3 Coastal Virginia Offshore Wind Project: Lease Update Industry Contributions Site Specific Data that has been collected in support of the project also provides a baseline of information that can be utilized for future commercial offshore wind development. 4 Coastal Virginia Offshore Wind Project: Lease Update Research Lease History The Coastal Virginia Offshore Wind (CVOW) Project was formerly known as the Virginia Offshore Wind Technology Advancement Project (VOWTAP) DOE selected 7 projects for initial engineering & environmental surveys -$4 million per project DOE selected 3 projects, including VOWTAP, for final design & construction - Up to $47 million per project BOEM issued the first of its kind Research Lease offshore Virginia to DMME BOEM issued the revised EA and FONSI BOEM issued final Research Activities Plan approval DOE withdrew further funding after the Commercial Operation Date (COD) was extended by up to 2 years. Dominion Energy announced a strategic partnership with Ørsted (formerly DONG Energy of Denmark) to develop CVOW Site Assessment Plan approved for Commercial Lease Area EPC contract signed with Ørsted Comments received for revised RAP and CVA SOW submittals to BOEM Expected COD for CVOW 4

7 Proposed Modifications Offshore wind technology has advanced rapidly in the last few years. Some Project components have been updated to incorporate state of the art advancements, including: Turbines The CVOW will still utilize 6MW turbines, with option for power boost technology Some turbine specifications will be slightly different than previously proposed Foundation Type Monopile Structure One 26.2 foot diameter monopile for each new foundation (previously the IBGS had one 10.2 foot diameter central caisson and three 5.9 foot diameter pin piles per foundation) Monopile reduces installation from 1 week to less than 1 day per foundation (excluding weather delays) 7

8 Next Steps Commercial lease 4.5 Years to COP Submittal Geotechnical and geophysical investigations Maintain compliance with lease conditions RAP Amendments some Project components were updated due to advancing technologies in offshore wind since submittal of the RAP: Purpose and Need Project Description Schedule Comments have been received for the revised RAP and revised CVA SOW submittals to BOEM; resolving these comments leads to application sufficiency to start consultation phase Proposed Project Modifications Onshore Interconnection Cable Route Due to conflicts with military activities, the Navy has requested that the Onshore Interconnection Cable Route be modified. Working with Camp Pendleton to modify onshore cable route to interconnect station. Length of Onshore Interconnection Cable Route will increase by approximately half mile, from approximately 3250 feet to approximately 5800 feet UXO Survey Summer

9 Policy Update Grid Transformation and Security Act of ,000 megawatts of renewable energy Spells out offshore wind demonstration project is in the public interest Includes wind and solar Specifies located in the Commonwealth or off the Commonwealth s Atlantic shoreline Eligible for customer credit reinvestment offset If demonstration project utilizes rider and utility does not proceed with construction of at least 250 megawatts offshore wind, project is no longer eligible for rider Includes prudency review option before investments are made 9
