as a resource for individual and collective ends (Heaton and Taylor, 2002) 8

9 THEORETICAL FRAMEWORK Organizational Knowledge Integration frame SEIC model: Four modes of knowledge conversion are explained in Figure 2 [Nonaka, I., et al 1994]. The assumption that knowledge is created through conversion between tacit and explicit knowledge allows us to postulate four different modes of knowledge conversion: (1) from tacit knowledge to tacit knowledge, (2) from explicit knowledge to explicit knowledge, (3) from tacit knowledge to explicit knowledge, and (4) from explicit knowledge to tacit knowledge

10 THEORETICAL FRAMEWORK Knowledge opportunism frame Knowledge opportunism regarding a specific technology reflects an organization s propensity to respond with agility to signals from the environment (Adapted from Srinivasan et al. 2002) -Organizations high in this capability scan their environment for emerging technologies -and respond proactively to exploit, avoid, or ignore potential opportunities and threats Hence, Knowledge opportunism enables organizations to notice opportunities in the environment and exploit, avoid, or ignore them

11 THEORETICAL FRAMEWORK Policy knowledge frame Policy knowledge frame constitutes a capability developed in particular contexts and depends on collective understandings regarding a specific technology process in organization The definition of organizational knowledge is sufficiently broad to include policy knowledge since such knowledge constitutes a capability developed in particular contexts and depends on collective understandings The ways that policies are developed, implemented, and used depend on how policy knowledge, as a type of organizational knowledge, is constructed (Canary, H., 2010) The multi-level feature of the policy leads to ongoing development of policy knowledge across related groups of people, including managers

12 THEORETICAL FRAMEWORK Policy knowledge frame Scholars have indicated that much remains to be learned regarding how policy knowledge is developed across related groups (Clases & Wehner, 2002; Gallucci, 2003; Jakubik, 2007; Spillane, Reiser, & Reimer, 2002) The policy process is inextricably linked to organizational knowledge (Jephcote & Davies, 2004; Parsons, 2004) More research is needed that takes into account how policies are interpreted, adapted, and implemented within particular contexts (Gallucci, 2003; Spillane et al., 2002) Policies increasingly influence individuals lives (Kirby & Krone, 2002; Stein, 2004) How members of policy-related groups interact to develop knowledge of policies?

13 THEORETICAL FRAMEWORK Two control variables: -The size of the firm and the industry to which it belongs: -Represent structural characteristics of firms Prior literature in innovation has suggested that firm size may have a significant impact on innovation (Cooper and Zmud 1990, Damanpour 1991,Rogers 1995) Furthermore, knowledge innovation practices and IS assimilation differ considerably across different industries, potentially influencing the extent to which firms assimilate innovation Therefore, we control for the impact of industry on the IS innovation assimilation

14 RESEARCH MODEL & HYPOTHESIS DEVELOPMENT Hypothesis 1. Organizational Knowledge Integration Frame has a positive effect on Nuclear Knowledge Innovations Assimilation in a nuclear power organization. Hypothesis 2. Organizational Knowledge Opportunism Frame has a positive effect on Nuclear Knowledge Innovations Assimilation in a nuclear power organization. Hypothesis 3. Organizational Policy Knowledge Frame has a positive effect on Nuclear Knowledge Innovations Assimilation in a nuclear power organization. Hypothesis 4. The relationship among the Three identified factors of organizational Knowledge Frames and Nuclear Knowledge Innovations Assimilation in a nuclear power organization is moderated by TH Dynamics of Knowledge Innovations, such that the relationships are stronger for those factors that have stronger TH Dynamics of Knowledge Base.

15 RESEARCH METHODOLOGY Refinement of the measurement items Adopt a survey method TH dynamics of knowledge innovation measure -Survey/keywords search in the internet/bibliometric data of publications/sci/ssci for analysis of science indicators -Patent success ratio/ Patent data /US Patent of innovation within TH domains Office as a measure Assessment of the research model/using PLS Formulate implications for both research & practice 15

16 DISCUSSION AND IMPLICATIONS Expected to extend and enrich the extant literature on nuclear knowledge innovations assimilation through the inclusion of TH, thereby providing important new insights into innovations assimilation within organization Significant implications for management Offer a useful framework for managers to assess the organizational nuclear knowledge frames Both TH dynamics of knowledge base innovations and three factors of organizational nuclear knowledge frames 16

17 DISCUSSION AND IMPLICATIONS The expected significant moderating effect of TH dynamics of nuclear knowledge innovations points: Develop a mosaic of nuclear innovation-related knowledge of the managers and hence points to the need to develop an organizational culture that views knowledge innovation production of TH agents through interactions of R&D activities, and creates incentives to support it Management in nuclear organizations needs to consider their joint impacts In particular, TH dynamics of nuclear knowledge innovations levers can be used to effectively manage the organizational nuclear knowledge frames Comparison of nuclear knowledge production in member states and find out core institutional problems in improving the efficacy of nuclear industries and knowledge based innovation systems in terms of S&T policy 17

18 DISCUSSION AND IMPLICATIONS Expected to have implications for policymakers: Concrete recommendation of R&D policy reformulation -to improve the efficacy of nuclear industries, and government decision making Stimulate inter-organizational nuclear R&D cooperation Increased collaboration of U-I-G for production of nuclear knowledge base of innovations Boost the nuclear research capacity Build the nuclear knowledge base of innovations and its assimilation to nuclear facilities organization for peaceful use of nuclear technology Future Plan: Conduct Final Study 18
