Session Goals: Review SMART Obj format Share examples of SMART objectives Brainstorm and discuss measures and data sources you can use to develop SMART objs.
Disclaimer Not everyone will have SMART objectives for the evaluation at the end of the hour
Another Disclaimer Weare working on the Core VIPP evaluation Support for Core VIPP grantees & HI SMART obj We may use Core centric language/concepts without t realizing i it. Please lt let us know!

What are SMART Objectives? [SMART objectives] offerspecific specific, relevant, and measurable benchmarks to measure achievement of your state s s [program] goals and will serve as the foundation for your program activities. Evaluation Guide: Writing SMART Objectives CDC Division for Heart Disease and Stroke Prevention, State Heart Disease and Stroke Prevention Program mart_objectives.htm
What are SMART Objectives? Statement that breaks down your goal. Marker for your goal. Measurement tolet you know you re making progress toward your goal/when your goal is achieved.
What are SMART Objectives? Specific Measurable What is the specific task? What are the standards or parameters Attainable Is the task feasible? Reasonable Are sufficient resources available? Time Bound What are the start tand end dt dates?
Some SMART examples #1: By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Data source: NOPUS Decrease the rate of child motor vehicle injuries in Safety County from 2.3 per 1000 crashes to per 1000 crashes by Data source: State DOT records
Some SMART examples #1: SPECIFIC By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Data source: NOPUS Decrease the rate of child motor vehicle injuries in Safety County from 2.3 per 1000 crashes to per 1000 crashes by Data source: State DOT records
Some SMART examples #1: MEASURE By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Data source: NOPUS Decrease the rate of child motor vehicle injuries in Safety County from 2.3 per 1000 crashes to per 1000 crashes by Data source: State DOT records
Some SMART examples #1: ATTAINABLE & REASONABLE By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Data source: NOPUS Decrease the rate of child motor vehicle injuries in Safety County from 2.3 per 1000 crashes to per 1000 crashes by Data source: State DOT records
Some SMART examples #1: TIME BOUND By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Data source: NOPUS Decrease the rate of child motor vehicle injuries in Safety County from 2.3 per 1000 crashes to per 1000 crashes by Data source: State DOT records
Some more examples #2: Are these objectives SMART? Increase the number of persons 65 and older participating in Tai Chi: Moving for Better Balance programs in the 3 intervention counties from 1,000 to 5,000 by Data source: Program attendance records Reduce the fall related hospitalized rate among persons 65 and older in the State by 20% from 195 to no more than 155 per 10,000 by Data source: Hospital discharge data
Using data to develop priorities Identify priority populations Geographical areas Sub populations of residents Respond dto dt data trends
Some reasons to use SMARTs Position yourself for success Set a goal that s attainable and reasonable. Provide a framework to communicateyour successes Articulate what success will look like. Guide which evidence informed strategy to use OR Build a SMART obj based on selected evidence informed strategy Evidence informed strategies that will help you get there. Fulfill a project requirement
Example: Drowning Prevention in FL
Example: pe: Motor Vehicle ceinjury Prevention eeto
Proximal and Distal Objectives Proximal Proximal Evidence- Evidenceinformed informed Distal Burden of Injury & Violence Proximal Evidenceinformed
Proximal and Distal Objectives Focus Area Student Achievement Goal Student Graduation Reach Individual Classroom Grade Level School School System Subject Areas Data Available Report cards, standardized test scores, attendance, disciplinary records, student records Measurements of achievement Graduation Rates Drop out rates Students that met national performance measures Students with passing grades Students in detention
Some SMART examples: By 2016, increase the percent use of child safety seats from 92% to 95% statewide. Decrease the rate of child motor vehicle injuries in the state from 2.3 per 1,000 crashes to 1.3 per 1,000 crashes by 2020.
Some more examples: Increase the number of persons 65 and older participating in Tai Chi: Reduce the fall- Moving for Better Balance related hospitalized programs in the 3 intervention counties from 1,000 to 5,000 by rate among persons and older in the State by 20% from 195 per 10,000 to no more than 155 per 10,000 by NOTE: Another consideration for the alignment between reach for proximal and distal measures. Can we expect a distal state level decrease if the intervention and proximal measures is in 3 counties?
Example: Child Maltreatment Prevention Distal: By 2016, reduce the rate of substantiated cases of child maltreatment and neglect among children 0 6 from 11 per 1,000 to 10 per 1,000 in the state.
Example: Child Maltreatment Prevention Proximal: Social Emotional Indicators Proportion of children <6 who receive behavioral screenings Proportion of mothers with children <6 screened and properly referred to depression Proportion of preschool age children with access to mental health consultation Proportionofchildren of in child care settings that implement validated effective curricula for social skills development Rate of children <6 expelled from child care or preschools due to behavioral problems Proportion of children 0 6 in stable out of home placements From Isakson et al., State level indicators for social emotional development: Building a better system. National Center for Children in Poverty. 2011
Identifying Measures How do we identify measures to track? What data sources do you have access to? Vital statistics Hospital discharge data (HDD) Emergency discharge data (ED)
Do you have access to Behavioral Risk Factor Surveillance System (BRFSS) Child Death Review (CDR) Emergency Medical Services (EMS) Fatality Analysis Reporting System (FARS) Medical Examiner National Occupant Protection Use Survey (NOPUS) Uniform Crime Reporting System (UCR) National Violent Death Reporting System (NVDRS) Youth Risk Behavior Surveillance System (YRBSS) State level lsurveys WISQARS National Trauma Bank
Questions to Consider for Your Context Can you be creative to fit your focus area? Do other government agencies have data that may be useful to you? Are there proximal indicators/benchmarks that you can track? Does your strategy link to your SMART?
Activity: Work with table members. Select a focus area you are both interested in/curious about. What measures could you track? What data sources are available? Whatis a possiblesmart objective? Handout example: Youth Suicide Prevention
Group Dialogue for Activity: Report out out to the group. What focus area did you choose? What measures did you identify? What possible SMART objs did you brainstorm? What possible data sources could you use to track your measures?
Summary Data can help you identify SMART objectives (priority populations, trends) and track progress toward SMART objs Developing SMART objs requires coordination between focus area, strategy, and data sources available Determine if you re working toward a proximal or distal outcome Talk to others to find out what measures they ve used.
Thank You! Jessica A. Hill, MPH Shenee Reid, MPH/MPA
