DC expressed the view that it is an important time for policing in respect of continuing austerity and the need to deliver more for less, time to reinvigorate the NPCC S&I Board in order to ensure that the best technology and processes are adopted to enable policing. The recent announcement that CC Chris Sims will retire could create further instability for forensics in policing, and the role of science and innovation is likely to become more important. gave an overview of the NPCC Portfolio Board Meeting held on 19 June 2015.
2 JA gave an overview of the approach to developing a national forensic strategy led by Amanda Cooper and to be published later in the calendar year. She explained how it was divided in to categories and informed the group of the lead for each area: - Supply chain workstream lead Jo Ashworth East Midlands Special Operations Unit Supply chain workstream lead John Armstrong HO, Forensic Marketplace Management Team Forensic futures workstream lead Shaun Mallinson HO, CAST Biometric Strategy lead Chetan Patel HO, International and Immigration Policy Group Legitimacy workstream lead Kirsty Faulkner HO, National DNA Database Knowledge and Skills workstream lead Jo Taylor College of Policing Forensic and Digital data workstream lead Alex Miller HO, Police Science and Technology Unit SM informed the group of the Chief Scientific Advisor s work being undertaken to define what R&D is taking place in industry and academia with a view to identifying key areas for development. Coordination of these documents and the Biometric Strategy Board will be key. DC emphasised the need to understand the impact of these documents on the College of Policing in developing police requirements moving forward. The NPCC S&I Board may have a role to play in this to ensure there is no duplication of effort in other areas for example digital forensics. JA expressed the need to understand mechanisms for delivery and coordination to ensure these are clear to academia, business and policing. GT expressed her view that a clear gap is data to support quality of interpretation undertaken to underpin innovation where such data is available at times there is variation in the data used. KF is leading on the legitimacy and outlined the need to identify accountability and responsibility for different areas of development and how the NPCC S&I Board may support such development in the future. DC confirmed this goes back to clearly defining what the forensic strategy and policing requirements are and agreed the NPCC S&I Board should support activity and progress wherever possible. MP gave an update in relation to Para DNA. West Midlands have completed a Para DNA validation study. The study included running 50 mock samples through the Para DNA device and comparing the results with DNA17 profiles. This was deemed a success in terms of accuracy
3 but there was some concern about the number of partial profiles as opposed to full profiles and what impact that would have on the size of the speculative search list. The next step is to run 8 live samples through Para DNA to test interaction between WMP, LGC and NDNADB and to see what the length of the returned list would be. JA outlined the EMSOU position in relation to Para DNA, EMSOU are still running as a screening tool and were hopeful to gain full accreditation in the near future. JA expressed the view that she was not sure if the West Midlands business model was the way EMSOU would wish to work in the future. JA gave an update on Rapid Hit DNA, she reported that EMSOU is confident in success rates for blood. The results of the pilot have informed understanding of how Rapid Hit technology needs to be developed in particular to ensure cost effectiveness. Both Para DNA and Rapid Hit DNA technology will link in to the national strategy being developed. JA and KF gave an update in relation to work being undertaken on mixtures, data indicates just under 50% DNA analysis is producing mixtures. A workshop is being developed to look at use of insight-dna boost to further maximise results developed from mixed profiles. GT emphasised the need to link in to national developments. DC made the point, that once the results were available the NPCC S&I Board should consider how to assist in developing the future strategy. JA explained a Footwear Expert Network has been established, expressing the view that the current gap in respect of footwear image capture devices is evident. It was agreed the policing requirement for an appropriate footwear image capture device could be included on the KTN Challenge database. SM indicated innovation could be stimulated through an SBRI type call. JV to produce a paper as to current position for taking forward via the NPCC S&I Board. Once this paper is available to lead in presenting to the KTN Challenge database. SM gave a short presentation on the SBRI process. It was agreed that the next stage was to explore further funding opportunities for policing. SM gave a Horizon 20/20 update. He outlined the current call is focussed on the automated recovery and transmission of fingerprints, DNA and drugs with processes to deliver interpretation and reporting in an automated and more timely manner. There is a clear link to Live Time Forensics requirement developed by the NPCC S&I Board. SM to keep the NPCC S&I Board updated of forces / organisations involved. JV gave a CAST update in relation to operationally significant fingerprint developments and other research developments being undertaken. List to be circulated by JV. JV gave an update in relation to Livescan development. FC gave an update in relation to the structure, governance and work of the KTN. She outlined possible future developments to ensure links between policing requirements and business as incorporated in the KTN Challenges database. FC explained how the database was accessed by both users and innovators. FC made the group aware of the forthcoming FoSci SIG - Technology Showcase which is scheduled for 8 October 2015 in Birmingham. She invited members of the NPCC S&I Board and any other interested parties to attend. FC undertook to circulate details of the event by and update the NPCC S&I Board at the next meeting.

Keep the NPCC S&I Board updated of forces / organisations involved in the H20/20 bids relating to automated recovery and transmission of fingerprints, DNA and drugs 4. Circulate list of operationally significant fingerprint developments and other research developments being undertaken outlined in the CAST update 5. Circulate details of the FoSci Technology Showcase in Birmingham on 8 October Update the NPCC S&I Board at the October meeting in relation to the FoSci Technology Showcase SM JV FC FC Actions Carried Forward Action Owner Update 1. Liaise and arrange a phenotypes presentation for the next NPCC S&I Board /SM Ongoing 2. Share MoD Para DNA test data to RS MP Ongoing - not yet circulated due to red tape CAST could share and LGC Forensics do have the results so may be able to share. MP to progress via LGC Forensics
